Two Catanduanes State University (CatSU) officials who completed their Doctor in Information Technology (DIT) degrees in 2024 were among the SIKAP scholars recognized during the recognition rites conducted by the Commission on Higher Education Regional Office V (CHED RO V) on September 29 at La Piazza Hotel and Convention Center.

Recognized were Dr. Ramona Michelle M. Magtangob, Director of the Gender and Development Office, and Dr. Maria Concepcion S. Vera, Dean of the College of Information and Communications Technology, both SIKAP scholars who earned their doctoral degrees in 2024 at the University of the Cordilleras in Baguio City.

The two joined other SIKAP graduates, scholars, higher education institutions, and CHED officials during the ceremony themed “Rooted in Fortitude, Shaped by Resilience: Celebrating the Journey of Advanced Learning.” They were accompanied by Vice President for Academic Affairs Dr. Kristian Q. Aldea.

CHED RO V, through its Office of Student Development and Services–Graduate Scholarships Division, organized the rites to recognize SIKAP scholars who completed their master’s and doctoral studies, as well as the Delivering and Sending Higher Education Institutions that supported the program.

Of the 137 SIKAP scholars in Region V, 80 have completed their master’s or doctoral studies, according to CHED RO V.

The program also featured the awarding of certificates to SIKAP graduates and participating HEIs, an inspirational message from Dr. Geraldine F. de Jesus, President of PASUC V and SUC President III of Sorsogon State University, and testimonial speeches from SIKAP scholars Dr. Kennedy C. Cuya and Prof. Normuel E. Domalaon.

Audio-visual presentations also highlighted the scholars’ journeys, while CHED RO V discussed the requirements and processes for SIKAP clearance.

Currently in attendance at the 2026 Regional Economic Briefing here in Legazpi City, hosted by DBM. This is part of their continuing efforts to advance transformative budget policies and fiscal reforms.

Among present here are DBM Assistant Secretary Romeo Matthew T. Balanquit, DBM RO V Director IV Francis C. Bautista, DEPDev RD Edna Cynthia S. Berces, and Albay Governor Noel E. Rosal.

Topics to be discussed include National Government Procurement Act, Government Devolution Efforts, and Public-Private Partnership Code.
