Stories of change - Fadwa El-Kheir

“Here I’ve learnt the difference between discussion and dialogue.”

When Fadwa El-Kheir joined Dialogue group in Bweyale refugee settlement in Uganda 🇺🇬, she didn’t expect how deeply the experience would shape her understanding of peace. Here Sudanese youth whom have fled the ongoing conflict, are finding new ways to talk with one another, not at one another.

In a context where peacebuilding has long been driven by elites and formal negotiations, these dialogues organised by Life & Peace Institute and their partners, with support from Sweden 🇸🇪, open space for those most affected by violence to take the lead.

A large part of the Sudanese civil society is relocated to Uganda, which is one of the countries hosting large shares of those who have fled the war. The war in Sudan has displaced more than 12 million people and led to one the biggest ongoing humanitarian crises. Civil society continues to build confidence, empathy, and the practical skills to resolve conflict among their communities.

The EU acknowledges the inherent rights of the Sudanese people to freedom, peace, and justice, and reiterates its steadfast commitment to accompanying Sudan in its efforts to preserve its unity and territorial integrity, and to achieve lasting stability, democracy, and sustainable prosperity.

Dear followers of the Embassy’s page,

I’m pleased to introduce myself as Sweden’s Special Envoy for Sudan and Head of Mission for the Embassy of Sweden in Khartoum, which is currently operating from Stockholm. I’m replacing Ambassador Anna Block Mazoyer in this role, and firstly I would like to thank the Ambassador for her dedicated and outstanding work for the past two years. I will do my best to continue Ambassador Block Mazoyer’s efforts to represent Sweden in Sudan as well as internationally, steered by the clear goal of the Swedish Government to contribute to peace and stability in Sudan.

Since August this year, Sweden also has a senior diplomat, Minister-Counsellor Johan Bäverbrant, who is covering Sudan from Addis Ababa, Ethiopia. I look forward to working closely with Mr. Bäverbrant and the rest of Team Sweden, including the Swedish International Development Cooperation Agency (Sida), which is the main government agency distributing Swedish aid to Sudan. Last year alone, the amount of Swedish aid to Sudan totalled more than 82 Million US dollars, making Sweden one of the world’s largest national donors to Sudan.

It's an honor and privilege for me to be working with Sudan again. From year 2012 to 2015 I served as Deputy Head of Mission at the Swedish Embassy in Sudan and I lived in Khartoum together with my family for three years. My family and I have many fond memories from Sudan and its friendly people. From the swirling Dervishes in Omdurman and camping outside Jebel Aulia, to the sunsets over the Merowe pyramids and visiting the Nubian house in Karima, we enjoyed all of it enormously and we were always greeted with the utmost hospitality from the Sudanese people. In fact, when our second daughter was born in 2014, we decided to give her the middle name Noor, which of course is Arabic for “light” (well-aware of its etymological masculine origin in classical Arabic).

I pray for the people of Sudan and I hope that “noor” will soon replace the dark horrors of war in the country. The human suffering from the ongoing conflict is almost incomprehensible. Sweden and the European Union will continue to call for a ceasefire to the current hostilities, humanitarian access to all civilians in need, a transition to an inclusive civilian government, as well as full accountability for any atrocities and war crimes committed. The rich and beautiful country of Sudan deserves peace and prosperity, but the fate of its future can only be decided by Sudan itself.

I look forward to hopefully visiting Sudan again soon, and I remain committed to the important task of fostering good relations between Sweden and Sudan in the years to come. 🇸🇪🇸🇩

"As fighting continues unabated in North Darfur, Sudan, hundreds of thousands of civilians are trapped in and around the city of El Fasher besieged by the Rapid Support Forces (RSF). All trade routes and supply lines have been cut off, and humanitarian organisations have been unable to deliver lifesaving aid for over a year. Even communal kitchens, which have been feeding civilians across the country on the frontline of the humanitarian response, have had to shut down due to food shortages. The price of food staples is surging, leaving families unable to afford basic items even when they are available. People are starving as a result: famine was confirmed in the internally displaced persons (IDP) camps close to El Fasher in August 2024, has spread since and is expected to spread further during the current lean season. Rising cases of cholera exacerbate the worst effects of malnutrition. Over 60 people have already reportedly died from malnutrition during the past week.

