Eid Congregation at the University of Peshawar'
A Memorable Tradition and Its Background.!!!

In the mid-1990s, when I had the honor of serving as Director Administration at University of Peshawar, a blessed and memorable tradition was established on the campus. It was the regular arrangement of the Eid congregation within the university’s vast and green surroundings—an event that not only strengthened the academic environment but also connected the surrounding communities with the university in a spirit of unity.
This noble initiative was undertaken at the wish and patronage of the then Dean of the Faculty of Islamic Studies, Mrs. Jamila Saddal. Her vision and religious commitment inspired the idea that Eid prayer should be held in a dignified and organized manner within such a great center of learning, so that students, teachers, employees, and people from nearby villages could stand together in a single row and participate in this collective act of worship.

Planning and Administrative Arrangements;

To achieve this objective,a comprehensive plan was devised.A formal committee was constituted under my convenorship,with representatives from various departments of the university.
The committee worked diligently on several key aspects:
Selection of a spacious and suitable venue for Eid prayer
Arrangement of prayer rows, carpets, and orderly alignment
Provision of sound system, sermon arrangements, and appointment of the Imam
Traffic management and parking discipline
Cleanliness,water supply, and essential security arrangements۔
After careful consideration, it was decided that the Eid congregation would be held in the large open ground in front of Hostel No. 2—an ideal location due to its openness, greenery, and capacity to accommodate a large gathering.

A Grand and Inspiring Gathering;

When the first Eid congregation was held, its scale and beauty exceeded all expectations.The then Principal of Islamia College'Prof.DrRashid Farooqi led the prayer as Imam.
A large number of university faculty, students, administrative staff, and their families participated. People from surrounding villages also joined in great numbers.
It was a remarkable scene where:
scholars and teachers,
students—the architects of the future,
hardworking employees, and
simple villagers
all stood shoulder to shoulder in a single line—without distinction or difference, united only by the spirit of devotion to Almighty Allah.
This gathering went beyond the performance of prayer; it fostered social harmony, brotherhood, and a deep sense of unity between the university and the local community.

Continuity of the Tradition;

This was not a one-time event.The Eid congregation continued for several years, growing each year in size, organization,& enthusiasm. It became a cherished tradition of the university—one eagerly awaited and considered a great blessing to attend.

Changing Circumstances and Security Concerns;

However, over time, the regional situation began to change. The presence of militant elements from Afghanistan—commonly referred to as the Taliban—created increasing security concerns across the region.
Large public gatherings were no longer free from risk. In an open and sensitive environment like the university,ensuring the safety of thousands of participants became a serious challenge. The administration, acting with responsibility and foresight, decided to first limit and eventually suspend the congregation in order to safeguard human lives from any potential threat.

Concluding Reflection;

Although circumstances brought this beautiful tradition to a halt,its memories remain alive in our hearts.The Eid congregation at the University of Peshawar demonstrated that educational institutions are not merely centers of learning—they are also strong pillars of spirituality, brotherhood, and social cohesion.
It stands as a shining chapter in the history of the university and a reminder that when intentions are pure and leadership is sincere, even institutions of learning can serve as places that unite hearts just like houses of worship.

