PMS Officers Association extend full support to professionalism of AC Faisal Abad Mr.Shah Rukh Khan and condemn the lawlessness at Faisal Abad.
President PMS Mr. Abdul Qayum showed concern on unsupportive role of local police and demanded better security from Police in encroachment operations.

Newly elected body of PMS association reassure its commitment to continue its struggle for the constitutional,legal and legitimate rights of PMS officers. With Supreme court providing 18th amendment a constitutional cover and ensuring provincial autonomy,PMS officers are legitimized to run the provincial subjects administratively.

In the start of British occupation in India,East India Company would appoint the sons,nephews,relatives of its directors and members of the parliament to the administrative posts in India.When Lord Macaulay became the member of the parliament,an act was passed in 1853 doing away with the patronage system and ICS (Indian civil service) was emerged to hold on colonial occupation.It had all European members.

However,with passage of time local Indian felt alienation and demanded their role in the civil service.Consequently, on the recommendations of Aitchison commission, the the provincial civil service having executive and judicial branches was created to meet the participation of local Indians in 1887.

Colonial law inspired the services to perform in connection with Crown by the time Pakistan emerged as a state.At partition,72 (ICS) officers migrated to Pakistan and services named as Pakistan administrative service( PAS).In 1950,this service was renamed as (CSP) with joining of other services and their conditions of service were regulated by the civil service of Pakistan (composition and cadre rules ,1954).

To begin with 58 posts were declared as "cadre posts" for the Province of Punjab.Out of these,17 posts belonged to the Judiciary(2 judges of High court,1 post of registrar High court,12 posts of District and sessions Judges and two posts of additional and sessions judges).Furthermore,PCS share in the cadre posts was 25 percent and remaining posts numbered 31 were for PAS out of cadre posts.
It is pertinent to mention here that it was an executive scheme in line with 1935 constitution without any legislation of the house as first constitution of Pakistan was promulgated in 1956.

Provincial Management Service (PMS) Punjab is provincial bureaucracy/civil service of the province of Punjab along with other provincial civil services of respective provinces.
It is an amalgam of erstwhile provincial services of PCS and PSS.
PMS comprise of more than 1000 officers serving in secretariat and field respectively.
Assistant commissioners, District coordination officers and commissioners belonging to PMS excel in field assignments.
PMS service is also working highly professionally in secretariat as Deputy secretaries, Additional secretaries and secretaries.

PMS aim at reforming the civil service/bureaucracy on lines of federalism,professionalism and service delivery.
