Imposition of Emergency and Governor’s Rule in Khyber Pakhtunkhwa Is an Attack on the Democratic Mandate; Political Crises Cannot Be Resolved Through Force and Arrests... Akhtar Hussain Advocate
Islamabad: Comrade Akhtar Hussain Advocate, Central President of the Awami Workers Party, has strongly condemned the imposition of emergency and Governor’s Rule in Khyber Pakhtunkhwa, the stripping of powers from the provincial government, and the arrest of the Chief Minister and other political leaders. He described these actions as extremely dangerous for Pakistan’s federal, democratic and parliamentary system.
In his statement, Akhtar Hussain Advocate said that the people of Khyber Pakhtunkhwa had given their mandate through their votes to a particular political party and provincial government. Removing that government through administrative measures or state power is an open violation of the people's right to self-governance and a direct affront to democratic principles. Political differences, government failures and law-and-order challenges must be addressed within the framework of the Constitution, Parliament and democratic institutions, rather than through emergency measures, Governor’s Rule, arrests and the use of state power.
He said that the deteriorating law-and-order situation is undoubtedly a serious challenge for any government. However, terrorism or unrest cannot be used to justify undemocratic actions against political opponents. If there are constitutional or legal complaints against a provincial government, they must be addressed through constitutional procedures, the provincial assembly and the courts.
Akhtar Hussain Advocate said that Pakistan’s history bears witness to the fact that the dismissal of provincial governments, imposition of Governor’s Rule and arrests of political leaders by federal governments have weakened democratic institutions rather than strengthened them. Such practices have further deepened political instability, a sense of deprivation among provinces and mistrust between the federating units.
He warned that stripping the elected government in Khyber Pakhtunkhwa of its powers is not merely an issue concerning one province; it is a challenge to the entire federal democratic system. If the electoral mandate of the people of one province is overridden through force today, the same approach could be used against any other federating unit tomorrow.
The Awami Workers Party president said that Pakistan’s federation can survive only through the voluntary and democratic unity of its diverse nationalities, provinces and oppressed classes, rather than through the will of a single central authority. The people of Khyber Pakhtunkhwa have the right to determine their political future, and this right cannot be taken away through administrative orders or state coercion under any circumstances.
Commenting on the arrests of the Khyber Pakhtunkhwa Chief Minister and other political leaders, he said that treating political dissent as a crime negates the fundamental principles of democracy. If there are legally actionable allegations against any individual, they must be dealt with through transparent legal proceedings, and the accused must be presented before a court. Meanwhile, the practice of suppressing political activities and freedom of expression through state power must end immediately.
Akhtar Hussain Advocate said that the Awami Workers Party stands against terrorism, extremism and all forms of political violence. However, peace cannot be established through state repression and undemocratic measures. Lasting peace is possible only through political, economic and social justice, provincial autonomy, protection of fundamental rights and genuine democratic participation by the people.
He said that the people of Khyber Pakhtunkhwa have long endured the burden of terrorism, military operations, enforced disappearances, economic deprivation and political instability. Under such circumstances, instead of pushing the people further into political turmoil and confrontation with the state, the authorities must guarantee peace, justice and democratic rights.
The Awami Workers Party has demanded that the federal government immediately review the imposition of emergency and Governor’s Rule in Khyber Pakhtunkhwa, restore the constitutional powers of the elected provincial government and assembly, promptly produce the arrested political leaders before the courts in accordance with the law, and seek a democratic resolution to the crisis through dialogue among all political forces.
Akhtar Hussain Advocate appealed to all democratic, progressive, nationalist and left-wing forces in the country to unite in defence of the supremacy of the Constitution, parliamentary democracy, provincial autonomy, fundamental human rights and the electoral mandate of the people.
He made it clear that the Awami Workers Party would not accept any attack on the democratic mandate of the people of any province and would continue its political and constitutional struggle to protect democratic and federal rights.
