پنجاب پبلک سروس کمیشن کو کسی دور میں صوبے میں شفافیت اور اہلیت کی علامت سمجھا جاتا تھا۔ لیکن حالیہ چند سالوں میں اس ادارے کی کارکردگی میں وہ تیزی اور شفافیت نظر نہیں آتی جو اس کا خاصہ تھی۔ اج کل یہ ادارہ میرٹ کی پاسداری سے زیادہ اپنی انتظامی آسانیوں کو ترجیح دیتا نظر آ رہا ہے، جس کا براہ راست نقصان پنجاب کے لاکھوں باصلاحیت اور بے روزگار نوجوانوں کو ہو رہا ہے۔

ایک وہ وقت تھا جب پی پی ایس سی اتوار کو ٹیسٹ لیتا تھا اور اگلے ہی جمعے یا زیادہ سے زیادہ 15 دن کے اندر رزلٹ کے ساتھ ساتھ ڈی ایم سی (ڈیٹیلڈ مارکس سرٹیفکیٹ) بھی اپ لوڈ کر دیتا تھا۔ آج صورتحال یہ ہے کہ آٹھ آٹھ ماہ تک رزلٹ کا پتہ نہیں ہوتا اور جب رزلٹ آ جائے تو ڈی ایم سی کے لیے مزید 20 دن انتظار کروایا جاتا ہے۔
تعلیمی بورڈز () لاکھوں بچوں کا10 مختلف مضامین کا امتحان لے کر رزلٹ کے ساتھ ہی ڈی ایم سی جاری کر دیتے ہیں۔ پوری دنیا کا اصول ہے کہ رزلٹ کے ساتھ ہی نمبروں کی تفصیل دی جاتی ہے۔ پی پی ایس سی کو یہ احساس ہونا چاہیے کہ رزلٹ اور ڈی ایم سی میں تاخیر امیدواروں کے لیے محض وقت کا ضیاع نہیں بلکہ ذہنی اذیت ہے۔ ایک امیدوار جو فیل ہو جاتا ہے، اسے وقت پر یہ جاننے کا پورا حق ہے کہ اس کی کمی کہاں رہی اور وہ کس مضمون میں کمزور تھا۔ ڈی ایم سی میں تاخیر امیدوار کو اپنی اصلاح کرنے کے حق سے محروم رکھتی ہے۔

پی پی ایس سی نے اپنی آسانی اور وسائل بچانے کے لیے مختلف اسامیوں کے امتحانات کو کلب کرنا/ کلبنگ/ شروع کر دیا ہے۔ یہ نظام امیدواروں کے لیے زہرِ قاتل ثابت ہو رہا ہے۔ پہلے اگر ایک پیپر اچھا نہ ہوتا تو امیدوار دوسرے پیپر میں محنت کر کے اپنی کسر نکال لیتا تھا۔ اب ایک ہی امتحان میں 7 سے 8 مختلف کیسز کو جوڑ دیا جاتا ہے؛ اگر وہ ایک پیپر برا ہو گیا تو امیدوار ایک ہی جھٹکے میں آٹھ مختلف نوکریوں کی دوڑ سے باہر ہو جاتا ہے۔ ادارہ تو اپنا وقت اور پیسہ بچا لیتا ہے، لیکن امیدوار کی سالوں کی محنت اور امیدیں مٹی میں مل جاتی ہیں۔

