Under the able guidance of the Honourable Chairman Senate of Pakistan / President, PIPS Board of Governors, Syed Yousaf Raza Gilani, the Pakistan Institute for Parliamentary Services (PIPS) led by the Executive Director, Mr. Asim khan Goraya, Pakistan has secured Chairpersonship of the interim Steering Committee of Global Parliamentary Training Institutes (PTIs) alongwith KPI Thailand and CPST Kenya as the Vice Chairs and Parliamentary Institute of Ghana the Secretary. This was decided in the First Meeting of the Steering Committee of the PTIs' Global Network on Thursday, June 4, 2026 held virtually. The meeting was attended by 10 PTIs in addition to the IPU. This is a significant accomplishment at the international level by PIPS.
It was also decided in the meeting that PIPS would also be the interim secretariat of the Global PTIs network, until a decision regarding a permanent secretariat is taken in the second Global Conference of PTIs at Islamabad, scheduled from 3rd to 5th February 2027, in collaboration with the IPU. It was further decided that the Steering Committee will have a meeting every three months to be chaired by Executive Director PIPS, Mr. Asim Khan Goraya.
This imperative development reinforces Pakistanโ€™s standing as an active and credible contributor to international parliamentary cooperation, democratic institution-building, and legislative capacity development.

The Pakistan Institute for Parliamentary Services (PIPS), successfully commenced a fifteen-day Pre-Promotion Training Course for the Officers of the National Assembly Secretariat (4th Batch) on Monday, May 11, 2026. The training will be attended by 20 officers of the National Assembly Secretariat.
Commencing with the Recitation of the Holy Quran the inaugural session was conducted by Syed Zain Gillani, Director General (PDP & C) PIPS, who warmly welcomed the participants on behalf of the Executive Director, Mr. Asim Khan Goraya. In his welcome remarks, he highlighted that the 15-day training has been designed to strengthen officersโ€™ professional knowledge, administrative understanding, and practical skills required for effective parliamentary services such as the Constitution, parliamentary business, committees, service rules, noting and drafting, minutes writing, presentation skills, office management in addition to creative thinking, communication, stress management, effective writing, and the use of modern tools such as E-Office and Artificial Intelligence.
This was followed by the introduction of participants and a detailed overview of the programme by Mr. Taj Muhammad, Director (PDP). He informed that PIPS has been conducting Senate and National Assemblyโ€™s pre promotional training for the past 10-12 years and Khyber Pakhtunkhwa is the first Provincial Assembly to conduct Mandatory Training for its officers through PIPS. He invited the participants to share their expectations for the training programme.
The first session of the training was delivered by Dr. Farooq Ahmed Dar, Associate Professor on the Constitution of the Islamic Republic of Pakistan, focusing on federationโ€“province relations and the structure of the state
The programme will continue until June 10, 2026, aiming to equip officers with personal and professional skills.

The Pakistan Institute for Parliamentary Services (PIPS) organized a two-day โ€œOrientation on Parliamentary Procedures: The Powers and Functions of Committees and Responding to Parliamentary Questionsโ€ from May 19 to 20, 2026 for government officers (BPS 17โ€“19) in Islamabad.
Welcoming the participants, Executive Director PIPS Mr. Asim Khan Goraya highlighted the significance of parliamentary awareness for effective public service. He emphasized that a sound understanding of parliamentary procedures enables government officers to respond more effectively to legislative requirements and strengthens coordination between the Executive and the Parliament. He further noted that such capacity-building initiatives reflect PIPSโ€™ continued commitment towards promoting good governance, institutional efficiency, and democratic strengthening through professional training and knowledge sharing.
The first day featured a session on Rules of Procedure by Mr. Muhammad Anwar, Secretary (R), Senate of Pakistan. The session provided participants with a comprehensive understanding of parliamentary procedures, legislative practices, and the conduct of business in Parliament, while also encouraging interactive discussion.
The second day covered parliamentary committees, parliamentary questions, and committee appearances, facilitated by Mr. Iftikhar Ullah Babar, Former Secretary Senate, and Mr. Muhammad Mushtaq, Former Special Secretary National Assembly, followed by the conclusion of the programme.

