It was a privilege to welcome Dr. Allione Romano to Punjab Engineering Academy.
An electrotechnical engineer by training and a graduate of Milan Polytechnic, Dr. Romano brings decades of leadership and technical expertise in hydropower, infrastructure development, and dispute resolution. He has served in senior executive roles at Impregilo S.p.A., including as Deputy General Manager and Director, contributing to internationally significant infrastructure projects.
Dr. Romano is a Member of the FIDIC President’s List of Approved Adjudicators, a Charter Member and Past President of the Dispute Resolution Board Foundation (DRBF), and a recipient of the DRBF Al Mathews Award. He has taught Contract, Claim, and Delay Management at both Politecnico di Milano and Politecnico di Torino.
His extensive project experience includes work on major dams and hydropower schemes across multiple continents. Notably, in Pakistan, he served as Site Project Manager for the Tarbela Dam Project.
During his recent visit, Dr. Romano delivered a compelling lecture on Contract Management and FIDIC to the participants of the 16th Pre-Service Training Course for Engineers, comprising newly inducted engineers from the Punjab Irrigation and Energy Departments. The session also included participants from the 39th In-Service Training Course for Junior Engineers, representing the Irrigation Department and the Communication Works, Physical Planning and Housing Department of the Government of Balochistan, along with the Punjab Public Welfare Fund.
We express our sincere appreciation to Mr. Moeen-ud-Din Sheikh, former Principal, PEA, for skillfully moderating the session and facilitating a meaningful exchange of ideas.
In addition to Dr. Romano’s session, the academy also hosted a highly informative lecture on “Drains: Types, Performance in Pakistan, and River Training Works”, covering critical aspects of planning, design, construction, and maintenance. The lecture was delivered by Engr. Fazal Rehman Kashif, Chief Engineer / Head of Hydraulics, Hydropower & Dam Section, W&A Division, NESPAK, providing valuable technical insights to course participants.

16th Pre-Service Training Course for Engineers
As part of the ongoing 16th Pre-Service Training Course for Engineers, participants recently experienced two impactful days of technical learning and immersive field exposure focused on modern surveying practices.
Day 1 featured a comprehensive session on Survey Equipments, conducted by Mr. Imran Zafar, In-charge Survey Section, NESPAK. The participants explored both theory and practice, engaging with advanced tools, including drone technology and digital data processing techniques, that are reshaping the way engineering surveys are conducted today.
Day 2 unfolded as a remarkable outdoor learning experience at Ravi Siphon, where participants boarded boat to conduct on-water surveying exercises using a variety of modern equipment. The session provided a rare opportunity to apply classroom concepts in a real-world hydraulic structure environment. Adding depth to the experience, officers from the Punjab Irrigation Department delivered an informative briefing on the history, strategic importance, and functioning of Ravi Siphon; offering participants a blend of engineering, heritage, and field operations insight. The synergy of hands-on activity and contextual learning made this session truly memorable.
Engineers from the Punjab Irrigation Department and Punjab Energy Department participated actively across both days, demonstrating keen interest and professional enthusiasm.

Honoring the Retirement of Syed Zameer Hussain Shah
With deep appreciation, we extend our heartfelt gratitude to Syed Zameer Hussain Shah as he embarks on a well-earned retirement. Throughout his tenure, he has served with distinction as a Draftsman, while also shouldering the additional responsibilities of Sub-Engineer and Hostel Assistant Warden. His unwavering dedication, professionalism, and multifaceted contributions have significantly enriched our institution.

The 28th In-Service Training Course for Senior Executives concluded with a formal closing ceremony held at the PEA. The event was graced by the esteemed presence of Ms. Ayesha Ahmad, Additional Secretary of the Punjab Irrigation Department, who was the Guest of Honor.
The ceremony, coordinated by Mr. Adnan Hassan, Assistant Professor at PEA, commenced with a recitation of the Holy Quran, followed by Naat-e-Rasool-e-Maqbool. The proceedings continued with a comprehensive briefing delivered by Dr. Nauman Mushtaq, Director of Studies, who provided an overview of the course's objectives, structure, and anticipated outcomes.
The training program was successfully completed by engineers from the Communication, Works, Physical Planning & Housing, P&D, and Irrigation Departments of the Government of Balochistan. Furthermore, engineers from various departments of the Punjab Government, including Irrigation, Public Health Engineering, Mines and Minerals, and the Agriculture Department, also participated in the course.