The civilians of North Darfur – especially women and girls – have been exposed to horrific violations, including alarming rates of conflict-related sexual violence, since the onset of the conflict in April 2023. Attacks on civilian infrastructure, including markets and hospitals, have left the population with no access to healthcare. Recent reports shed light on the large-scale and repeated violations of international humanitarian law perpetrated by the RSF in Zamzam IDP camp in April 2025, where over 1,500 civilians are said to have been killed. In El Fasher, civilians are reportedly being killed as they try to exit the city. The recent attack on Abu Shouk IDP camp killed at least 40 civilians according to local sources. The International Criminal Court’s Office of the Prosecutor stated in July 2025 that there are reasonable grounds to believe that war crimes and crimes against humanity have been, and continue to be, committed in Darfur.

Similar famine-like conditions and dreadful attacks persist in other areas of Sudan, especially in the Kordofans due to brutal hostilities across the states and the ongoing siege of Kadugli.

This cannot continue.

All parties to the conflict are responsible for the protection of civilians in Darfur and Kordofan. Both the Sudanese Armed Forces (SAF) and the RSF made clear commitments in the Jeddah Declaration (May 2023) to respect international humanitarian law and international human rights law. We urge all parties to demonstrate their compliance with this commitment by guaranteeing the immediate, unconditional, safe and unhindered humanitarian access to populations in need as well as protecting and preventing violations against civilians, in particular women and children and including humanitarian personnel, and civilian infrastructure at all times.

To this end, we specifically call on the RSF and their allies to halt the siege on El Fasher, as requested under the United Nations Security Council Resolution 2736 (2024). We urge the RSF to grant a humanitarian pause for rapid, safe and unconditional humanitarian access to the people in need and safe passage of civilians to leave areas of active hostilities on a voluntary basis, in the direction they choose.

We further call on the SAF to renew their agreement to this humanitarian pause in El Fasher and put in place the necessary approvals to facilitate the work of humanitarian organisations.

We reiterate our call on the SAF to permanently open the Adré border crossing point for humanitarian actors, to lift bureaucratic impediments and to allow timely delivery of humanitarian and basic needs assistance across the country.

We call on all parties to urgently allow UN-led convoys and sustained UN presence, including senior international staff, across Sudan’s territory, especially in the Darfurs and Kordofans, to enable the rapid scale up of humanitarian assistance to the population in need.

We stand with the people of Sudan and humanitarian organisations – local and international – who are working tirelessly and under extremely challenging conditions to assist them. Civilians must be protected, and humanitarian access must be granted. Accountability must be ensured."

Dear everyone,

This is my last week as Special Envoy for Sudan. It has been two years of sadness, because of the horrendous situation in Sudan. International humanitarian law, as well as human rights, must be respected by all the belligerent parties, including refraining from using hunger, arson, sexual violence and torture as weapons, aiming civilians, including children and women.

But it has also been two years of admiration of the resilience of the Sudanese population, women, men, and children, who, despite the devastating situation continue to help those in need and to stand up for the rights of everyone. I have had the honour and pleasure of meeting so many outstanding Sudanese. You have given me the strength to do my best, together with hardworking colleagues, to keep on working to ameliorate the situation. Thank you.

Although I will be moving on to a new position, I will never forget the warmth and intelligence of the Sudanese I have met. And I will continue praying every day for peace in Sudan.

The Embassy of Sweden in Khartoum, currently working from Stockholm, will continue its efforts under the leadership of my very competent successor.

في ظل انهيار الخدمات الصحية في #السودان، لم يتبقَّ سوى 5 أجهزة رنين مغناطيسي تخدم أكثر من 39 مليون شخص، في وقت تزداد فيه الحاجة للتشخيص المبكر والمنقذ للحياة.

في خطوة حيوية لتلبية الاحتياجات الصحية، يعمل برنامج الأمم المتحدة الإنمائي على تزويد مستشفى حلفا الجديدة في ولاية كسلا بجهاز رنين مغناطيسي حديث، ما يساهم في تحسين خدمات الرعاية الصحية لأكثر من مليوني شخص، بينهم 56,000 نازح من 11,000 أسرة فرّوا من مناطق النزاع.

يأتي هذا التدخل الحيوي بتمويل من مركز الملك سلمان للإغاثة والأعمال الإنسانية، لتعزيز قدرة النظام الصحي في ظل واحدة من أسوأ الأزمات الإنسانية التي يشهدها السودان.
