The Commissionerate for Afghan Refugees (CCAR) was established in 1979 under the Federal Government Orders to facilitate Afghan Refugees who crossed the borders into Pakistan due to the ongoing war in Afghanistan.

A three-day Refugee Protection Training was held at Lahore University of Management Sciences under SIRA project of the Chief Commissionerate Afghan Refugees, Ministry of Kashmir Affairs, Gilgit Baltistan & SAFRON to enhance capacity building of its staff in the Federal as well Provincial CARs. It brought together key stakeholders to strengthen refugee support mechanisms.

This day is a solemn reminder of the values of freedom, unity, and resilience that define our national identity. It also offers an opportunity to reflect on the progress we have achieved and the responsibilities we share in shaping a more inclusive, secure, and prosperous Pakistan.
The Chief Commissionerate remains committed to supporting humanitarian efforts and maintaining Pakistan’s legacy of generosity towards Afghan refugees. We continue to work with national and international partners to uphold the dignity and well-being of those in need, in line with our national values and international obligations.
On this Independence Day, we renew our resolve to serve with dedication, promote social harmony, and contribute meaningfully to the development of our nation.

Inter-Ministerial Steering Committee Meeting convened under the Strengthening Institutions for Refugees Administration (SIRA) Project, chaired by the Secretary of the Ministry of Kashmir Affairs, Gilgit-Baltistan, and SAFRON was held on July 3, 2025. The meeting featured the presenting of the Functional and Organizational Review Report for and the four provincial to representatives from the Ministry of Finance, Ministry of Interior, Economic Affairs Division, and Ministry of Foreign Affairs.
The meeting was also attended by the Chief Commissioner for Afghan Refugees and others. The Project Director SIRA presented the report to the forum.

The E-Office Training organized by the Strengthening Institutions for Refugee’s Administration (SIRA) Project for the employees of and SIRA and CCAR.
Mr. Amir Muqam, Minister, KAGB and SAFRON, Mr. Asmat Ullah Shah, Chief Commissioner for Afghan Refugees, Mr. Bakht Muhammad Khan, Project Director SIRA and others were present in the training.