The Pakistan Institute for Parliamentary Services (PIPS), under the vision and initiative of the Honourable Speaker National Assembly, Sardar Ayaz Sadiq, organized a Digital Empowerment Orientation and Practicum for the Honourable Members of the National Assembly (MNAs) at its premises in Islamabad. The programme marks an important step towards the digitisation of the National Assembly and the promotion of a paperless parliamentary environment, aimed at enhancing digital competencies for effective parliamentary performance, secure communication, and informed engagement with emerging technologies. The programme is being conducted in two batches, with Batch 1 taking place on 20th May, 2026 and Batch 2 scheduled on 21st May, 2026.

The programme began with the recitation of the Holy Quran. Following this, Mr. Asim Khan Goraya, Executive Director, PIPS, welcomed the MNAs and highlighted the importance of digital literacy in modern parliamentary work, emphasizing that technology supports legislative efficiency, public communication, and citizen engagement.

Syed Zain Gillani, Director General (PDP&C), PIPS, provided an overview of the programme and he emphasized that the orientation will help the Members use official tablets effectively, manage secure communication, and understand the opportunities and challenges of Artificial Intelligence in parliamentary work.

Participants were oriented on the use of official tablets under the guidance of Mr. Muhammad Nazir Khan, Director General (IT), PIPS, covering hardware features, interface navigation, network connectivity, essential applications, and best practices for device security and management.

The session on Digital Communication & Social Media Usage, also led by Mr. Nazir, focused on secure email practices, including login and logout procedures, composing emails, managing attachments, and organizing digital correspondence. All the questions from the Honourable Members were duly addressed during the session.

The orientation reflects PIPSโ€™ continued efforts to strengthen digital capacity among parliamentarians and promote the effective and responsible use of emerging technologies in parliamentary functions and public engagement.

Pakistan Institute for Parliamentary Services organized a Seminar on โ€œParliamentary Processes and Working of Parliamentโ€ for a 110-member Youth Delegation of Government of Balochistanโ€™s Youth Capacity Building & Exposure Program on May 19, 2026, at PIPS Islamabad.
Mr. Asim Khan Goraya, Executive Director, Pakistan Institute for Parliamentary Services, delivered the welcome remarks and warmly welcomed the youth delegation to the Institute. In his address, he appreciated the Directorate of Youth Affairs, Government of Balochistan, for creating opportunities that connect young people with democratic institutions and civic engagement. He highlighted that the youth of Balochistan possess immense talent and potential, and emphasized that their voices, aspirations, and contributions are vital for strengthening Pakistanโ€™s democratic future and national cohesion.

The Pakistan Institute for Parliamentary Services (PIPS) organized a workshop on Gender-Responsive Budgeting and Planning (GRBP) in collaboration with UN Women, Women Parliamentary Caucus and the United Nations Development Programme at its premises in Islamabad, bringing together women parliamentarians to strengthen gender-responsive budgeting and public financial management.
The session began with the recitation of the Holy Quran, followed by a programme overview by Syed Zain Gillani, Director General (PDP&C), PIPS.
In his welcome remarks, Mr. Asim Khan Goraya, Executive Director, PIPS, underscored the importance of integrating gender perspectives into budgeting processes for inclusive development. He stated that governments, around the world are facing rising economic inequalities, social vulnerabilities, and development challenges. In such a context, womenโ€™s empowerment is not only a matter of rights and representation; it is also an economic imperative.
Ms. Fahmida Iqbal Khan, Deputy Country Representative, UN Women, highlighted gender-responsive budgeting as a key approach to advancing gender equality and supporting evidence-based policymaking.
Hon. Dr. Shahida Rehmani, Secretary, Women Parliamentary Caucus (WPC), emphasized the role of parliamentarians in promoting gender-sensitive fiscal policies and strengthening oversight for equitable resource allocation. She stated that women represent fifty percent of population and they deserve to have a significant share in budget making process.
A technical session on โ€œGender Analysis of Previous Federal Budgetโ€ was conducted by Ms. Rashida Dohad, Specialist, Gender-Responsive Budgeting, focusing on identifying gaps and opportunities for more equitable allocation of public resources.
The workshop reflects continued efforts to strengthen institutional capacities and advance gender-responsive budgeting practices for more inclusive and equitable development outcomes.

