وزارة المواصلات تطلق حزمةً جديدةً من خدمات شؤون النقل البحري

أطلقت وزارة المواصلات حزمة جديدة من الخدمات الإلكترونية التي تخص معاملات السفن الكبيرة وشؤون البحارة، وذلك عبر موقعها الإلكتروني الرسمي.
وتشمل الحزمة الجديدة 10 خدمات بحرية إلكترونية تختص بمعاملات السفن الكبيرة، و4 خدمات بحرية إلكترونية تختص بمعاملات شؤون البحارة؛ وذلك ضمن جهودها المستمرة لتطوير الخدمات الإلكترونية، وتلبية توقعات المستفيدين، وتعزيز جودة حياتهم، وتمكينهم من تنفيذ معاملاتهم بسهولةٍ ويسر، في أقل وقتٍ، ومن أي مكان.
وتشمل الخدمات العشر التي تخص معاملات السفن الكبيرة: إصدار شهادة المراقبة الإصحاحية للسفن، إصدار شهادة التسجيل الدائم للسفن الكبيرة، خدمة الرسوم السنوية للسفن المسجلة تسجيلا دائما تحت العلم القطري، خدمة تجديد التسجيل المؤقت، شهادة التمديد للسفن القطرية، شهادة الإعفاء من المتطلبات البحرية الدولية، شهادة صلاحية الملاحة، طلب إفادة عدم ممانعة من الاعلان عن التحذير الملاحي، وإصدار شهادة التسجيل المؤقت والتي تكون لمدة ثلاثة أشهر للسفن التي يرغب ملاكها بتسجيلها تحت العلم القطري لأول مرة حتى يتم إنهاء إجراءات التسجيل الدائم.
أما الخدمات الأربع التي تخص شؤون البحارة فتشمل خدمات إصدار، وتجديد، وتعديل الإقرار الخاص بالاعتراف بشهادة النظام العالمي للاستغاثة والسلامة البحرية المعروفة عالميًا بشهادة GMDSS، فضلاً عن خدمة إصدار بدل فاقد لهذا الإقرار.
وبهده المناسبة، قال الدكتور أحمد ناصر الكواري، المكلف بمهام مدير إدارة نظم المعلومات بوزارة المواصلات: "إن أتمتة وإطلاق هذه الحزمة الجديدة من خدمات شؤون النقل البحري يعزز من جهود وزارة المواصلات الرامية إلى تحقيق مزيدٍ من التحول الرقمي في جميع خدماتها بما يسهم في رفع كفاءة الخدمات، وتسهيل إنجاز المعاملات، وتبسيط الإجراءات، وتحسين تجربة المستخدم، انسجامًا مع استراتيجيتها الهادفة الى تطوير قطاع نقلٍ داعمٍ للتطوّر التكنولوجي والابتكار وتحقيق التميز في تقديم خدمات حكومية متكاملة، وإتاحتها بشكل ميسّر في أي وقتٍ، ومن أي مكان."
وأضاف الدكتور الكواري إن وزارة المواصلات ستواصل أتمتة المزيد من خدماتها لتعزيز تجربة المتعاملين، وتحسين جودة الحياة، وذلك ضمن الجهود الوطنية الشاملة التي تهدف إلى استمرارية الارتقاء بمستوى الخدمات الحكومية المقدمة للأفراد والشركات، ورفع كفاءة العمليات الإدارية الحكومية، وزيادة مستوى الشفافية والانفتاح الحكومي.
ويوفر الموقع الإلكتروني لوزارة المواصلات حزمة كبيرة من الخدمات الإلكترونية الخاصة بشؤون النقل البري والنقل البحري، ما يوفر على المتعاملين الوقت والجهد.

