The Punjab China Desk (PCD) of the Chief Minister’s Follow-up facilitated a productive meeting between ADM Group and PARCO Gunvor Limited, in line with the vision of the Hon. Chief Minister Punjab to promote and expand electric vehicle (EV) infrastructure across the province.
The discussion focused on exploring avenues for collaboration, particularly the establishment of a network of EV charging stations at PARCO sites. Both sides exchanged views and showed keen interest in potential cooperation to support sustainable and clean mobility in Punjab.

Punjab Strengthens Digital Future Through Global Partnerships.
Following the Hon. Chief Minister Punjab’s official visit to the People’s Republic of China in 2024, significant progress has been made in strengthening technology collaboration with Huawei Group.
As part of the CM’s follow-up engagements, the Head of the Punjab China Desk convened a high-level online meeting with Huawei’s senior management to advance discussions on the establishment of a Cloud AI Data Centre / ICT Hub in Punjab.
Huawei shared its intention to develop the project as a private investment initiative, while working in close collaboration with the Government of Punjab. The proposed facility aims to support advanced cloud services, artificial intelligence, and digital transformation initiatives across the province.
The Government of Punjab’s proactive role in facilitating such strategic investments reflects its strong commitment to innovation, digital governance, and economic growth.

The Consul General of the People’s Republic of China formally invited Mr. Jalal Hassan, Head of the Punjab China Desk follow-up vist of CM Punjab, in recognition of his outstanding efforts to advance Punjab–China coordination with other Provincial departments whose MOU’s were signed during her visit.
The Punjab China Desk is a flagship initiative envisioned by Honorable Chief Minister Punjab, Maryam Nawaz Sharif, aimed at translating her strategic engagement with China into concrete development outcomes for Punjab. Her historic visit to China in December 2024 laid the foundation for attracting meaningful Chinese investment in agriculture, education, healthcare, industrial growth, energy, technology transfer, infrastructure development, and skills enhancement across the province.
Mr. Jalal Hassan has been working relentlessly to carry forward the Chief Minister’s vision—strengthening institutional linkages, facilitating collaboration, and ensuring sustained engagement between Punjab and Chinese stakeholders. His dedication and leadership have played a key role in operationalizing the objectives set forth during the Chief Minister’s visit.
In recognition of these efforts, the Chinese Consulate honored Mr. Jalal Hassan at a Friendship Award Ceremony, acknowledging his valuable contribution toward deepening Punjab–China ties and promoting shared growth and prosperity.

🌿 Exploring New Avenues for Castor Seed Trade with China 🇨🇳🤝🇵🇰

A local enterprise, M/s Samad Tex, reached out to the Punjab China Desk (PCD) of the CM’s Follow-up to discuss collaboration opportunities for the export of castor seeds to China. The company also explored investment prospects in castor seed cultivation, sourcing, and processing on their available land, along with the potential for value addition through castor oil production.

The PCD appreciated the initiative and assured that it will coordinate with relevant counterparts in China to identify potential partners and market opportunities. The Desk will share feedback and a proposed way forward once responses are received from the Chinese side.

Strengthening Punjab–China Partnership 🇵🇰🇨🇳

Punjab China Desk (PCD) of the CM Punjab Follow-up facilitated a courtesy meeting between Mr. Omar Masud, Secretary Industries, Commerce & Investment Department, Government of the Punjab, and H.E. Mr. Zhao Shiren, Consul General of the People’s Republic of China.

The discussion centered around enhancing bilateral cooperation, attracting Chinese industries and investments to Punjab, and advancing a one-window facilitation platform to ensure ease of doing business for Chinese enterprises.

Mr. Masud reaffirmed Punjab’s commitment to providing foolproof security, institutional support, and a conducive environment for Chinese investors, particularly in the province’s Special Economic Zones (SEZs).

Strengthening Pak-China Industrial Collaboration 🇵🇰🤝🇨🇳

Following last month’s meeting in China between PBIT / PCD follow-up of CM Punjab and Zhang Xiaodong, CEO of Tianjin Qingqi Vehicle Industry Co., Ltd., the company’s senior management visited Lahore and signed an MoU with the Punjab Board of Investment and Trade (PBIT).

This partnership marks a major step toward promoting electric mobility in Punjab — Tianjin Qingqi, a 100% Chinese-owned enterprise, is setting up a 2 and 3-wheeler electric vehicle CKD plant in Lahore with an initial investment of USD 1 million, projected to scale up to USD 10 million.

Under the brand name “Vidi”, production is set to begin within the next five months, with an ambitious target of reaching an annual capacity of 150,000 EV bikes.

As Punjab’s premier investment promotion agency, PBIT/ PCD is facilitating the project from inception to full-scale operations — ensuring smooth approvals, licenses, and assistance for future expansion into a Special Economic Zone (SEZ).

The Punjab China Desk of Chief Minister follow-up / Punjab Board of Investment and Trade (PBIT) proudly participated in the Pak-China Industrial Expo 2025 by setting up an exhibition booth showcasing Punjab’s immense investment potential.

This platform enabled meaningful interactions with Chinese and local stakeholders, opening doors for partnerships and paving the way for substantial investments in Punjab.

Punjab Driving Innovation & Global Partnerships!

On 22nd September 2025, Hon. Minister Transport Mr. Bilal Akbar Khan (in chair) and Secretary Finance Mr. Mujahid Sherdil (co-chair) led an important review meeting with the Huawei team to push forward groundbreaking collaboration. Huawei has been requested to share the draft itinerary, agenda, and meetings for their upcoming visit planned for late October or early November 2025.

Head PCD – CM Follow Up Mr. Jalal Hassan urged Huawei’s Mr. Terry Ding to ensure a timely response to the Letter of Invitation sent to the Mayor of Chengdu on 22nd August 2025, which is critical for CM Punjab’s approval. Chairman PITB Mr. Faisal Yousaf also briefed Huawei’s Mr. Ray Yu on the 100-rack, 10PB IT Data Centre project and confirmed land availability at NSIT, DHA Phase 6.

Adding further momentum, Ms. Scarlet suggested that the Minister Transport and Secretary Finance attend an international conference in Foshan to attract Chinese investment and proudly showcase Punjab. The Bank of Punjab, represented by Mr. Umer Khan on behalf of the President BOP, reaffirmed strong support for the project’s financing and modeling. Meanwhile, PCD continues to actively pursue the Mayor of Chengdu’s endorsement through Huawei.

Another Landmark for Punjab’s Healthcare & Investment Landscape!

Following the Hon. Chief Minister Punjab’s visit to China in December 2024, and the successful installation of the first-ever Co-ablation System at Mayo Hospital Lahore, a new chapter has begun.

🤝 Hygea Medical International Group has now entered into a strategic distribution agreement to expand its Co-ablation System network across the region. The agreement was formally concluded at the 2nd Pakistan–China B2B Investment Conference in Beijing, witnessed by Jam Kamal Khan, Federal Minister for Commerce of Pakistan.
