Dr. Jawaid A. Shaikh, Chairman, Employees’ Old-Age Benefits Institution (EOBI), along with his team, was warmly received by Mian Zahid Hussain, Chairman, Federation of Pakistan Chambers of Commerce & Industry (FPCCI), during his visit to the FPCCI Head Office on 20th April 2026.
During the meeting, the Chairman FPCCI appreciated the pivotal role of EOBI in the timely disbursement of benefits to old-age workers and their families, and acknowledged the visible improvements in service delivery across the country. The discussion covered a range of key issues of mutual concern, including enhancement of EOBI pension, implementation of formula-based pension, payment of contributions on revised wage rates, and the need for streamlining claims processing—particularly through robust IT-backed systems. The matter of ensuring compliance by employers, especially those not registered with EOBI or defaulting on contribution payments, was also deliberated in detail.
Chairman EOBI briefed the forum on the significant progress made during his tenure, highlighting that pensions have been increased within a short span of one and a half years. He further shared that the institution’s financial portfolio has strengthened, and engagement with employers has improved considerably—efforts that will continue to be enhanced through ongoing reforms and digital transformation initiatives aimed at greater transparency, efficiency, and outreach.
In conclusion, both sides reaffirmed their commitment to strengthening institutional collaboration between EOBI and FPCCI to safeguard the rights of the workforce and promote a compliant business environment. It was agreed to maintain close coordination for addressing employers’ concerns, expanding coverage of EOBI, and ensuring sustainable social security benefits for the working class across Pakistan.

ای او بی آئی کی جانب سے اہم پیش رفت:
ای او بی آئی نے باقاعدہ نوٹیفکیشن جاری کرتے ہوئے ایسے بیمہ شدہ افراد کو بھی اولڈ ایج پنشن دینے کی اجازت دے دی ہے جن کی قابلِ بیمہ ملازمت 14.5 سال یا اس سے زیادہ ہو، چاہے وہ 15 سال سے کم ہی کیوں نہ ہو۔
یہ اقدام مستحق افراد کو ریلیف فراہم کرنے اور عدالتی فیصلے پر عملدرآمد کے سلسلے میں اٹھایا گیا ہے۔

The Employees’ Old-Age Benefits Institution (EOBI) has taken serious notice of recent news reports highlighting inconvenience faced by its pensioners.
On the directions of the Chairman, Dr. Jawaid A Sheikh, Deputy Director Generals (DDGs) of EOBI in Lahore and Islamabad were instructed to engage with media representatives to address concerns and strengthen coordination.
In compliance, a meeting was held at the EOBI Regional Office in Lahore on April 6, 2026. The session was attended by DDGs, Regional Heads, and senior representatives from leading media organizations.
During the meeting, EOBI officials highlighted key welfare initiatives undertaken under the leadership of Federal Minister Chaudhry Salik Hussain and Chairman EOBI:
• The minimum pension has been increased from Rs. 10,000 to Rs. 11,500 within one and a half years—significantly earlier than the usual three-year revision cycle.
• Restoration of the formula-based pension system, enabling long-serving insured persons to receive pensions ranging from Rs. 11,500 up to Rs. 32,000.
• Payment of arrears to survivors from the date of death, instead of the date of application, providing substantial financial relief.
• Instructions to operational teams to ensure settlement of claims within a stipulated timeframe of 45 days.
EOBI currently serves approximately 815,000 beneficiaries and 11.6 million registered insured persons. The institution has modernized pension disbursement through ATM-based systems, ensuring monthly payments are credited directly to beneficiaries’ accounts without additional charges.
Despite operating with only 38% of its sanctioned workforce, EOBI has demonstrated strong performance by contributing approximately Rs. 100 billion to its fund during the fiscal year 2024–25. The institution has also set higher targets for both collection and investment income for the year 2025-26.
Efforts are underway to resolve long-pending real estate matters currently under litigation, which are expected to enhance revenue and further strengthen benefits for workers.
At the conclusion of the meeting, it was mutually agreed to nominate focal persons from both EOBI and the media to ensure effective communication and closer liaison in the future.

