CIVIL SERVICE PUBLIC ADVISORY: ADOPTION OF FLEXIBLE WORK ARRANGEMENTS (FWAs) BY MUSLIMS WORKING IN THE GOVERNMENT DURING THE PERIOD OF RAMADAN

In light of the observance of the fasting season on the month of Ramadan, which officially commences on 19 FEBRUARY 2026, the Civil Service Commission (CSC) advises Muslims working in the government throughout the Philippines to adopt flexible working hours pursuant to the Policies on FWAs in the Government as provided under CSC Memorandum Circular No. 6, s. 2022 dated 6 June 2022.

Hence, In view of the observance of the Holy Month of Ramadhan 1447H which is projected to start on the 19th day of February 2026, subject to the result of the moon-sighting on the 29th day Sha'aban corresponding to 17th day of February 2026, all concerned Muslim Employees are hereby advised to observe the modified office hours as provided for in Civil Service Resolution No. 81-1277 dated November 13, 1981, quoted hereunder:

"During Ramadhan, the fasting month (30 days for the Muslims), the Civil Service Official Time of 8:00AM to 12:00NN and 1:00PM to 5:00PM is hereby modified to 7:30AM to 3:30PM without noon break and the difference of two hours is not counted as undertime.”

However, all Non-Muslim employees are required to continue observing the regular working hours.

The Policies on FWAs are established to institutionalize relevant and appropriate work arrangements for government officials and employees to ensure efficient and effective performance of governmental functions and delivery of public services, and to ensure protection of their health, safety, and welfare at all times.

In addition, February 26, a Thursday is declared as a special non-working day in Zamboanga City based on Proclamation 1149 in line with the celebration of the city’s 89th Charter Anniversary or Dia de la Ciudad de Zamboanga.

On the other hand, February 25 (Wednesday), the anniversary of the EDSA People Power Revolution, is a SPECIAL WORKING DAY in the country based on Proclamation 1006.
