USF Pakistan congratulates the Ministry Of IT & Telecom Pakistan, Pakistan Telecommunication Authority (PTA), and Frequency Allocation Board (FAB) on the successful conduct of Pakistan’s 5G Spectrum Auction—a significant step toward strengthening the country’s digital ecosystem.
We also extend our congratulations to the successful operators Jazz, Ufone 4G, and Zong CMPak Ltd as Pakistan advances into the era of next-generation connectivity.

As Mobile World Congress 2026 concluded in Barcelona, CEO Universal Service Fund - Pakistan, Chaudhry Mudassar Naveed, held a final engagement with Shanghai Spacesail Technologies (SPACESAIL), a company developing a Low Earth Orbit (LEO) satellite constellation to deliver high-speed, low-latency broadband connectivity globally.
The discussion focused on the potential of satellite-based connectivity to reach underserved and remote communities, including schools, healthcare facilities, and public institutions. Spacesail also shared its plans for international expansion, including Pakistan, highlighting opportunities to complement terrestrial networks and strengthen connectivity in hard-to-reach areas.
As MWC Barcelona 2026 completes, the week’s engagements reaffirm Pakistan’s commitment to global collaboration, digital inclusion, and expanding connectivity for all.

CEO Universal Service Fund - Pakistan continued high-level engagements at Mobile World Congress 2026 in Barcelona, representing Ministry Of IT & Telecom and Universal Service Fund Pakistan in key discussions on digital connectivity and innovation.
In a bilateral engagement with GSMA APAC leadership, discussions with Jeanette Whyte, Head of Public Policy APAC at GSMA, and Saira Faisal focused on Pakistan’s upcoming Spectrum Auction, Digital Nations Summit 2026, digital inclusion, and Early Warning Systems for All.
At the Eurasia: AI, Data & Resilience roundtable, Pakistan’s AI journey—from planning to implementation— was highlighted, while the second session focused on strengthening resilience through early warning systems. GSMA and the International Telecommunication Union acknowledged the constructive engagements held with MoIT&T, USF and national stakeholders throughout 2025.
The day also featured a meeting with the Kyrgyzstan delegation exploring collaboration on a regional fiber corridor connecting Central Asia to Pakistan and beyond.
In discussions with Mr. Cosmas Luckyson Zavazava, Director BDT at the International Telecommunication Union, CEO USF highlighted initiatives advancing rural connectivity and digital inclusion, including the Jhuggiwala initiative, which aligns with earlier Smart Villages concepts.

CEO Universal Service Fund - Pakistan, Chaudhry Mudassar Naveed, continued his strategic engagements on the sidelines of MWC Barcelona 2026, as part of Ministry Of IT & TelecomPakistan delegation, further strengthening global partnerships to advance digital inclusion and universal connectivity.
On day 2, CEO USF participated in the Digital Nations Roundtable titled “Navigating Sovereignty in a Multipolar Digital Future.” The discussion centered on how Asia-Pacific nations can strike a balance between digital sovereignty and openness, leverage regional cooperation without compromising national priorities, and develop governance frameworks that align domestic aspirations with evolving global interdependencies.
On the sidelines, CEO USF held a productive meeting with Mr. Aboubacar Sidiki NABE, Director of Universal Services & Infrastructures, Republic of Guinea. Both sides exchanged valuable insights on Universal Service Fund (USF) models, sharing innovative approaches to addressing the connectivity and usage gaps, particularly in rural and underserved regions.
CEO USF also visited the Huawei Pavilion, where he explored emerging technologies and AI powered next-generation solutions shaping the future of digital infrastructure, including advancements in broadband expansion and smart connectivity.
Through proactive international engagements at Mobile World Congress Barcelona 2026, USF Pakistan remains committed to collaboration, innovation, and accelerating sustainable digital access for underserved communities across the country.

CEO USF, Chaudhry Mudassar Naveed, had the privilege of representing Universal Service Fund - Pakistan (USF) at Mobile World Congress (MWC Barcelona), engaging in high-level strategic dialogues focused on building secure, resilient, and inclusive digital ecosystems. Here are some Day 1 highlights.
• CEO participated in a high-level roundtable titled “Collaborative Approaches to Cybersecurity and Scam Prevention in the Digital Ecosystem.” The discussion emphasized cross-sector and public-private collaboration, responsible innovation, data utilization, secure digital payments, digital awareness and trust across digital networks.
• On the sidelines, CEO USF alongside Ministry of IT and Telecommunication Pakistan and Pakistan Telecommunication Authority (PTA), had a meeting with Director General Ms. Isabelle Mauro, Global Satellite Operators Association (GSOA). Discussions centered on enabling meaningful satellite connectivity and regulatory collaboration to expand access in underserved regions.
• CEO USF also visited Ericsson pavilion and met Mr. Kevin Murphy, Head of Customer Unit North Middle-East, Ericsson, where dialogue focused on industry evolution, next-generation technologies, and sustainable network expansion.
• In a separate meeting with Dr. Masanori Kondo, Secretary General of the Asia-Pacific Telecommunity (APT), both sides deliberated on the upcoming APT symposium on Digital Transformation and Universal Service Fund, to be hosted in Islamabad. The discussion underscored Pakistan’s growing leadership role in shaping regional dialogue on universal connectivity and digital inclusion.
• Engagements were also held with representatives of STARLINK, exploring next-generation satellite solutions to further strengthen connectivity in remote and underserved areas.
USF Pakistan continues to deepen international collaboration while advancing its mission of bridging the digital divide through innovation, resilience, and strategic global partnerships.