The Pakistan Institute for Parliamentary Services (PIPS) and UN Women Pakistan signed a Memorandum of Understanding (MoU) at PIPS, Islamabad. The ceremony, held at 12:00 noon, was graced by Mr. Asim Khan Goraya, Executive Director, PIPS, and Mr. Jamshed M. Kazi, Country Representative, UN Women Pakistan, along with senior management from both organizations.
The MoU aims to promote inclusive governance, gender equality, and evidence-based policymaking through strengthened parliamentary capacity building and oversight. It establishes a framework for joint research, knowledge sharing, and collaborative initiatives focusing on gender-responsive legislation, budgeting, and womenโ€™s political participation.
In his remarks, the Executive Director, PIPS, appreciated UN Womenโ€™s continued support and highlighted the importance of partnerships in sustaining capacity-building initiatives amid current economic challenges. Mr. Kazi commended PIPS for its national and international contributions and noted that formalizing this partnership would enhance structured and effective collaboration.
The Executive Director also shared that PIPS is part of the Inter-Parliamentary Union (IPU) network of Parliamentary Training Institutes and will host the second PTI International Conference in February 2027, for which UN Women expressed its support.
Both organizations reaffirmed their commitment to advancing democratic governance and womenโ€™s meaningful participation in decision-making. The ceremony concluded on a positive note, marking a significant step toward building inclusive and gender-responsive parliamentary systems in Pakistan.

The Pakistan Institute for Parliamentary Services (PIPS) organized a two-day orientation programme on Parliamentary Business on April 14โ€“15, 2026, at its campus in Islamabad for the focal persons of the Ministries/Divisions.
Forty (40) officers at the Joint Secretary and above level from various Ministries and Divisions participated in the training.
The programme opened with the recitation of the Holy Quran, followed by welcome remarks from the Executive Director, PIPS, who highlighted that strengthening the interface between the Executive and Legislature was essential for effective governance.
He emphasized that in a constitutional democracy, the Executive and Legislature were distinct yet interdependent institutions, and civil servants served as a vital bridge between the two. He noted that a sound understanding of parliamentary practices enabled officers to engage with clarity, confidence, and precision, ultimately improving coordination and reducing institutional friction.
Drawing on international practices, he shared that structured engagement between bureaucracy and legislatures in countries like the United Kingdom and the United States demonstrated the importance of a well-informed civil service in ensuring a strong parliamentary system.
He further underlined that the objective of the orientation was to provide participants with a practical and functional understanding of parliamentary business, enabling them to effectively support their respective Ministries in dealings with Parliament. The orientation featured sessions on the Rules of Procedure, focusing on their significance in the smooth functioning of parliamentary proceedings, along with discussions on the role of the Business Advisory Committee and the powers of Presiding Officers.

Under the able guidance of the Honourable Chairman Senate of Pakistan / President, PIPS Board of Governors, Syed Yousaf Raza Gilani, the Pakistan Institute for Parliamentary Services (PIPS) led by the Executive Director,
Mr. Asim Khan Goraya, has achieved a significant milestone in the field of Parliamentary Capacity Building, as Pakistan has become a member of the interim steering committee of Global Parliamentary Training Institutes (PTIs) along with the Inter-Parliamentary Union (IPU) and five other countries namely Angola, Cameroon, Ghana, Kenya and Thailand.
Moreover, PIPS has been selected to host the second Global Conference of PTIs at Islamabad, tentatively scheduled from 3rd to 5th February 2027, in collaboration with the IPU. These decisions were taken during the Inaugural Conference of the PTIs, held on 23โ€“24 March 2026 in Accra, Ghana. The Conference was attended virtually by the Executive Director PIPS, along with the PIPS team, after the plan to travel to Ghana was cancelled in compliance with the austerity measures announced by the Honourable Prime Minister of Pakistan.
These important developments further reinforce Pakistanโ€™s standing as an active and credible contributor to international parliamentary cooperation, democratic institution-building, and legislative capacity development.
The hosting of this prestigious international conference in Islamabad will provide Pakistan with an important opportunity to showcase its parliamentary institutional development, deepen cooperation with peer Parliamentary Training Bodies from across the world, and contribute meaningfully to the global discourse on democratic resilience, legislative professionalism, and parliamentary capacity enhancement.