Punjab Engineering Academy (PEA), Lahore, hosted an insightful lecture on Construction Management and Contract Administration, aimed specifically at the participants of the 28th In-Service Training Course for Senior Executives. The course is designed for Engineers in the BS-19 grade, who will be promoted to BS-20 upon completion. The session was conducted by Mr. Moeen-ud-Din Sheikh, former Chief Engineer of the Punjab Irrigation Department and Principal of PEA, who has extensive experience in water resource management and public policy. The participants, drawn from various departments of the Balochistan and Punjab Governments, included representatives from Balochistan’s C&W Department, P&D Department, and Irrigation Department, as well as Punjab’s Irrigation Department, C&W Department, PHE Department, Agriculture Department and Mines & Minerals Department. Topics covered during the session included the history and evolution of construction management, the FIDIC form of contracts, negotiation skills, the role of Dispute Boards, and comparisons between common law and civil law systems.
The session also featured a distinguished lineup of international speakers who joined online:
Mian Sheraz Javaid, a renowned barrister with over 20 years of experience in construction and energy disputes, and Chair of the Chartered Institute of Arbitrators Pakistan Branch.
Ms. Yasemine Çetinel, an expert in construction management and international commercial arbitration, currently serving as President of DRBF Region 2 and Chairperson of the Society of Construction Law Turkey.
Dr. Ing. Romano Allione, a Project Management Consultant and Lecturer at the Milan Polytechnic, Italy, specializing in Contract, Claim, and Delay Management in Construction Works. He is also a past President of the Dispute Resolution Board Foundation (DRBF) and has contributed significantly to major infrastructure projects worldwide.
Mr. Moeen-ud-Din Sheikh moderated the entire online proceedings, guiding the discussions and facilitating contributions from the guest speakers. Their collective expertise provided valuable insights into effective contract management and dispute resolution in construction projects. The 37th In-Service Training Course for Junior Engineers concluded with a closing ceremony at the PEA. The event was honored by the presence of Mr. Arjund Hussain Jafri, former Chief Engineer of the Punjab Irrigation Department, as the chief guest. Distinguished guests included Mr. Habib Ullah Bodla (HabibUllah Bodla) and Syed Sajid Hussain Rizvi, both former Principals and Chief Engineers of the Punjab Irrigation Department, Mr. Saeed Ahmed, Chief Engineer, Punjab Irrigation Department and former Principal of PEA, and Mr. Aurangzeb Sufiani, a former Professor at PEA.

The 37th In-Service Training Course for Junior Engineers from various departments of the Government of Balochistan and the Government of Punjab has commenced at the Punjab Engineering Academy, Lahore. Participants from the Communication, Works, Physical Planning & Housing CWPP&H Department, and Irrigation Department of the Government of Balochistan are attending the course. Additionally, participants from the Punjab Irrigation Department, Public Health Engineering Department Punjab, Local Government & Community Development Department, Punjab, Energy Department, Anti-Corruption Establishment, and Agriculture Department Punjab are also part of this course.
Prof. Dr. Ammad Hassan Khan, Chairman, Transportation Department, UET Lahore, delivered a brilliant lecture on Information Technology application in office management, which helps engineers integrate technical skills to improve efficiency, project management and collaboration. It also equips them to adapt to modern workplace tools and trends for better project outcomes.
Mr. Sajid Hafeez Malik, CEO and Lead Trainer/Consultant, as our esteemed guest speaker, delivered an insightful address to the participants on the topic of Motivation and Moral Management, inspiring and empowering the engineers to enhance their professional and personal growth.
