According to the City Human Resource Management Office (CHRMO), the implementation of the reverted work schedule “is made consistent with the exercise of administrative supervision of the City Mayor over personnel and operations, subject to applicable civil service rules and regulations."

The shift to the regular work schedule covers all city government employees who are under the compressed workweek arrangement implemented through Executive Order KHYM 026-2026, an order adopting energy conservation protocols and flexible work arrangements in the City Government of Zamboanga pursuant to Memorandum Circular No.114 and for other purposes, that took effect March 9, 2026.

DILG-City Office OIC Alvin Rex Lucero said the mayor’s letter has been duly received and noted and likewise forwarded to the DILG Central Office through the DILG Regional Office “for the information of the Honorable Secretary and for any appropriate guidance that may be issued on the matter.”

“In the meantime, we take note of the justification presented by the City Government and the implementation of the revised work schedule effective the said date, consistent with the exercise of your administrative supervision over personnel and operations, subject to applicable civil service laws, rules and regulations,” Lucero said in his reply to Mayor Olaso’s letter.
