Pakistan Takes Its Social Protection Story to the Global Stage
Vice Chairperson PSPA Highlights Punjab’s Data-Driven Social Protection Model at ADB’s Asia-Pacific Social Protection Week (APSP) 2026

Vice Chairperson Jahan Ara Manzoor Wattoo emphasised that the Punjab Socio-Economic Registry (PSER) is transforming social protection delivery in Punjab by enabling transparent, data-driven decisions and directing assistance to families most in need.

She made these remarks while representing Pakistan at Asia-Pacific Social Protection Week (APSP) 2026, organised by Asian Development Bank (ADB) in Manila, Philippines. Speaking at Session 15, “Stop Guessing, Start Knowing: The Power of Data and Evidence,” Jahan Ara Manzoor Wattoo, Vice Chairperson, PSPA and Inaugural Chairperson, Women Leaders for Social Protection Network (Germany), highlighted Punjab’s experience with PSER and its role in improving beneficiary identification, strengthening programme targeting and supporting evidence-based policymaking.

She further highlighted PSER’s role in supporting provincial social protection initiatives, improving coordination among government departments and strengthening development planning. She also stressed its potential to advance adaptive social protection by identifying climate-vulnerable communities and informing targeted disaster responses, stressing that an integrated and regularly updated registry is essential for delivering assistance efficiently, equitably and in a timely manner. Punjab’s experience demonstrated how PSER can strengthen public-service planning, enhance the effectiveness of social protection programs and build resilience among vulnerable communities, offering valuable lessons for social protection systems across the region.

The event brought together social protection policymakers, practitioners and development partners from across the Asia-Pacific region and beyond to exchange knowledge and explore innovative approaches to inclusive and resilient social protection systems.

Vice Chairperson PSPA Represents Pakistan at Regional Forum on Economic Inclusion in Manila; Social Protection No Longer Just a Safety Net, But a Launchpad for Sustainable Empowerment: Vice Chairperson PSPA

Vice Chairperson, PSPA & Inaugural Chairperson, Women Leaders for Social Protection Network, stated that Pakistan’s active participation on international platforms emphasizes the country’s deep institutional resolve to uplift the most vulnerable segments of society through inclusive and sustainable social protection.

She stated this while representing Pakistan at the “Pathways Out of Poverty: Regional Forum on Economic Inclusion,” held as a side event of Asia-Pacific Social Protection Week (ASPS) 2026 at the Asian Development Bank (ADB) Headquarters in Manila, Philippines.

The Vice Chairperson, PSPA, further stated that through targeted economic inclusion pathways, social protection is no longer just a safety net; it is a launchpad for sustainable empowerment. She emphasized that fostering regional cooperation and leveraging networks such as the Women Leaders for Social Protection provide opportunities to share vital lessons, strengthen collective learning and scale resilient, gender-inclusive solutions that ensure no one is left behind on the road out of poverty.

The forum aimed to review implementation lessons from years of research and practice, explore how economic inclusion programmes are evolving to support vulnerable populations, and examine successful government-led initiatives across Asia and the Pacific. The forum featured high-level opening remarks by representatives of the Asian Development Bank and the Government of Japan, a keynote address by BRAC International, and country case presentations showcasing diverse government-led strategies and approaches to economic inclusion. A dedicated panel discussion further explored how political and institutional realities shape programme design and implementation decisions, featuring country case presentations from Pakistan, Mongolia and Lao PDR.

The participation of Pakistan at the regional forum provided an important opportunity to share the country’s experience in social protection and economic inclusion, exchange knowledge with regional partners, and strengthen collaboration on innovative, resilient and gender-responsive pathways out of poverty.