چیئرمین، ڈاکٹر جاوید اے شیخ کی ہدایات پر، لاہور اور اسلام آباد میں EOBI کے ڈپٹی ڈائریکٹر جنرلز (DDGs) کو میڈیا نمائندگان کے ساتھ رابطہ کرنے کی ہدایت کی گئی تاکہ مسائل کا حل نکالا جا سکے اور باہمی روابط کو مضبوط بنایا جا سکے۔
اس ضمن میں6 اپریل 2026 کو لاہور میں EOBI آفس میں ایک اجلاس منعقد ہوا۔ اجلاس میں DDGs، ریجنل سربراہان اور معروف میڈیا اداروں کے سینئر نمائندگان نے شرکت کی۔
اجلاس کے دوران، EOBI حکام نے وفاقی وزیر چوہدری سالک حسین اور چیئرمین EOBI کی قیادت میں کیے گئے اہم فلاحی اقدامات پر روشنی ڈالی:
• کم از کم پنشن کو ڈیڑھ سال کے اندر 10,000 روپے سے بڑھا کر 11,500 روپے کر دیا گیا، جو کہ معمول کے تین سالہ نظرثانی دورانیے سے کہیں پہلے ہے۔
• فارمولہ پر مبنی پنشن نظام کی بحالی، جس کے تحت طویل عرصہ خدمات انجام دینے والے بیمہ شدہ افراد کو 11,500 روپے سے لے کر 32,000 روپے تک پنشن مل رہی ہے۔
• مرحومین کے لواحقین کو درخواست کی تاریخ کے بجائے تاریخِ وفات سے بقایاجات کی ادائیگی، جس سے انہیں نمایاں مالی ریلیف ملا ہے۔
• آپریشنل ٹیموں کو ہدایت دی گئی کہ پنشن کلیمز کی منظوری 45 دن کی مقررہ مدت میں یقینی بنائی جائے۔
اس وقت EOBI تقریباً 815,000 مستفید افراد اور 11.6 ملین رجسٹرڈ بیمہ شدہ افراد کو خدمات فراہم کر رہا ہے۔ ادارے نے اے ٹی ایم پر مبنی نظام کے ذریعے پنشن کی ادائیگی کو جدید بنایا ہے، جس کے تحت ماہانہ ادائیگیاں براہِ راست مستحقین کے اکاؤنٹس میں بغیر کسی اضافی چارجز کے منتقل کی جاتی ہیں۔
صرف 38 فیصد منظور شدہ افرادی قوت کے ساتھ کام کرنے کے باوجود، EOBI نے مالی سال 2024-25 کے دوران تقریباً 100 ارب روپے اپنے فنڈ میں شامل کر کے بہترین کارکردگی کا مظاہرہ کیا ہے۔ ادارے نے سال 2025-26 کے لیے وصولیوں اور سرمایہ کاری آمدن دونوں کے لیے بلند اہداف بھی مقرر کیے ہیں۔
زیرِ التواء جائیداد سے متعلق معاملات، جو اس وقت عدالتی کارروائی میں ہیں، کو حل کرنے کے لیے کوششیں جاری ہیں، جن سے آمدن میں اضافہ اور مزدوروں کے فوائد کو مزید مستحکم بنانے کی توقع ہے۔
اجلاس کے اختتام پر اس بات پر باہمی اتفاق کیا گیا کہ EOBI اور میڈیا کی جانب سے فوکل پرسنز نامزد کیے جائیں گے تاکہ آئندہ مؤثر رابطہ کاری اور قریبی تعاون کو یقینی بنایا جاسکے۔

The Senate Standing Committee on Overseas Pakistanis and Human Resource Development received a comprehensive briefing from the Employees’ Old-Age Benefits Institution (EOBI), Bureau of Emigration and Overseas Employment, Workers’ Welfare Fund (WWF), and Overseas Pakistanis Foundation (OPF) on their performance, initiatives, and institutional progress.
