ISLAMABAD HOSPITALITY SECTOR: FAR CHARGES RESOLVED

Dear Members and all Concerned,

We are pleased to share with our members with immense professional pride to announce a landmark success for our sector. Following an 8-month battle, the Federal Cabinet has officially restored the FAR charges for the Islamabad Hospitality Sector to the original rate of Rs. 930 per sq. ft. (until 2028), reversing the exorbitant Rs. 6,300 hike.

PHA Office Bearers and Executive Committee Members having been personally involved in this struggle since the hike’s inception in June 2025—including direct engagement with relevant ministries and higher authorities, meeting and writing letters —it is heartening to see our collective persistence bear fruit.

• Strategic Game-Changer: This signals to the global investment community that Islamabad’s hospitality sector is a protected and viable environment.
• Economic Growth: This resolution is a huge relief for our hospitality industry. Karachi: The Pakistan Hotels Association (PHA) successfully held its 61st Annual General Meeting (AGM) on Thursday, September 25, 2025, at the Karachi Marriott Hotel. The meeting was attended by a large number of members, office bearers, and executive committee representatives, both in person and via Zoom.
The session was chaired by Mr. Shakir Abu Bakar Bhura, Chairman PHA, along with Barrister Mansoor Ali Shah, Senior Vice Chairman, and Mr. Raza Abbas, Executive Committee Member.
The agenda included confirmation of the previous AGM minutes, presentation of the Chairman’s Report for the year 2024–25, approval of the audited accounts, appointment of auditors for the year 2026, and consideration of amendments to the Association’s Memorandum and Articles of Association in compliance with recent regulatory requirements.
Members unanimously approved the Audited Accounts for the year ending June 30, 2025, and confirmed the reappointment of M/s. Sajid & Co., Chartered Accountants as auditors for the financial year 2026.

The General Body also discussed and unanimously adopted the proposed amendments to the Association’s Memorandum and Articles of Association in line with the DGTO Circular of May 2, 2025, requiring alignment with the Trade Organizations Act, 2013, Trade Organizations Rules, 2013, and SRO 525(1)/2016 issued by the Ministry of Commerce.
In his address, Chairman Shakir Bhura welcomed members and expressed appreciation for their active participation. He also highlighted PHA’s continued efforts to promote and protect the interests of Pakistan’s hospitality sector, strengthen industry standards, and work closely with stakeholders and government bodies on policy matters.

The meeting concluded with a formal vote of thanks to the Chairman, and appreciation for the support and hospitality extended by the management of Karachi Marriott Hotel.

Pakistan Hotels Association - Annual General Meeting

The 61st Annual General Meeting of Pakistan Hotels Association was held at 4.00 P.M. on Thursday, 25th September, 2025 at Karachi Marriott Hotel to transact the following business. Notice and Agenda of the meeting along was duly circulated before the meeting as per rules.

1. To confirm the Minutes of the last Annual General Meeting held on September 30, 2024.
2. Chairman’s address and Report to the AGM.
3. To confirm and approve the Audited Accounts for the year ending 30th June, 2025.
4. To appoint Auditors for the year 2026. The present Auditors, M/s. Sajid & Co., Chartered Accountants have offered themselves for reappointment on a mutually agreed fee.
5. To pass a General Body Resolution approving draft amendments in PHA Memorandum and Articles of Association prepared in the light of DGTO Circular of May 02, 2025 requiring all Trade Organizations to comply and align their M&A of Association with Trade Organizations Act 2013, Rules 2013 and SRO 525(1)/2016 issued by the Directorate General of Trade Organizations, Ministry of Commerce, Islamabad.
6. Any other matter with the permission of the Chair.
7. Vote of thanks to the Chair.

The meeting was called to order at 4.05 P.M. after Members arrival. Mr. Shakir Bhura chaired the meeting, seated at the Head of the Table were:

• Mr. Raza Abbas, GM - KMH – Executive Committee Member

Meeting commenced in time and above agenda items were taken and adopted. Chairman, Mr. Shakir Bhura welcomed Members and appreciated their participation as meeting was widely attended by Association Members, Office Bearers and Executive Committee Members, who participated in meeting by attending in person and via Zoom link. Chairman’s Report for the period 2024-25 was presented. During the meeting, Members unanimously approved PHA Audited Accounts for the year ending 30th June, 2025 and Auditors were reappointed for next year.

Later on, Secretary General apprised members about required amendments in Association Memorandum and Articles of Association as per item No. 5 above and after detailed discussions, draft amendments in PHA M&A of Association were unanimously approved by the general body.