فیسوں کا انبار

تحصیلدار، اسسٹنٹ اور لیکچرار جیسی سیٹوں پر امیدواروں سے کروڑوں روپے فیس کی مد میں جمع کیے جاتے ہیں۔ اتنے کثیر مالی وسائل کے باوجود پی پی ایس سی کاانتظامی نظام اور انفارمیشن سسٹم انتہائی مایوس کن ہے۔ ہیلپ لائن پر کال کرنے والے امیدواروں کو صرف ایک ہی جواب ملتا ہے: "ویب سائٹ چیک کرتے رہیں۔" یہ رویہ نہ صرف "حقِ معلومات" (Right to Information) کی خلاف ورزی ہے بلکہ ان والدین اور بچوں کے منہ پر تمانچہ بھی ہے جنہوں نے اپنی جمع پونجی اعلیٰ تعلیم پر صرف کی تاکہ ایک معزز کیریئر حاصل کر سکیں۔ لیکن کمیشن ان کو صرف اتنا جواب دیتا ہے انتظار کریں۔
پھر اے آئی اور ٹیکنالوجی کے اس دور میں بھی آپ کو ہر بار نئی پوسٹ پر نئے سرے سے اپلائی کرنا پڑتا ہے بجائے کہ ایک ہی دفعہ آپکا یوزر نیم بنا دیا جائے اور ون کلک میں آپ نئی آسامی پر اپلائی کر سکیں۔ اب جبکہ تھکڑ سے تھکڑ ٹیسٹنگ اینجینسیاں بھی سالوں سے پرسنل آئی ڈی کا فیچر استعمال کر رہی ہیں پی پی ایس سی اب بھی پچیس سال پرانے وقت میں جی رہا ہے۔ مزید محکموں اور کمیشن کے درمیان کوئی خاص پالیسی ربط بھی نظر نہیں آتی۔ دیگر محکموم کی طرف سے آنیوالی سیٹس واپس کرنا کمیشن کا وطیرہ بن چکا ہے۔ بار بار ریکوزییشن واپس ہونے اور بعدازاں مالی اور انتظامی پیچیدگیاں جیسا مالی سال کا گزر جانا وغیرہ کی وجہ سے ایسی ریکوزیشنز کو دوبارہ سے منظور کروانے میں سال گزر جاتے ہیں اور یوں امیدوار کا انتظار اور محمکمے کی ضرورت دم توڑ جاتے ہیں مثال کے طور پر سکول ایجوکیشن میں 2019 میں سینکڑوں گریڈ 17 اور 18 کی ہیڈ ماسٹر اور سبجیکٹ سپیشلسٹ کی سیٹس پی پی ایس سی نے واپس موڑ دیں اور یوں ایک چھوٹے سے اعتراض کی وجہ سے یہ بھرتیوں کا عمل 3 سال تک لٹکا رہا، پھر 2022 میں، اور بعد ازاں 2023 میں یہی صورتحال پیدا ہوجانے کی وجہ سے یہ نوکریاں نا صرف واپس گیئں بلکہ اب حکومت کے آسٹریٹی مییرز کی نظر ہو کر ختم ہوگئیں۔ جن رولز کے مطابق کمیشن نے 2014، 2015، اور 2016 میں یہی بھرتیاں کیں، وہی رولز پر کمیشن نے خود اعتراض لگا کر واپس بھیج دیں۔
اب ذرا سوچیئے۔ اس سب میں نقصان کس کا ہے؟؟ کمنٹ کر کے اپنی رائے دیں۔

امیدواروں کا یہ مطالبہ بالکل جائز ہے کہ ہر بڑے امتحان سے پہلے پچھلے امتحان کی ڈی ایم سی جاری ہونی چاہیے تاکہ انہیں پتہ چلے کہ ممتحن (Examiner) مضمون نویسی (Essay) اور دیگر مضامین میں کس معیار پر مارکنگ کر رہا ہے۔ جب تک امیدوار کو پی پی ایس سی کے معیار کا پتہ نہیں ہوگا، وہ خود کو بہتر طریقے سے تیار نہیں کر سکے گا۔

پنجاب کا نوجوان اس صوبے کا سب سے قیمتی اثاثہ ہے۔ پی پی ایس سی کو ایک تماشائی بننے کے بجائے ایک سہولت کار بننا چاہیے۔ ادارے کو چاہیے کہ وہ اپنی انتظامی بچت کے بجائے امیدواروں کے قیمتی وقت اور مستقبل کو اولیت دے۔ رزلٹ اور ڈی ایم سی کے عمل کو تیز کیا جائے، غیر ضروری کلبنگ کا خاتمہ کیا جائے اور مواصلاتی نظام کو بہتر بنایا جائے تاکہ میرٹ کا خواب محض ایک سراب بن کر نہ رہ جائے۔

Why is Iran hitting the Gulf states?

Firstly, every Gulf state except for Oman has a US military base on its territory, and even Oman allows its airfields and ports to be used by the US military to use its airfields and ports. So that alone makes those locations legitimate military targets.

