🔹 اٹھارہویں ترمیم کے نفاذ:
کمیٹی نے پنجاب کے قانون سیکریٹری کو ہدایت دی کہ وہ اٹھارہویں ترمیم کے نفاذ پر ایک جامع رپورٹ پیش کریں، جس میں اب تک کیے گئے قانونی اور انتظامی اقدامات اور مزید ضروری اصلاحات شامل ہوں۔

🔹 جمہوری اقدار کی بالادستی:
اسپیکر ملک محمد احمد خان نے کہا کہ نوآبادیاتی دور کے جابرانہ قوانین کو ختم کر کے جمہوری اصولوں اور عوامی ضروریات کے مطابق قانون سازی کرنا وقت کی اہم ضرورت ہے۔

🔹 عوامی مرکزیت پر زور:
قانون سازی کو عوامی ضروریات اور جدید جمہوری تقاضوں سے ہم آہنگ کرنے کا عزم کیا گیا تاکہ حکمرانی مزید شفاف اور مؤثر بنائی جا سکے۔

"The Punjab Assembly’s Committee on Law Reforms and Delegated Legislation has called for “decolonising” and reforming archaic laws, replacing them with citizen-centric frameworks.

A meeting of the body, empowered under the amended Rules of Procedure, held here on Tuesday, presided over by Speaker Malik Muhammad Ahmed Khan, directed the Punjab law secretary to submit a comprehensive report on the status of implementation of 18th Amendment, legal and administrative steps taken, or needed to be taken, in the province to fully realise the potential of the amendment and to align the governance with constitutional principles and democratic norms.

The speaker reiterated the need to replace colonial-era, oppressive frameworks with modern, democratic, and citizen-focused legislation."

پنجاب حکومت کو پبلک سیفٹی کمیشن کے قیام کی ہدایت!

پنجاب اسمبلی کی قانون سازی اصلاحات کمیٹی کے حالیہ اجلاس میں پولیس کی جوابدہی اور شفافیت کو یقینی بنانے کے لیے پبلک سیفٹی اور کمپلینٹس کمیشنز کے فوری قیام کی ضرورت پر زور دیا گیا۔

اجلاس کی اہم نکات:

کمیٹی نے اس بات پر اتفاق کیا کہ پولیس کی آزادی کے ساتھ ایک مضبوط ادارہ جاتی احتسابی نظام ہونا ضروری ہے تاکہ عوام کا اعتماد بحال کیا جا سکے۔
منتخب نمائندوں نے واضح کیا کہ جمہوری معاشرے میں عوام کے نمائندے ہی پولیس کو جوابدہ بنا سکتے ہیں، نہ کہ محکموں کے افسران۔
حکومت کو ہدایت دی گئی کہ دو ہفتوں کے اندر پبلک سیفٹی کمیشن تشکیل دیا جائے، اور قانون میں موجود رکاوٹوں کو دور کرنے کے لیے اصلاحات کی جائیں۔
عدالتی ہدایات پر عمل درآمد کا فقدان:
Express Tribune کی ایک رپورٹ کے مطابق، عدالت نے حکومت کو بارہا پبلک سیفٹی کمیشنز کے قیام کی ہدایت دی ہے، لیکن اب تک کوئی عملی قدم نہیں اٹھایا گیا۔ کمیٹی نے اس پر تشویش کا اظہار کیا اور حکومت کو فوری عملدرآمد کا پابند بنایا۔

پبلک سیفٹی اور کمپلینٹس کمیشنز کا قیام پولیس آرڈر 2002 کے تحت لازم ہے تاکہ پولیس کا احتساب ممکن ہو۔
جمہوریت میں منتخب نمائندے عوام کو جوابدہ ہیں، نہ کہ محکموں کے سیکریٹریز۔ وزراء کو اپنے محکموں پر مکمل اختیار دینا ہوگا تاکہ جمہوری نظام مضبوط ہو۔
اٹھارہویں ترمیم کے تحت صوبائی خودمختاری اور قانون سازی میں حائل رکاوٹوں پر غور کیا گیا۔
اسپیکر ملک محمد احمد خان نے کہا کہ پولیس کی آزادی اور جوابدہی کے درمیان توازن ضروری ہے۔ پولیس کی آزادی کو مضبوط اداروں اور موثر احتساب کے بغیر کامیاب نہیں بنایا جا سکتا۔
