Preparedness must begin long before the effects of a hazard are felt.

El Niรฑo may be measured in temperatures and rainfall, but its effects will ultimately be felt in our communities. When conditions call for it, the local government must be ready to adjust and put appropriate measures in place.

This is where preparedness begins at the barangay level. Barangay Disaster Risk Reduction and Management Committees (BDRRMCs) must keep communities informed of heat and weather advisories, identify residents who may need extra attention during periods of intense heat, consider the conditions of outdoor workers and community activities, promote practical ways to conserve water, and to keep abreast of PAGASA advisories to turn information into timely action on the ground.

Being BRAVE is seeing the risk early and preparing our communities for what may come.

Huwag mag-panic. Maghanda. Maging BRAVE, Taguig!

In a proactive effort to align local procedures with updated national directives, the DILG Taguig Field Office facilitated an orientation and rollout on the new guidelines for the issuance of Foreign Travel Authority (FTA) to local government officials and employees.

The activity was attended by key stakeholders across the City Government of Taguig, including representatives from the Barangay Affairs Office (BAO), the Liga ng mga Barangay (LnB), and the Human Resource Management Office (HRMO).

Key representatives from the Barangay Affairs Office (BAO), the Liga ng mga Barangay (LnB), and the Human Resource Management Office (HRMO) attended the session to align local procedures with national standards.

Despite the administrative decentralization, DILG Taguig officials stressed that compliance standards remain uncompromised. Applicants must still fulfill all prerequisite documentary and administrative requirements before travel authorization is granted.

The joint initiative reflects ongoing efforts between the DILG Taguig Field Office and the Taguig City LGU to balance operational efficiency with public accountability, ensuring that local government personnel remain compliant while maintaining uninterrupted public service delivery.

TAGUIG CITY | September 25, 2026

In a dedicated effort to deepen local governance with empathy, legal rigor, and community-centered care, the DILG Taguig Field Office joined hands with Barangay East Rembo for the Barangay East Rembo GAD Sensitivity and Capability Building Seminar-Workshop held at the Blue Leaf Events Pavilion. The day-long gathering brought together barangay leaders, frontline workers, and enforcement officers to transform gender and development from administrative compliance into a living commitment to human dignity.

LGOO VII Luigi D.C. Pilarta, Officer-in-Charge City Director of the DILG Taguig Field Office, delivered an inspiring keynote message that set a compassionate, human-centered tone for the workshop. Challenging conventional views that define women solely through their domestic or social roles, Director Pilarta delivered a poignant reminder on the true foundation of gender equality:

โ€œMahalaga ang babae hindi dahil siya ay ina - mahalaga siya dahil tao siya. May sariling pangarap, sariling boses, at may karapatang makilahok sa mga desisyon ng ating barangay at komunidad.โ€

Reflecting on this core principle, Director Pilarta emphasized that a woman's value does not begin and end with being a mother, a parent, or an official. True public service, he stressed, begins when local leaders recognize that every constituent is intrinsically valuable simply by virtue of being human. He shared reflections on those quiet moments when vulnerable residents step into a barangay hall seeking refuge, reminding officials that governance fulfills its highest purpose when it creates a safe sanctuary where women are empowered to speak, dream, and shape local decisions.

Taking the stage as one of the resource speakers, LGOO III Mark Lavien Inocencio from the DILG Taguig Field Office guided participants through an intensive learning journey across foundational and legal dimensions of governance. He unpacked essential concepts separating biological s*x from socially learned gender roles, urging officials to dismantle long-held stereotypes that hinder effective public service. Shifting to legal enforcement, he walked the audience through the operational mandates of the Magna Carta of Women, the Anti-VAWC Act, and the Safe Spaces Act.

The workshop saw active engagement from Barangay East Rembo officials led by Punong Barangay Thelma P. Ramirez, alongside members of the Sangguniang Barangay, Barangay Tanods, VAW Desk Officers, Lupon Tagapamayapa, and administrative staff. Through interactive discussions, participants reflected on their frontline experiences and examined how everyday municipal services, night patrols, and dispute resolutions can better protect women, children, senior citizens, persons with disabilities, and the LGBTQ+ community.

By bridging legal frameworks with genuine community care, Barangay East Rembo, the DILG Taguig Field Office, and its guest experts reaffirmed their joint resolve to build a safe, equitable, and compassionate sanctuary for every resident they serve.

September 24, 2026 I Barangay South Cembo Hall, City of Taguig

When a boundary dispute flares up between neighbors or a sari-sari store debt goes unpaid, the first line of defense in Philippine justice isnโ€™t a courtroom filled with lawyers - itโ€™s a wooden table at the local barangay hall.

In Barangay South Cembo, local peacekeepers, members of the Lupong Tagapamayapa, and barangay officials gathered to address persistent operational gaps and provide a thorough reorientation on the Katarungang Pambarangay (KP) Law. Organized in coordination with the DILG Taguig Field Office, the workshop aimed to address persistent operational gaps and help participants master the finer points of community-based conflict resolution.

Serving as the resource speaker for the activity was LGOO III Mark Lavien R. Inocencio of the DILG Taguig Field Office. Inocencio emphasized that while the barangay justice system serves as a vital frontline mechanism to decongest court dockets and settle community disputes amicably, operational gaps frequently emerge when local mediators are unclear on the exact limits of their legal authority, particularly regarding jurisdiction and venue rules under Republic Act No. 7160 (Local Government Code of 1991).

The reorientation went beyond standard legal lecturing, opening a collaborative space for meaningful discussions and an energetic exchange of ideas and field experiences. Barangay mediators shared real-world situations from their day-to-day desk duty, highlighting common dilemmas such as handling disputes involving business establishments, non-resident parties, and contested property boundaries.

Through the role-playing exercises, participants explored key legal distinctions, such as how sole proprietorships fall under barangay conciliation because they lack a separate legal personality from their human owners, whereas corporations and cooperatives must proceed directly to court. The workshop also underscored vital statutory exemptions where mediation is strictly prohibited, most notably cases under Republic Act No. 9262 (the VAWC Law), where the barangay's immediate legal duty is to issue Barangay Protection Orders and assist victims rather than attempt compromise.

As Barangay South Cembo continues to elevate its local dispute resolution capabilities, the DILG Taguig Field Office reaffirms its steadfast support for empowering grassroots leaders with the legal clarity, practical skills, and confidence needed to foster peace, order, and lasting harmony across the community.