But there is more to this...

The US mainland is well beyond the reach of Iran's weapons, but striking the energy infrastructure, export terminals, pipelines, and storage facilities of the most consequential oil and gas producers in the world will create shock waves through the global economy.

The oil price is expected to spike significantly over the coming days. This is intended to impose a cost on the entire international community in the hope some "allies" will pressure Trump into winding his attacks up.

But perhaps most crucially, these attacks, even the superficial ones, erode the image of the Gulf states as bastions of stability and security in a volatile region. For Dubai in particular, the sight of Shahed drones floating past the Burj Khalifa sent chills throughout the expat community, with governments around the world working to repatriate stranded foreign workers with escorted flights and even buses across Saudi Arabia.

This has been all the more difficult as three of the world's busiest airports were forced to shut down. Dubai, Abu Dhabi, and Doha built their economies around becoming global transit hubs between Europe, Asia, and Africa. The aviation sector (airlines, airports, and the tourism it supports) is estimated to contribute around 30% of Dubai’s GDP. Anything that threatens the perception that the Gulf as a safe and stable transit point has the potential to devastate one of the pillars of their long-term economic strategies.

Perhaps under appreciated is the fact that as much as 70% of Dubai's luxury property market is owned by foreigners. To a large extent, Dubai works as a global capital holding yard, where shady shell companies and organised crime can move billions of dollars and easily transfer it into property or gold with very few questions asked.

Some academic studies have suggested that as much of 19% of the UAE's GDP was linked to money laundering, but even criminals and corrupt foreign politicians want their ill-gotten gains to be safe. If confidence in the Dubai property market begins to tremble, the city could face a similar property bubble burst to that experienced in 2008.

Every day this war drags on, the Gulf States risk being pulled towards a financial crisis that could take years to recover from, and yet Iran still has plenty more targets it could pursue if it really wanted to do damage. So, what are the Iranians attempting to achieve?

To some extent, it's a shot across the bow of its traditional Sunni adversaries, to remind them of the consequence of conflict should they choose to participate in the offensive action. But I also suspect that the Iranians believe the monarchs of the Gulf have more influence over Trump than any Western "ally".

Last year, a UAE-linked investment fund bought about $100 million of tokens issued by Trump's personal crypto currency project, World Liberty Financial, the Qatari's bought him a 747 jet, while the Saudis are building not one, but two Trump Towers. These are just the payments we know about (perhaps a good time to remind you that Trump's net worth has increased from $4.3 billion to $7.3 billion since taking office, almost entirely from untraceable crypto).

They have good reason to believe that if Trump's paying customers begin to feel the pinch, they might have the influence necessary to bring on a ceasefire faster than the UN, international community, or even his own constituents... and they might be right.

18 سال سے زائد عمر کی غیرشادی شدہ خواتین کے لئے شوہر سے متعلق شرائط لاگو نہیں ہوں گی ۔
24 سال سے زائد عمر کے جن مرد حضرات نے ابھی تک شناختی کارڈ نہیں بنوایا اور ان کے والد یا والدہ اور کسی ایک بہن یا بھائی کا شناختی کارڈ یا نائکوپ بنا ہوا ہے وہ شناختی کارڈ کے حامل والد یا والدہ کے ہمراہ تشریف لائیں۔ اگر والدین فوت ہو چکے ہیں تو شناختی کارڈ کے حامل بھائی یا بہن کے ہمراہ نادرا دفتر تشریف لائیں۔

شناختی کارڈ پر آپ کی طرف سے دئیے گئے کوائف کے مطابق والدین کے نام، تاریخ پیدائش اور جائے پیدائش کا اندراج کیا جائے گا اور اس میں تاحیات تبدیلی نہیں کی جائے گی۔

“The age of orality was an age of social storytelling and flexible cultural memory. The age of literacy made possible a set of abstract systems of thought—calculus, physics, advanced biology, quantum mechanics—that form the basis of all modern technology,” Thompson writes. Now the current demise of literate culture—exemplified by the growing prevalence of social media and decline in reading—may be signaling a return to orality that is once again transforming the human experience, he argues.
