A high-level meeting co-chaired by 𝗙𝗲𝗱𝗲𝗿𝗮𝗹 𝗠𝗶𝗻𝗶𝘀𝘁𝗲𝗿 𝗳𝗼𝗿 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝗰𝗮𝘁𝗶𝗼𝗻𝘀, 𝗔𝗯𝗱𝘂𝗹 𝗔𝗹𝗲𝗲𝗺 𝗞𝗵𝗮𝗻 and 𝗠𝘂𝗵𝗮𝗺𝗺𝗮𝗱 𝗔𝗹𝗶, 𝗔𝗱𝘃𝗶𝘀𝗲𝗿 𝘁𝗼 𝘁𝗵𝗲 𝗣𝗿𝗶𝗺𝗲 𝗠𝗶𝗻𝗶𝘀𝘁𝗲𝗿 𝗼𝗻 𝗣𝗿𝗶𝘃𝗮𝘁𝗶𝘀𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻, 𝗣𝗿𝗶𝘃𝗮𝘁𝗶𝘀𝗮𝘁𝗶𝗼𝗻 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻, reviewed opportunities to accelerate infrastructure development through 𝘁𝗵𝗲 𝗣𝘂𝗯𝗹𝗶𝗰 𝗣𝗿𝗶𝘃𝗮𝘁𝗲 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽 (𝗣𝗣𝗣) 𝗳𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸.

The meeting focused on advancing a pipeline of priority infrastructure projects that can be structured to attract private sector investment and long term capital, while meeting Pakistan’s connectivity, tourism and broader economic development needs.

Four projects were identified in the first phase:
v 𝗠 𝟭𝟬 𝗠𝗼𝘁𝗼𝗿𝘄𝗮𝘆: Development of the proposed 169 KM section under the PPP framework.
v 𝗠𝗮𝗻𝘀𝗲𝗵𝗿𝗮, 𝗡𝗮𝗿𝗮𝗻, 𝗝𝗮𝗹𝗸𝗵𝗮𝗱 𝗮𝗻𝗱 𝗖𝗵𝗶𝗹𝗮𝘀 𝗖𝗼𝗿𝗿𝗶𝗱𝗼𝗿: A strategic connectivity corridor towards the Chinese border, with the potential to improve regional connectivity and open up new economic opportunities.
v 𝗚𝘂𝗿𝘂 𝗡𝗮𝗻𝗮𝗸 𝗘𝘅𝗽𝗿𝗲𝘀𝘀𝘄𝗮𝘆: Strengthening connectivity to important sites of Sikh heritage and supporting religious tourism.
v 𝗘𝘅𝘁𝗲𝗻𝘀𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗠𝘂𝗿𝗿𝗲𝗲 𝗘𝘅𝗽𝗿𝗲𝘀𝘀𝘄𝗮𝘆 𝘁𝗼𝘄𝗮𝗿𝗱𝘀 𝗔𝘇𝗮𝗱 𝗝𝗮𝗺𝗺𝘂 & 𝗞𝗮𝘀𝗵𝗺𝗶𝗿: Improving regional connectivity, tourism and local economic development.

The discussion also builds on Pakistan’s ongoing experience with PPP infrastructure, including the 𝙎𝙞𝙖𝙡𝙠𝙤𝙩 𝙆𝙝𝙖𝙧𝙞𝙖𝙣 𝙈𝙤𝙩𝙤𝙧𝙬𝙖𝙮 (𝙈 12) and 𝙆𝙝𝙖𝙧𝙞𝙖𝙣 𝙍𝙖𝙬𝙖𝙡𝙥𝙞𝙣𝙙𝙞 𝙈𝙤𝙩𝙤𝙧𝙬𝙖𝙮 (𝙈 13), which are being developed under the PPP model.

The meeting reaffirmed the Government’s commitment to mobilising private capital for public infrastructure and developing projects that are commercially viable, bankable and capable of attracting credible investors.