MOT Automates, Launches 14 More Maritime Transportation e-Services

The Ministry of Transport is done with automating 14 more services related to maritime transportation affairs.
Now electronic and accessible via the MOT’s official website, the 14 fresh e-services cover the transactions related to big vessels, 10 in total, and seafarers’ affairs, 4.
The 10 big vessel e-services cover ship sanitation, permanent registration, provisional registration, annual fees, renewal of provisional registration, extension certificate, exemption certificate, certificate of seaworthiness, issuing NOL for the announcement of a navigational warning, and penalties record and payment.
The 4 seafarers’ affairs e-services cover the issuance, renewal, amendment to, and the issuance of a replacement of the endorsement attesting the recognition of GMDSS operator certificate. GMDSS, or the Global Maritime Distress and Safety System, is an international maritime safety system mandated by the IMO under the SOLAS convention.
Beneficiaries can now apply for those e-services anytime, anyplace, thereby saving time and effort.
“The automation by the MOT of this new package of maritime transportation services enhances the Ministry’s efforts for wider digital transformation of all its services, aiming for better efficiency, simpler transactions, streamlined procedures, and better user experience in step with its strategy that aims at modernizing the transportation industry in a fashion that supports the technological advancements and innovation, and excels in providing integrated government services and making them simpler, more available, and more accessible anytime, anyplace,” said MOT’s Information Systems Department Acting Director, Dr. Ahmad Nasser Al-Kuwari.
He added that the MOT will continue automating more services to enhance the user experience, and improve the quality of life of all beneficiaries as part of the overall national efforts that aim at further improving the quality of government services provided to individuals and businesses, boosting efficiency in government administration through automation of functions and state-of-the-art applications, and developing a more open government with enhanced participation from all parties.
The official website of the MOT provides multiple e-services related to land and maritime transportation affairs, which users can access and apply for, anytime, anyplace, saving them time and effort.

دولة قطر تشارك في اجتماعات لجنة السلامة التابعة للمنظمة البحرية الدولية

شاركت دولة قطر في اجتماعات لجنة السلامة البحرية (MSC 111)، التي عقدت في مقر المنظمة البحرية الدولية بلندن خلال الفترة من 13 إلى 22 مايو 2026.
وتأتي مشاركة دولة قطر في إطار دعم الجهود الدولية الرامية إلى تعزيز السلامة والأمن البحري، وتطوير الأطر التنظيمية ذات الصلة، بما يسهم في تعزيز التعاون بين الدول الأعضاء في المنظمة البحرية الدولية.
وناقشت اللجنة خلال اجتماعاتها عدداً من الموضوعات المهمة المتعلقة بالسلامة والأمن البحري، من أبرزها السفن ذاتية القيادة، وسلامة استخدام الوقود البديل، إلى جانب عدد من القضايا الفنية والتنظيمية المرتبطة بتطوير قطاع النقل البحري.
وخلال الاجتماعات، أكد وفد دولة قطر الدائم لدى المنظمة البحرية الدولية على أهمية ضمان سلامة وأمن الملاحة البحرية، وحماية البحارة، وضمان الحركة الآمنة للسفن التجارية في مضيق هرمز والمناطق المحيطة به، مع التشديد على أهمية الحفاظ على حرية الملاحة وحق المرور العابر وفقا للقانون الدولي، إلى جانب دعم الجهود الدولية الرامية إلى تقديم المساعدة للسفن والبحارة المتأثرين في عرض البحر.

Qatar Takes Part in IMO MSC 111

The State of Qatar, represented by the Qatar Mission to the IMO, took part in the 111th Session of the International Maritime Organization's Maritime Safety Committee (MSC 111), held at the IMO headquarters in London from May 13th to May 22nd, 2026.
Key topics discussed included maritime safety and security, particularly for the maritime autonomous surface ships, and draft workplans for the development of a safety regulatory framework to support the reduction of GHG emissions from ships using new technologies and alternative fuels.
During the session, the Qatari team emphasized the importance of safe and free maritime navigation, protection and wellbeing of seafarers, free and safe passage of merchant ships through the Strait of Hormuz and nearby waters, and free sailing and passage as per the international laws. They also affirmed their unwavering support for the efforts aimed at providing the necessary help and assistance to ships and seafarers impacted offshore.
The Qatar Mission to the IMO actively participates in IMO’s technical meetings as Qatar continues supporting the international efforts aimed at ensuring maritime safety and security, and developing relevant regulatory frameworks, thereby enhancing collaboration among the IMO Member States.
