A future Project of Ministry of Textile Industry of Pakistan. The Provincial Government was to allocate land for establishment of garment city. M/s.
Government of Pakistan in the Trade Policy of 2003-04 decided to set up three garment cities in Karachi, Lahore and Faisalabad. Karachi Garment City is a project of Ministry of Textile Industry to establish state of the art clusters of exclusive garment manufacturing units having modern physical and institutional infrastructure facilities to give a boost to export of value added textile products.
A company viz; Karachi Garment City Company was incorporated and registered with SECP under Companies Ordinance 1984 on 15th November 2005 to run the affairs of project. The project is located 55 kms. from the city centre next to Arabian Sea Country Club and in the vicinity of Pakistan Textile City and Port Qasim. Affairs of Karachi Garment City Company (KGCC) are managed by Board of Directors which comprises of 3 nominees from Government and 12 from private sector. Yousuf Adil & Co. is external Auditor of KGCC. Karachi Garment City Project is planned to have state of the art infra-structure facilities such as roads network, communication system, security, water and drainage system, dependable industrial power generation plant of its own and internationally standardized buildings and industrial plots to establish ISO 9000 compliant clothing and made up manufacturing factories. In addition, the project also envisages setting up of washing zone, training institute, testing laboratory, effluent water treatment plant, administration block, offices, warehouses and a container yard etc. An amount of Rs. 300 million received from Export Development Board (EDB), Government of Pakistan was paid to the Land Utilization Department (LUD), Government of Sindh, who very generously allotted the land at highly concessional rates in January 2008 against cost of 300 acres of industrial land, possession of which has been handed over to Karachi Garment City Company in August 2009. However, final approval of Honourable Chief Minister of Government of Sindh, on the establishment of project on allocated land is awaited, after which lease agreement will be signed with the Government of Sindh. Additionally, two amounts of Rs. 5 millions and Rs. 50 million as seed money and for development of project, government fees & stamp duty etc. respectively were also received subsequently from EDB. NESPAK are providing consultancy services on planning, design and development of the project which is being developed in phases. Master Plan of the first phase of the project, which consists of only 4/5 factory buildings and administration blocks, while planning infrastructure facilities and requirement of utilities etc. for the total area of 300 acres is in hand. On finalization of Master Plan, PC-1 will be prepared for submission to the Government of Pakistan. It is estimated that project would be completed in two to three years and will cost around Rupees one Billion. The project would provide great opportunity for investment from local entrepreneurs and international business houses in the value added clothing and made up sectors. The project on completion will provide substantial job opportunities mainly to women workers, besides brining in industrial development of the Province of Sindh and enhancement in exports by approximately US $ 400.00 Million per annum.
