OUR VISION
A society in which Citizens’ rights and franchises in electoral processes are exercised in a free, fair, transparent, and credible manner.

OUR MISSION
CEO is to promote civic education through the involvement of local authorities, community Base Organization(CBOs), Civil Society Organizations (CSOs), Disabled Person Organizations (DPOs), Youth groups, the media, and other stakeholders in the electioneering processes to enhance free, fair, transparent, and credible elections.

OUR AIM
Our aim is to monitor all electioneering processes across the country including voter registration campaigns, non-violent campaigns, voter education campaigns, first–time voter education before, during, and after every election.

OUR OBJECTIVES
1. To effectively sensitize the public about electioneering processes.
2. To conduct a nationwide voter registration campaign and monitoring of the entire process.
3. To continuously conduct first-time voter’s education sensitization in learning institutions and communities.
4. To promote nationwide non-violent advocacy campaigns.
5. To effectively monitor the conduct of all elections with the aid of Ultra-Modern Automated ITC Systems.
6. To effectively collaborate with other local and international Election Management Bodies (EMBs).
7. To conduct consultancy, research and outsourcing activitives of electoral processes and procedures.

ABOUT CEO
The Coalition of Election Observers (hereinafter known as CEO) is a local election monitoring and public education platform established like other National and International Independent Observers. CEO was founded by an initial membership of forty (40) Civil Society Organizations (CSOs) and Community Base Organizations (CBOs) and presently we have over sixty-nine (69) Civil Society Organizations (CSOs) and Community Base Organizations (CBOs) from the 16 districts across Sierra Leone as founding members. Our sole mission is to protect the votes and mandate of the electorates before, during, and after elections in a free, fair, transparent, and credible manner in Sierra Leone.For the first time in the history of Sierra Leone, we will be using an Ultra-Modern Automated ITC System to conduct real-time monitoring of our elections.
