Quetta: The 59th Extraordinary General Meeting (EoGM) of the Board of Directors of PPHI-Balochistan was held at the Head Office, Quetta, under the chairmanship of Mr. Munir Ahmed Badini. The meeting comprehensively reviewed institutional performance, governance matters, and strategic priorities aimed at strengthening primary healthcare delivery across Balochistan in alignment with the Essential Package of Health Services (EPHS) and the Universal Health Coverage (UHC) framework.
The Board confirmed the minutes of the 58th Extraordinary General Meeting and reviewed progress on previously approved decisions. Detailed updates were presented on system strengthening, digital transformation, service expansion, procurement reforms, and financial management improvements undertaken during the last quarter.
A significant portion of the meeting focused on the strategic transformation of Basic Health Units (BHUs) into comprehensive 24/7 BHU Plus facilities. The Board reviewed approval for the conversion of 45 single-shift BHUs into fully functional round-the-clock BHU Plus centers with enhanced human resources and service capacity. In addition, expansion of telehealth services to 150 additional BHUs was discussed, including the establishment of a high-performance Telehealth Command Center in Quetta, equipped with specialist connectivity, satellite-enabled outreach to remote facilities, hybrid power backup systems, and modern IT infrastructure.
The Board was informed that under PSDP draft of FY 2026-27, Rs. 2 billion has been earmarked for upgrading selected BHUs to BHU Plus status, Rs. 1 billion earmarked for telehealth expansion, and Rs. 1.5 billion earmarked for strengthening nutrition services within primary healthcare, with an additional matching grant expected to further enhance nutrition interventions. These allocations were acknowledged as a major policy step toward strengthening preventive, promotive, and curative services at the primary care level.
Progress on ERP implementation, including Finance and HR modules, was presented in detail. Structural redesign of the Chart of Accounts, transition to a PPHI-B specific financial architecture, HRMIS district-level access, automation of recruitment systems, and digital performance monitoring were noted as key governance milestones aimed at improving transparency, accountability, and operational efficiency.
The Board appreciated reforms in the medicine supply chain system, including centralized procurement improvements, savings of Rs. 214 million through rationalized purchasing, distribution of Drug Testing Laboratory-cleared essential medicines to districts, and revision of medicine quotas based on facility performance indicators such as OPD utilization, MNCH services, and telehealth consumption. Supply of DHIS materials, night monitoring of 24/7 labor rooms, and strengthened reporting compliance were also reviewed.
Deliberations were held on formal adoption and structured operationalization of the EPHS framework in Balochistan, including integration of mental health and non-communicable disease services at the primary care level. The proposal to procure essential psychotropic medicines at BHUs and to constitute a committee for EPHS implementation was discussed to ensure systematic rollout.
The Board further considered recommendations of the Procurement and HR Committee, including policy matters related to employment regulations, recruitment of laboratory technicians for upgraded BHU Plus facilities, activation of the official digital domain and HR portal, and related institutional governance decisions. In compliance with Section 159 of the Companies Act, 2017, deliberations were also held regarding fixation of the number of Directors to be elected in the forthcoming Extraordinary General Meeting. Reconstitution of the Board’s Monitoring and Inspection Committee was likewise considered.

The Board reaffirmed its commitment to strengthening primary healthcare as the foundation of the provincial health system through institutional reforms, digital governance, equitable service delivery, and sustainable expansion of quality healthcare services to underserved and remote communities across Balochistan.