As Adviser Muhammad Ali emphasised, the starting point should be Pakistan’s development needs and the infrastructure required to support growth:

This approach reflects a broader shift towards using PPPs to expand the capacity for infrastructure investment beyond the limits of public financing, while ensuring that projects are developed with market appetite, commercial viability and public value in mind.

P3A remains committed to working with ministries, implementing agencies and the private sector to identify, structure and advance bankable PPP projects that can move from concept to investment and delivery.

Food security does not end at the farm. It depends on what happens next: how food is processed, stored, transported and preserved before it reaches our tables.

From modern slaughterhouses and hygienic meat handling to reliable cold storage and efficient logistics, the right infrastructure can reduce food loss, protect public health and strengthen Pakistan’s food supply chain.

In Islamabad, the 𝗖𝗗𝗔’𝘀 𝗦𝗹𝗮𝘂𝗴𝗵𝘁𝗲𝗿𝗵𝗼𝘂𝘀𝗲 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 reflects the importance of developing modern facilities as part of this wider infrastructure ecosystem.

On World Food Day, P3A underscores the role of 𝗣𝘂𝗯𝗹𝗶𝗰 𝗣𝗿𝗶𝘃𝗮𝘁𝗲 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽𝘀 (𝗣𝗣𝗣𝘀) in mobilising private investment and expertise to complement public sector initiatives and help deliver efficient, sustainable food infrastructure.

Breast cancer awareness is more than wearing a pink ribbon. It is about encouraging women to prioritise their health, recognise the importance of early detection, and seek medical advice without hesitation.

At P3A, our team marked 𝗕𝗿𝗲𝗮𝘀𝘁 𝗖𝗮𝗻𝗰𝗲𝗿 𝗔𝘄𝗮𝗿𝗲𝗻𝗲𝘀𝘀 𝗗𝗮𝘆 by wearing pink ribbons and taking part in a hand printing activity as a collective pledge to stand for awareness, encourage open conversations, and remind one another that early detection matters.

Behind every ribbon is a reminder. Behind every conversation is an opportunity to make a difference.

𝗙𝗿𝗼𝗺 𝗰𝗼𝗻𝗰𝗲𝗽𝘁 𝘁𝗼 𝗮 𝗯𝗮𝗻𝗸𝗮𝗯𝗹𝗲 𝗣𝗣𝗣: 𝗣𝟯𝗔 𝗰𝗼𝗻𝘁𝗶𝗻𝘂𝗲𝘀 𝘁𝗼 𝘀𝘂𝗽𝗽𝗼𝗿𝘁 𝘁𝗵𝗲 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗼𝗳 𝗜𝘀𝗹𝗮𝗺𝗮𝗯𝗮𝗱 𝗧𝗲𝗰𝗵𝗻𝗼𝗽𝗼𝗹𝗶𝘀.

The Islamabad Technopolis Project, being developed by the Special Technology Zones Authority - STZA (STZA), envisages a purpose-built technology and innovation ecosystem across approximately 140 acres of strategically located land in Islamabad, designed to attract technology enterprises, investment and talent while supporting exports, innovation and skilled employment.

P3A has supported the project's progression towards PPP mode from an early stage. This included facilitating the project's pre-feasibility undertaken by Kearney, which established its potential for private-sector participation and identified the commercial and structuring requirements necessary to take it forward.

P3A's Board has approved support through its 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗙𝗮𝗰𝗶𝗹𝗶𝘁𝘆 (𝗣𝗗𝗙) for the engagement of a Transaction Advisor. The PDF is P3A's project-preparation facility for helping implementing agencies develop credible, well-structured and bankable PPP projects, including feasibility, transaction structuring, market assessment, risk allocation, procurement and transaction documentation.

With STZA now inviting proposals for the 𝙏𝙧𝙖𝙣𝙨𝙖𝙘𝙩𝙞𝙤𝙣 𝘼𝙙𝙫𝙞𝙨𝙤𝙧, the project moves into its next phase: masterplan optimization, detailed commercial structuring, market sounding, competitive procurement and ultimately commercial and financial close.