A meeting of the Senate Standing Committee on Overseas Pakistanis and Human Resource Development was presided over by Senator Zamir Hussain Ghumro. Senators including Nasir Mehmood, Bilal Ahmed Khan and Shahadat Awan and Senator Jan Muhammad attended the meeting.
During the briefing on implementation of earlier decisions regarding employment and emigration Officials briefed the Committee that staff skills certificates are accepted in all European Union countries. They informed that soft skills certificates can be obtained through five-day physical and online training programs. Officials stated that 480,000 registered people are currently studying under the program and that free soft skills certificates are being provided. A total of three million rupees management cost have been spent on this program.
During the meeting, while responding a question raised by a Member about purpose and benefits for providing soft skills. Officials responded that the UAE had raised concerns about chaos involving Pakistanis, stating that many people do not know how to properly use social media etc. Officials added that technical education is being provided to 453,000 students and that soft skills training includes procedural discussions and information about host country rules.
Committee appreciated the instant program and for further clarification summoned the CEO, NAVTTC for the next meeting.
OPF officials also briefed the Committee, stating that OPF’s responsibility begins after a person goes abroad. Basant was mentioned during the Overseas Committee discussion.
Officials stated that money belonging to people who died abroad or in Pakistan is collected from the respective country and handed over to their legal heirs. They informed that 750,000 people go abroad for work every year, and since 1971, around 12 million people have gone abroad. Officials clarified that if a citizen is issued a protectorate two or three times, those individuals are also included in the data. OPF officials said their data is shared with the FIA, but the FIA does not provide OPF with data of Pakistanis returning from abroad.
In this regard, Committee issued orders to summon the DG FIA in the next meeting. Committee member Nasir Mehmood asked who maintains data of Pakistanis imprisoned in jails, to which officials replied that the data is available with the Embassies. Senator Shahadat Awan asked about the establishment of courts for overseas Pakistanis. While replying to that the officials informed that courts have been established for overseas Pakistanis at the subordinate court level, including the Islamabad High Court.
Senator Shahadat Awan asked how many cases are pending or decided. Officials said they would call for details of Punjab cases and present them to the Committee. Officials confirmed that courts for overseas Pakistanis have been established in Islamabad and Punjab. They also stated that overseas Pakistanis will receive free treatment in case of illness in Pakistan and that up to 50 percent discounts are provided on security services, hotels and laboratories. Officials further informed that a convention of overseas Pakistanis will be held in Pakistan every year.
It was stated that there are no housing societies for overseas Pakistanis in Sindh, Balochistan and Khyber Pakhtunkhwa. Senator Shahadat Awan noted that housing schemes for overseas Pakistanis in Islamabad and Lahore are still pending. Officials said that seized lands have been recovered and that no school scheme proved profitable. They added that OPF losses have been reduced by 50 percent in one year. Officials informed that PTCL land is available in Sindh and in future a joint housing scheme can be developed on it.
The Committee sought a briefing on all other projects, including School Park residential projects for overseas Pakistanis, in the next meeting. The Committee directed that all briefings be presented in the next session. Officials highlighted various immigration issues and stated that foreign exchange is expected to reach 42.5 billion dollars in the financial year 2025–26. They also informed that undeclared restrictions by the UAE, Oman and Malaysia are causing visa difficulties.
Muhammad Amin, Deputy Director General, EOBI, briefed the committee and stated that EOBI was established by former Prime Minister Zulfiqar Ali Bhutto in 1976. He informed that EOBI is currently providing a minimum pension of Rs. 11,500 and a maximum pension of Rs. 32,000, which depends on insurable employment and the employee’s age at the time of retirement.
As of July 31, 2025, EOBI’s total investment portfolio stood at Rs. 643.59 billion. He stated that EOBI has investments in real estate, government securities and equity, and that many investments in buildings and properties were made long ago. Investment decisions are taken by the Board of Trustees.
He further informed that last year 432,000 new people were added to EOBI, while 48,000 new pensioners were registered. EOBI’s total income last year was Rs. 159.66 billion, compared to Rs. 127.79 billion in 2023–24. In 2024–25, EOBI’s income increased by Rs. 24.93 billion compared to the previous year.