Consultative drive to reform ‘Trade Organization Rules, 2013’

ISLAMABAD, Jun 17 (APP): The Ministry of Commerce has launched a nationwide campaign of awareness and consultative sessions aimed at updating the Trade Organizations Rules (TOR), 2013.
In a major stride towards modernizing Pakistan’s trade governance and aligning it with contemporary economic realities, the Ministry of Commerce has launched a nationwide campaign of awareness and consultative sessions aimed at updating the Trade Organizations Rules (TOR), 2013, said a release issued on Tuesday.
This landmark initiative, being undertaken under the direct guidance of the Federal Minister for Commerce, Jam Kamal Khan, reflects the government’s commitment to forging a transparent, inclusive, and future-ready regulatory framework.
Speaking about the initiative, Commerce Minister Jam Kamal Khan emphasized the importance of engaging the business community directly in shaping the rules that govern them.
“For more than a decade, the Trade Organizations Rules remained unchanged, leading to rising litigation, weakening corporate governance, and diminishing the influence of trade bodies in national policymaking,” said the Minister. “This consultative process is a golden opportunity for stakeholders to not just raise their voices but to become co-authors of a regulatory framework that mirrors Pakistan’s economic ambitions.”
The Directorate General of Trade Organizations (DGTO), operating under the Ministry of Commerce, has embarked on this transformative exercise in collaboration with the Federation of Pakistan Chambers of Commerce and Industry (FPCCI).
The reform agenda is not just about revising legal text but ushering in a new era of corporate transparency, digital compliance, electoral accountability, and gender inclusion. With more than 300 licensed chambers and associations forming the backbone of Pakistan’s trade landscape, the move is expected to enhance trust between the state and business entities—one of the core objectives highlighted by the Minister.
“This is not a cosmetic update; it is a comprehensive overhaul rooted in our vision of participatory governance and economic democratization,” Jam Kamal Khan added. “We are embedding international best practices, supporting the digital economy, and fostering a regulatory environment where even the smallest voices can shape the biggest policies.”
The initiative aligns with Pakistan’s commitments under the Sustainable Development Goals (SDGs)—particularly SDG 5 (Gender Equality), SDG 8 (Decent Work and Economic Growth), and SDG 16 (Strong Institutions). Special emphasis is being placed on institutional alignment with the amended Trade Organizations Act, 2013 and the Companies Act, 2017, under which trade organizations are registered as Section 42 companies.
The DGTO has also ensured that voices from remote and resource-constrained areas will be heard through a hybrid model, allowing online participation from stakeholders unable to attend in person.
President FPCCI Atif Ikram Sheikh welcomed the initiative, stating,“This is a vital exercise to bring clarity, consistency, and unity in our trade governance. I commend the DGTO and appreciate the Ministry of Commerce for taking all trade bodies on board to co-create a regulatory environment that facilitates, rather than restricts, growth.”
In a country striving to realize its URAAN national economic transformation plan, the reform of TOR 2013 marks a significant shift in how the business-state relationship is defined. Rather than a top-down approach, this inclusive and consultative strategy places trust, participation, and accountability at the heart of policy reform.
Through this bold and timely initiative, Commerce Minister Jam Kamal Khan and his team have reaffirmed their vision of a progressive Pakistan, where policy is not just made for the people but with the people.

World Environment Day 2025

In order to celebrate World Environment Day 2025, a one-day Conference was organized by the Global Trade & Tourism Center & Brain Designer at Best Western Premier Hotel Islamabad on 4th June 2025, whereby M.D. PTDC proposed the conept of Eco-Friendly Hotels and Resorts Development on the occasion of World Environment Day 2025.

Governor Khyber Pakhtunkhwa Faisal Karim Kundi was the Chief Guest on this occasion. In his opening speech, he said that environmental degradation is a serious threat to survival, changes due to climate change on planet are causing heavy financial & infrastructural losses besides loss of innocent lives.

Managing Director of PTDC, Aftab ur Rehman Rana in his keynote address made a presentation on the concept of developing Eco-friendly Hotels and Resorts in the mountain areas of Pakistan. He said that if the protection of environment is not given due attention, we would face irreparable losses in the future as the protection of natural landscape is the key element for the sustainability of mountain tourism. He shared a 12 points agenda to make hospitality sector eco-friendly which has significant impact on the natural environment of the mountain areas of Pakistan. He said instead of mushroom growth pattern, we should adopt the concept of sustainable development of tourism where focus is on the minimization of tourism’s own negative impacts, supporting local communities’ livelihoods and supporting the conservation of natural and cultural assets of tourist areas.

Rauf Raja said that the whole world is in danger due to environmental pollution, climate change and global warming and the World Environment Day requires that everyone play a positive role in tackling environmental challenges. Later on in two panel discussions, experts shared their thoughts on different segments of environment conservation and made recommendations to adopt eco-friendly model for the economic growth.

Diplomats, environmentalists, prominent personalities of corporate sector and large number of people from different walks of life and students participated in this conference.