The Public Private Partnership Authority (P3A), on behalf of the Special Investment Facilitation Council - SIFC and Federal SEZA, invites bids for rapid advisory support for 𝘁𝗵𝗲 𝗞𝗮𝗿𝗮𝗰𝗵𝗶 𝗜𝗻𝗱𝘂𝘀𝘁𝗿𝗶𝗮𝗹 𝗣𝗮𝗿𝗸 (𝗞𝗜𝗣) 𝗦𝗽𝗲𝗰𝗶𝗮𝗹 𝗘𝗰𝗼𝗻𝗼𝗺𝗶𝗰 𝗭𝗼𝗻𝗲 (𝗦𝗘𝗭).

The Federal Government is developing a Federal Special Economic Zone spanning approximately 6,409 acres of Pakistan Steel Mills land in Karachi, facilitated by SIFC, with Federal SEZA serving as the implementing agency.

P3A is seeking a qualified consultant to:

· Independently validate and, where required, reconstruct the KIP SEZ financial model, using robust and benchmarked commercial parameters.
· Develop a transparent and competitive framework for the allocation of land to co-developers.

This is a rapid-support assignment, requiring the consultant to mobilize quickly, complete the assignment within four weeks, and ensure a structured handover.

SIFC, Federal SEZA and P3A will support the consultant with the required data, information, workspace in Islamabad and other resources necessary to deliver the assignment effectively.

The assignment will support the development of a key national industrial initiative in Karachi, in coordination with SIFC, Federal SEZA and P3A.

Pakistan’s next phase of growth will require more than public resources. It will require the expertise, technology, management capability, efficiency and investment of the private sector, working alongside government to deliver better outcomes.

That message emerged strongly from Islamabad on 4 September, as policymakers, investors, development partners and provincial representatives came together for the 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗗𝗶𝗮𝗹𝗼𝗴𝘂𝗲 𝗼𝗻 𝗣𝗣𝗣𝘀 𝗮𝗻𝗱 𝗣𝗿𝗶𝘃𝗮𝘁𝗶𝘀𝗮𝘁𝗶𝗼𝗻, co hosted by the 𝙋𝙪𝙗𝙡𝙞𝙘 𝙋𝙧𝙞𝙫𝙖𝙩𝙚 𝙋𝙖𝙧𝙩𝙣𝙚𝙧𝙨𝙝𝙞𝙥 𝘼𝙪𝙩𝙝𝙤𝙧𝙞𝙩𝙮 (𝙋3𝘼) and 𝙩𝙝𝙚 𝘼𝙨𝙞𝙖𝙣 𝘿𝙚𝙫𝙚𝙡𝙤𝙥𝙢𝙚𝙣𝙩 𝘽𝙖𝙣𝙠 (𝘼𝘿𝘽).

With Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb, Adviser to the Prime Minister on Privatisation Muhammad Ali, and ADB Vice President Yingming Yang among the key speakers, the dialogue came at an important moment for Pakistan’s economic agenda.

Pakistan enters this next phase with an established institutional framework, a strong PPP track record and an impressive, increasingly diversified pipeline of opportunities spanning transport, aviation, healthcare, industrial infrastructure and other emerging sectors.

The opportunity now is to build on this foundation and bring together public purpose and private sector capability to develop investable opportunities, improve efficiency and strengthen the delivery of infrastructure and public services.

The dialogue reinforced an important proposition: PPPs and privatisation are complementary, not competing, approaches, providing different pathways for bringing private capital, expertise, management, technology and accountability into the economy.

For P3A, the dialogue provided an important platform to bring federal and provincial PPP institutions, investors and development partners around the same table, strengthening collaboration around Pakistan’s growing PPP opportunities.

Pakistan has the ambition, the experience and an increasingly diverse pipeline. The next chapter is about turning these opportunities into stronger partnerships, successful transactions, better delivery and lasting economic impact.