پاکستان کی سول سروس ایک نوآبادیاتی ورثہ ہے، جو آج کے معاشرتی تقاضوں سے پوری طرح ہم آہنگ نہیں ہو سکی۔ یہ موضوع حکمرانی، تاریخ اور انتظامی ڈھانچے کے حوالے سے ایک اہم اور جاری بحث کا حصہ ہے۔ اس کا سنجیدہ جائزہ لینے کے لیے ہمیں اس کے تاریخی پس منظر اور موجودہ حالات دونوں کو سامنے رکھنا ہوگا۔
نوآبادیاتی پس منظر اور ساختی ورثہ
پاکستان کی سول سروس کی جڑیں برطانوی دور کے انڈین سول سروس میں ملتی ہیں، جو برطانوی حکمرانوں نے برصغیر پر کنٹرول برقرار رکھنے کے لیے قائم کی تھی۔
اس نظام کی نمایاں خصوصیات یہ تھیں:
مرکزی اختیار (Centralized authority)
مضبوط درجہ بندی اور حکم کا سخت نظام
ترقی کے بجائے امن و امان پر زیادہ زور
اشرافیہ پر مبنی اور محدود رسائی والا تقرری نظام
1947 میں آزادی کے بعد پاکستان نے اسی ڈھانچے کو تقریباً جوں کا توں برقرار رکھا، صرف اس کے نام اور تنظیمی پہلوؤں میں تبدیلی کی گئی۔
یہ نظام ہمارے معاشرے سے غیر ہم آہنگ کیوں سمجھا جاتا ہے؟
ناقدین کے مطابق، اصلاحات کے باوجود اس نظام میں اب بھی نوآبادیاتی ذہنیت کے اثرات موجود ہیں، جو ایک جدید، جمہوری اور فلاحی ریاست کے تقاضوں سے مطابقت نہیں رکھتے۔
اہم مسائل درج ذیل ہیں:
1. بالا سے زیریں طرز حکمرانی (Top-down Governance)
پالیسی سازی اکثر اوپر سے نیچے کی طرف ہوتی ہے، جس سے عام شہریوں، خصوصاً دیہی اور پسماندہ علاقوں کے مسائل نظر انداز ہو جاتے ہیں۔
2. بیوروکریٹک سختی (Bureaucratic Rigidity)
نوآبادیاتی دور کے قوانین اور طریقہ کار آج بھی فیصلہ سازی کو سست اور جدت کو محدود کرتے ہیں۔
3. اشرافیہ پن اور کمزور احتساب (Elitism & Limited Accountability)
سول سروس کے عہدوں سے جڑی ہوئی مراعات اور تحفظ بعض اوقات جوابدہی کے نظام کو کمزور کر دیتے ہیں، جس سے عوامی خدمت کے بجائے اختیار پر مبنی رویہ فروغ پاتا ہے۔
4. عوامی خدمات کی فراہمی میں کمزوریاں (Service Delivery Gaps)
اداروں کی کمزوریوں کے باعث:
عوامی خدمات میں تاخیر
محکموں کے درمیان کمزور رابطہ
وسائل کا غیر مؤثر استعمال
اس نظام کے حق میں دلائل
یہ بھی حقیقت ہے کہ پاکستان کی سول سروس نے کئی مواقع پر ریاست کے استحکام میں اہم کردار ادا کیا ہے، خاص طور پر سیاسی عدم استحکام کے ادوار میں۔
اس نے:
انتظامی تسلسل برقرار رکھا
قومی پالیسیوں پر عملدرآمد یقینی بنایا,
قدرتی آفات اور ہنگامی حالات کا نظم سنبھالا,
ادارہ جاتی یادداشت کو محفوظ رکھا
بہت سے افسران نے دیانت داری اور لگن کے ساتھ تعلیم، صحت اور ضلعی انتظامیہ کے شعبوں میں نمایاں خدمات انجام دی ہیں۔
اصل مسئلہ:مکمل خاتمہ کس نہیں بلکہ بامقصد اصلاحات کا ہے۔
آج کا اصل چیلنج اس نظام کو ختم کرنا نہیں بلکہ اسے جدید تقاضوں کے مطابق ڈھالنا ہے۔ دنیا کے کئی ممالک نے نوآبادیاتی ڈھانچوں کو جدید خطوط پر استوار کر کے کامیاب ماڈل قائم کیے ہیں۔
پاکستان کے لیے ممکنہ اصلاحات میں شامل ہو سکتے ہیں:
اختیارات کی نچلی سطح تک منتقلی (Local governments کو مضبوط کرنا)،
کارکردگی پر مبنی احتسابی نظام
ڈیجیٹل گورننس اور جدید سروس ڈلیوری،
پالیسی سازی میں عوامی شمولیت
جدید تقاضوں کے مطابق مسلسل تربیت

نتیجہ:
پاکستان کی سول سروس ایک نوآبادیاتی ماضی سے جڑی ضرور ہے، مگر اس کا مستقبل اس بات پر منحصر ہے کہ اسے کس طرح جدید خطوط پر استوار کیا جاتا ہے۔ اسے ایک فرسودہ ڈھانچے کے طور پر رد کرنے کے بجائے ایک ایسے نظام کے طور پر دیکھنا چاہیے جو اصلاحات کے ذریعے عوام دوست، شفاف اور مؤثر بنایا جا سکتا ہے۔
اگر اس میں بروقت اور بامقصد تبدیلیاں کی جائیں تو یہی سول سروس پاکستان کی قومی ترقی کا ایک مضبوط ستون بن سکتی ہے—جو موجودہ دور کے سماجی، معاشی اور جمہوری تقاضوں سے مکمل ہم آہنگ ہو۔

سعودی حکومت تیزی سے روشن خیالی آرٹ کلچر کی طرف قدم بڑھا رہی ہے اور یہ مجسمہ یا بت سعودی عرب کے مدینہ شہر کے قریب ایک وادی میں نصب کیا گیا ہے اس کا نام نجمہ ہے خاتون یوگا اسٹائل میں ہاتھ کھولے بیٹھی ہے اس کی آنکھیں بند ہیں اور وہ قدرت اور خاموشی جو اس وادی میں اس کے اردگرد چھائی ہوئی ہے اس کے ساتھ جڑنے کی کوشش کر رہی ہے

عرب میں اسلام کے ظہور اور عروج کے بعد یہ پہلا موقع ہے کہ کسی مجسمے یا بت کو سرزمین عرب میں نصب کیا گیا ہو یہ مجسمہ ایک امریکی خاتون آرٹسٹ Lita Albuquerque نے بنایا ہے اور اس نجمہ نامی بت یا مجسمے کو Astronaut یعنی خلاباز کہا گیا ہے آرٹسٹ کے بقول اسے صحرا میں رکھنے کا مقصد یہ ہے کہ ایسی پرسکون جگہوں پر بہتر طریقے سے آسمان ستاروں پر غور و فکر کیا جا سکتا ہے ۔
