Leading that effort is the Department of Social Welfare and Development (DSWD) Field Office VIII, which anchored the recent Enhanced Comprehensive Local Integration Program (E-CLIP) Caravan, with a focus on building more livable communities.

In the farmlands of Leyte’s Baybay City, where farming activities and inputs now cost more than they used to, relief arrived timely in small envelopes.

About 2,400 farmers received ₱2,325 each under the Presidential Assistance to Farmers and Fisherfolk Program (PAFFP), implemented by the Department of Agriculture – Regional Field Office VIII (DA RFO VIII) on April 29, 2026. The payout comes as rising fuel prices continue to push up the cost of farming across Eastern Visayas.

For years, barangay and municipal leaders across Leyte have learned to stretch limited funds to meet expanding needs, prioritizing vital services against other community concerns.

Some local leaders focus on infrastructure, health services, and education support because of the limited budget.

Local governments in Leyte shared these challenges, the backdrop for a cautious optimism that emerged after President Ferdinand R. Marcos Jr. visited Tacloban City on April 30.

During the visit, the President rolled out the Bawat Barangay Makikinabang Program, a nationwide initiative designed to empower 42,000 barangays with direct financial assistance. Each barangay is allocated P200,000 to fund immediate, high-impact interventions tailored to local needs.

The national government has condoned a total of P799,524,119 in unpaid land amortizations of farmers in Eastern Visayas, following the distribution of Certificates of Condonation with Release of Mortgage (COCROMs) on Wednesday by the Department of Agrarian Reform (DAR).

A total of 14,838 COCROMs were distributed to 11,917 agrarian reform beneficiaries (ARBs), while 16,023 e-titles were awarded to 13,767 ARBs across the region.

During the turnover ceremony at the Tacloban City Convention Center, DAR Undersecretary Josef Angelo Martires underscored the government’s commitment to streamlining support service initiatives in agrarian reform communities.
