uperintendent Officer-In-Charge Dr. Filemon O. Tamayo who came up with a project proposal. With the strong support of DepEd Regional Director Sol F. Matugas, DepEd Secretary Raul S. Roco and the members of Sangguniang Panlungsod under the leadership of then OIC Mayor Atty. Edwin Chua, the project was unanimously approved on May 8, 2002. The pilot school of this special education project will be the Leyte National High School (LNHS) being the strategic center, complete with physical facilities and security. The school was officially opened S.Y. 2002-2003 with Peter Escobarte, Ed.D. as Principal for two consecutive years (2002-2004). School Year 2004-2005, Antonio De la Cruz was the Officer-In-Charge, followed by Winefreda M. as School Principal on SY 2005-2007 until summer of 2007. The teachers who handled the different subject areas were part-time teachers from the pilot school as well as the physical facilities used. The school started with 305 students. The DepEd recognized the operation of the school as one of the nationally funded high schools and included the Tacloban City Night High School in the General Appropriation Act since FY 2006. Only on School Year 2008-2009 has the school started its operation as an independent high school from Leyte National High School with Mrs. Josefina E. Tanciongco as the Principal until 2009. From SY 2009- February, 2012, Valeria B. Gabriel, Ed.D assumed the position, who was also designated as Acting Assistant Principal for S.Y. 2002-2004 and substitute Campus Coordinator/Administrator for Winefreda M. Renomeron, Ed.D. for the month of December, 2006. From February, 2012 to present, Imelda A. Majadillas, Ph.D. became the Officer-In-Charge of the school. Four (4) regular/permanent teachers were appointed on October, 2005, In the succeeding years, sixteen (16) additional teachers were hired, so at present the school has a total of twenty (20) regular/permanent teachers. Three (3) of whom are clustered Head Teacher- Designates for Math, Languages and Makabayan, a Science Head teacher detailed from the Marasbaras National High School and a Guidance Counselor. Of the twenty permanent teachers, nine are currently enrolled in the Graduate School. From the 305 pioneering batch, the population of TCNiHS has ballooned to 819 students for SY 2012-2013. For the current school year a total of 140 students are finishing their secondary education far cry from the first batch of eight (8) graduates. In fulfillment of the school’s mission of giving quality education, TCNiHS came out No. 1 out of twelve (12) public secondary schools in the National Achievement Test (NAT) for Fourth Year during SY 2011-2012. Aside from the increase in teachers hired and students enrolled, the school has also improved in various ways. From its first location using the GABALDON Building of the LNHS, it has transferred to its new locale and occupied the R & D Building of the LNHS Compound, a multi-purpose hall from DepEd, a two classroom-building from SPHERE, and another two classroom building and Home Economics classroom from the Provincial Government and An Waray Partylist. The school boasts of a fully-equipped Science laboratory, being a recipient of NSTIC, and was also a recipient of the CICT of a computer laboratory package with internet connection. For this coming SY 2013-2014, pre-implementation phase of the newly-approved Open High School Program will begin to further reduce the school’s drop-out rate. In the years to come, the school hopes to receive donations and financial support from its Internal/External stakeholders and receive full autonomy from the pilot school, LNHS.
