[MANDAUE CITY] - The Department of Energy (DOE), through its Electric Power Industry Management Bureau (EPIMB), brought its advocacy for inclusive electrification to the Visayas with the third leg of the Information, Education, and Communication (IEC) Campaign on the Revised Implementing Rules and Regulations of Republic Act No. 11646, or the Microgrid Systems Act. The event gathered over 100 participants, including 40 distribution utilities, and other energy stakeholdersโeach with a shared commitment to bringing power to communities. The campaign highlighted key reforms: a streamlined Competitive Selection Process (CSP) that cuts through delays, improved incentives to encourage stronger private sector involvement, and the automatic qualification of microgrid projects for a Certificate of Endorsement to the Project for New Service (CEPNS).
The atmosphere was collaborative yet forward-looking, as industry stakeholders exchanged insights on challenges, opportunities, and best practices for implementing microgrids under the new rules. With this third leg completed, the DOEโs IEC Campaign now moves toward its final stretch, set to take place in North Luzon in the second week of August 2025.

Department of Energy conducts IEC Campaign on the Revised IRR of Microgrid Systems Act (Mindanao Leg)
[DAVAO CITY] โ In a continuing effort to promote energy access across the country, the Department of Energy (DOE) today conducted the Mindanao leg of its Information, Education, and Communication (IEC) Campaign on the Revised Implementing Rules and Regulations (IRR) of Republic Act No. 11646, otherwise known as the Microgrid Systems Act. The IEC was held in line with the recently promulgated Department Circular No. DC2025-04-0007, which took effect on May 13, 2025.
The campaign aims to raise awareness and promote stakeholder understanding of the key changes and policy enhancements under the Revised IRR, which include:
-Streamlined Competitive Selection Process (CSP) for faster implementation of microgrid projects;
-Enhanced incentives and support mechanisms to encourage private sector participation; and
-Automatic qualification of microgrid projects for the issuance of a Certificate of Energy Project of National Significance (CEPNS)
These amendments are part of the DOEโs intensified efforts to accelerate the electrification of unserved and underserved areas across the country, particularly in remote and off-grid communities in Mindanao.
Representatives from electric cooperatives, microgrid service providers, and other energy stakeholders actively participated in the IEC, which featured policy discussions, and open fora to ensure smooth implementation at the grassroots level.
โThe Revised IRR of the Microgrid Systems Act reflects the lessons we have learned through implementation, the consultations we have conducted, and the growing urgency to bring reliable and affordable electricity to the most remote corners of our country,โ said DOE Mindanao Field Office Director, Nilo J. Geroche, who graced the event with his opening remarks.
The IEC Campaign will continue its rollout across North Luzon, Metro Manila and Visayas legs, reinforcing the DOEโs drive to bridge the energy gap and empower communities through innovative and resilient energy solutions.

The Department of Energy, through the Renewable Energy Management Bureau, conducted the Simplified Planning Tool (SPT) Training Version 4.0, which was attended by the Total Electrification Administration and Management Division of the Electric Power Industry Management Bureau, along with representatives from the Energy Regulatory Commission (ERC), specifically from the Regulatory Operations Service and Market Operations Service.
The SPT is a simulation tool developed by the Reiner Lemoine Institute for modeling off-grid power supply configurations, such as photovoltaics (PV), wind, and/or hydropower, combined with battery storage and diesel generators. The tool is also being used by the MGSP team for technical evaluations of proposals.
The SPT Training stems from our commitment to efficiency, accuracy, and accessibility in the planning process. The DOE understands the complexities inherent in energy regulation and the need for robust, yet user-friendly, instruments to aid in decision-making. This tool has been designed to streamline various aspects of your planning efforts, providing a more intuitive and integrated approach to data analysis, forecasting, and resource allocation.
