This was the central message of the Monitoring, Evaluation, Accountability, and Learning (MEAL) Workshop Series (Workshops 2 and 3), conducted by the DOST Office of the Assistant Secretary for Technology Transfer, Communications, and Commercialization through the Accelerating Science, Technology, and Innovation for Sustainable Development Goals for the Philippines (STI4SDGs) project. The workshops were held on April 28 to 29, 2026, at the DOST Central Office in Bicutan, Taguig City.

Science and technology startups in the Philippines often struggle to enter global markets not because of weak innovation, but due to the lack of credible and internationally recognized validation. Without compliant proof of performance, investors and buyers perceive local technologies as high risk, leaving promising innovations stuck in laboratories. To address this gap, the Department of Science and Technology in partnership with the Commission on Higher Education is opening access to a nationwide validation system that connects startups to laboratories, experts, and standardized testing pathways.

Through the PHITEST program, DOST and CHED are establishing a distributed national validation network across SUCs and higher education institutions, enabling startups to test and certify their technologies against local and international standards. This initiative reduces dependence on foreign testing, shortens validation timelines, and builds a skilled workforce of assessors and trainers to support quality assurance. By transforming research outputs into investable and export ready assets, the program unlocks significant economic value and strengthens the global competitiveness of Filipino innovations.

๐—Ÿ๐—ข๐—ข๐—ž: In the latest Publicus Asia survey for the fourth quarter of 2025, the Department of Science and Technology (DOST) maintained its high approval rating, ranking second among national government agenciesโ€”just behind the Technical Education and Skills Development Authority (TESDA). Meanwhile, after placing third last quarter, DOST climbed to second place this quarter in terms of trust rating.

DOSTโ€™s approval rating this quarter is significantly higher than last quarterโ€™s, reflecting growing public confidence in the agencyโ€™s programs and initiatives.

This recognition highlights DOSTโ€™s continued commitment to delivering inclusive, science-driven solutions and opportunities that uplift the lives of every Filipino.
