CAPSIZING INCIDENT IN CABUNGAHAN, CABUGO, BAYABAS, SURIGAO DEL SUR

On September 26, 2026, at approximately 9:15 AM, SERTSS Bayabas received a report regarding a capsizing incident involving a pumpboat near Sabia Beach Resort, Cabungahan, Barangay Cabugo, Bayabas, Surigao del Sur.

The SERTSS personnel on duty in the beach areas immediately responded to the reported incident. Upon arrival at the area, the team conducted an assessment of the situation and determined the need for additional assistance from nearby pumpboat operators.

Fortunately, local pumpboat operators from Barangay Cabugo, together with their Barangay Captain, immediately extended assistance. Through a collective effort, they successfully launched a pumpboat into the sea despite the low tide at the time.

At approximately 9:51 AM, the capsized pumpboat was successfully brought to shore and docked at Barangay Cabugo.

The individuals involved were identified as:

PRESS RELEASE
DOST-PAGASA S&T Media Services
Quezon City, 23 September 2026

DOST-PAGASA warns of an intensifying Very Strong El NiΓ±o through the first half of 2027.

A Strong El NiΓ±o is currently active in the Tropical Pacific and is expected to intensify into a Very Strong El NiΓ±o between September–December 2026, potentially persisting through the first half of 2027.

For the Philippines, this may bring warmer temperatures and below-normal rainfall, increasing the risk of dry spells, drought, and water supply stress that could affect agriculture, food security, energy, public health, and the economy.

However, El NiΓ±o does not mean that rain will completely stop. The ongoing Southwest Monsoon (Habagat) and active tropical cyclones may still bring short-term heavy rainfall, particularly over the western sections of the country.

Prepare for prolonged dryness, but remain vigilant for episodes of heavy rainfall.

AIR QUALITY UPDATE | CARAGA REGION

πŸ“… September 21–25, 2026

FORECASTED IMPROVEMENT IN AIR QUALITY β€” BUT VIGILANCE REMAINS NECESSARY

Based on the latest Fire + Smoke Emission Forecast for the Caraga Region, smoke emissions from forest fires in Kalimantan, Indonesia are forecast to move westward/northwestward toward the Malaysia/Singapore area in the coming days. This may result in a gradual reduction of smoke influence over Caraga Region.

πŸ“‰ WHAT THE FORECAST SHOWS:

πŸ”Ή September 21–22 – Smoke is forecast to move away from Caraga.
πŸ”Ή September 23 – Lighter smoke concentrations are expected over the region.
πŸ”Ή September 24 – Minimal smoke effect is forecast over Caraga.
πŸ”Ή September 25 – Generally fairer air quality conditions are expected.

⚠️ HOWEVER, THIS IS STILL A FORECAST.

The anticipated improvement does not mean that the haze situation has already ended or that air quality has returned to normal.

Unhealthy AQI levels are still being experienced at present, and prevailing wind direction, atmospheric conditions, and other meteorological factors may still change the movement and concentration of smoke over the region.

πŸ‘€ THE PUBLIC IS ADVISED TO REMAIN VIGILANT.

β€’ Continue monitoring official air-quality updates.
β€’ Minimize prolonged outdoor exposure when haze or smoke is observed.
β€’ Take extra precautions for children, older persons, pregnant women, and individuals with respiratory or other underlying conditions.
β€’ If outdoor activities are necessary, consider using an appropriate face mask as a protective measure.

πŸ›οΈ LGUs and concerned agencies are likewise encouraged to continue monitoring local air-quality conditions, disseminate timely information to their communities, and coordinate with concerned agencies should conditions change.

IMPROVEMENT IS FORECAST β€” BUT CONDITIONS MAY STILL CHANGE.

Stay informed. Stay vigilant. Let’s continue working together for cleaner air and safer communities in Caraga.
