Japanese Technical Cooperation for WASA Faisalabad

JICA Expert Team (JET) started 9th activity from 28th October 2024 in Faisalabad. Project Implementation Unit (PIU) of WASA-F and JET had 18th weekly meeting at WASA-F head office on 11th November.
With support from JICA Expert Team (JET), WASA-F proceeds to improve water supply services in two priority areas by implementing hydraulic separation in water distribution pipeline construction. In Madina Town where the construction finished, water pressure checks were conducted in each house on November 20th. It was confirmed that higher water pressure than before was maintained during water supply hours and residents expressed their thanks. Currently, water charges are flat-rate tariff system but will change to a metered tariff system once the water meter installation work is completed. WASA-F aims to increase its water collection rate, increase its customer number, and improve its management by improving its water supply service and changing to the metered tariff system.

With support from JICA Expert Team (JET), WASA-F proceeds to improve water supply services in two priority areas. In order to maintain the improved services and operate efficiently, it was decided to install a remote monitoring and control dashboard in one of the priority areas. This is a Digital Transformation (DX) initiative that aims to achieve optimal operation of pumps, automatic operation, and energy conservation. For this work, local IT company and WASA designed automatic management system of water supply in the area supported by JET. Staff from the JICA Pakistan office visited the site and inspected the completed facilities on July 24. Once the ongoing water distribution pipe installation work to improve water supply services is completed, the DX system will be fully operational.

JICA Expert Team (JET) started 8th activity from 1st July 2024 in Faisalabad. New Project Manager of Project Implementation Unit (PIU) of WASA-F and JET had a meeting at WASA-F WD&M office on 20th July.
JET had a presentation of project summary and share a progress of formulating a Distribution Management Area(DMA). WASA selected two priority areas and started pipeline construction to make hydraulic isolation in Madina Town and Peoples Colony under WD&M supervision.

Water meter installation will be carried out in parallel with the creation of Distribution Management Area (DMA) on 2nd March 2024 WASA-F had a kick-off meeting with a contractor for proper water meter installation at Madina Town based on Standard Operation Procedure (SOP) created in this project supported by JET. These water meters were Japanese meters procured by JICA and handed over to WASA-F.

Construction work of water distribution pipe for creation of DMA in the 2nd priority area People’s Colony is under preparation. For this work, water distribution pipe materials procured by JICA were delivered to Babar Chowk Over Head Reservoir, inspected by WASA-F staff & JET and handed over them to WASA-F. Nearly, construction work will be start at this priority area.

JICA Expert Team (JET) started 6th activity from 19th February 2024 in Faisalabad. Project Implementation Unit (PIU) of WASA-F and JET had 15th weekly meeting at WASA-F head office on 22nd February.
Management improvement of WASA-F by improving its water supply service level has been proceeded, empowered by formulating a Distribution Management Area(DMA). WASA selected two priority areas and started pipeline construction to make hydraulic isolation in Madina Town and Peoples Colony.
WASA-F supervises the construction based on appropriate safety measurement of workers and residents wearing helmet, installing trench barricades, etc. at Madina Town.

On 27th November 2023, Construction of water supply pipelines to improve water supply services in the selected priority areas has started by test pit work. Through this work, the location of existing pipes is identified, and the new pipelines installation location will be determined. In this work WASA-F started to digitalize daily construction information using mWater, a general-purpose data management platform, to organize and share this information on our PC or browser on smartphone or tablet. As part of the DX approach, JET members can share the information while in Japan.

On 27th November 2023, Management improvement of WASA-F by improving its water supply service level has been proceeded, empowered by introducing a metered tariff system. Metered tariff system newly needs meter reading operation. Previously in case of pilot project of metered system, meter readers prepared monthly meter reading slips by hand on paper. In this project digital application to input the reading data to tablet PC is established with support from JET as part of the DX approach. On November 25th on site meter reading demonstration by WASA-F staff with tablet PC was held. On

On 27th November 2023JICA Expert Team (JET) started 5th activity from 24th October 2023 in Faisalabad. Project Implementation Unit (PIU) of WASA-F and JET will work together to establish overall goal “WASA-F’s water supply business management situation is improved.” In this visit we will have SMART (Supply Management and Recovery Team) WASA meetings and other planned activities. To have good communication of both entities, weekly meetings, participants; Director (MD)/PIU and JET, is held periodically. The 13th weekly meeting was held on 17th November. The 14th weekly meeting was held on 27th November.

JICA Expert Team (JET) started 4th activity from 19th July 2023 in Faisalabad. Project Implementation Unit (PIU) of WASA-F and JET will work together to establish overall goal “WASA-F’s water supply business management situation is improved”. In this visit we will have 3rd Joint Coordination Committee Meeting(JCC) and other planned activities. To have good communication of both entities, weekly meeting, participants; Director (MD)/PIU and JET, is held periodically. The 11th weekly meeting was held on 22nd July 2023. This meeting was shared with JET members by zoom system.

2nd Joint Coordination Committee (JCC) was held on16th February 2023 at Lahore. Both Pakistani side (Punjab Government and WASA Faisalabad) and Japanese side (JICA and JET) participate this JCC, which is the supreme committee of this Project. JET presented progress of the project and JCC confirm the contents of the presentation of JET and role of WASA-F and JET on the construction activities at the priority areas.
