Adv. Rubina Aman Brohi, Chairperson Sindh Commission on the Status of Women, graced the launch event of the research report “From Missing Evidence to Fragile Evidence: Gap Analysis on Investigation and Prosecution of R**e Cases in Sindh, 2021–2024,” organized by Legal Aid Society in Karachi.
The event brought together key criminal justice stakeholders, government officials, police representatives, legal experts, and human rights advocates to discuss progress, challenges, and reforms needed to strengthen the investigation and prosecution of r**e cases in Sindh.
The report highlighted an increase in conviction rates from 5% in 2020 to 22% in 2025, while also emphasizing persistent issues related to fragile evidence, delayed trials, and gaps in prosecution procedures.
The discussion reaffirmed the urgent need for coordinated institutional reforms, effective implementation of laws, and survivor-centered justice mechanisms to ensure accountability and protection for women and girls across Sindh.

Adv. Rubina Aman Brohi, Chairperson of the Sindh Commission on the Status of Women, graced the event on “Violence Against Women & Girls” held in Sukkur.
While speaking to the media, Adv. Rubina Aman Brohi said, “This is a positive initiative to organize a discussion over Gender based violence, as we are witnessing a gradual increase. We need to discuss and identify the root causes in order to effectively address this issue. My purpose in attending this event is because we are seeing a high number of cases in upper Sindh, particularly related to karo-kari, domestic violence, and harassment. It is crucial to determine how we can protect women & girls from such heinous crimes.
She said "As Chairperson, I will continue to play my role in this regard. The Sindh government has passed several women-friendly laws, however, there remains a significant gap in their implementation. We must disseminate information about these laws within communities because these laws are meant for the people. Until women are aware of their rights, they cannot claim them. Once they are informed, they will know where to seek help and justice. At the same time, perpetrators must also be aware of the consequences of their crimes. There are strict punishments, including life imprisonment and capital punishment, in r**e cases and karo kari.
She stated, to promote awareness, the Sindh Commission on the Status of Women has launched the campaign ‘Know Your Laws, Know Your Rights. Through this initiative, we are working to raise awareness at the grassroots level. We also need to strengthen collaboration among institutions and communities.”

Expressing deep concern over the alarming rise in gender-based violence across Sindh, the Chairperson reaffirmed that the Sindh Commission on the Status of Women, as a statutory body for women’s empowerment, is fully committed to advancing reforms in gender-sensitive policies, laws, and institutional guidelines to strengthen protection, accountability, and access to justice for women and girls.

A productive interaction was held between Adv Rubina Aman Brohi, Chairperson, Sindh Commission on the Status of Women (SCSW) and a delegation from the Association for Mothers and Newborns (AMAN) at the Commission’s Camp Office to discuss ongoing initiatives related to HPV prevention, vaccination awareness, and community-based sensitization activities across selected districts of Sindh.
The delegation was represented by Dr. Humera Mansoor, Chief Operating Officer, and Dr. Yasmeen Soomro, Manager Operations. During the meeting, the AMAN team shared an overview of their interventions focusing on HPV awareness, prevention strategies, and community level outreach aimed at promoting vaccination and preventive healthcare practices.
The interaction concluded with a mutual understanding to further explore collaborative opportunities aimed at improving awareness, reducing stigma, and ensuring access to accurate health information on HPV across communities in Sindh.

A constructive meeting was held between Adv Rubina Aman Brohi, Chairperson, Sindh Commission on the Status of Women (SCSW) and a delegation from UN Women at the Commission’s Camp Office to discuss collaborative efforts for strengthening women’s protection and advancing coordinated policy measures across Sindh. The delegation included Ms. Zarka Khan, Project Coordinator for Women’s Empowerment, and Ms. Saman Ahsan, Portfolio Manager – Ending Violence Against Women, Governance & Human Rights.
The meeting focused on enhancing institutional coordination, strategic collaboration, and consultative engagement to address critical issues affecting women and girls, including harassment, child abuse, forced marriages, and gender-based violence. Discussions also emphasized the importance of improving support mechanisms, strengthening women protection centres, and ensuring effective implementation of pro women policies and initiatives across the province.
Both sides highlighted the significance of coordinated efforts among government institutions, development partners, and relevant stakeholders to promote women’s rights, strengthen institutional response systems, and improve data availability regarding gender based violence.
The meeting also included discussions on the upcoming Provincial Consultation on the National Policy on Ending Violence Against Women, organized by the Ministry of Human Rights in collaboration with UN Women, aimed at strengthening collective efforts for safeguarding women’s rights through effective policy frameworks and institutional support.
