At the 45th ordinary session held on 14th July 2014 in Accra Ghana, the ECOWAS Heads of States adopted the Strategic Framework for the establishment of national early warning and response centres in member states.

At the 45th ordinary session held on 14th July 2014 in Accra Ghana, the ECOWAS Heads of States adopted and signed the Strategic Framework for the establishment of National Early Warning and Response Centre in member states.
As a result, the President of the Republic Sierra Leone signed an Executive order on 29th June 2020 to authorize the establishment of the National Early Warning and Response Mechanism Coordinating Centre (NEWRMC) in the Republic of Sierra Leone. The Executive Order triggered the setting up of the Statutory Board, the appointment of the Director, the recruitment of staff members and the provision of office space for the Centre. The Statutory Board is chaired by the Honorable Vice President (Dr. Mohamed Juldeh Jalloh) of the Republic of Sierra Leone, and comprises the following: The Minister of Defense, National Security Coordinator, Minister of Internal Affairs, Attorney General and Minister of Justice, Minister of Foreign Affairs and International Cooperation, Minister of Finance, Minister of Planning and Economic Development , The Minister of Health and Sanitation, The Minister of Local Government and Rural Development, The Minister of Lands, Housing, and Country Planning, and the Environment, head of the opposition party in parliament, representative of civil society organization etc. The Centre was officially opened by the Honorable Vice President of Sierra Leone and the ECOWAS Commission President on13th September 2021.
The Director of the National Early Warning and Response mechanism Coordinating Centre (NEWRMC) also known as the National Centre for the Coordination of Response Mechanism (NCCRM) is responsible for the day to day running of the Centre. It has a clear mandate designed mainly along five (5) thematic areas bordering on human security and peace. The thematic areas include:
 Crime and Criminality
 Environment
 Human Rights and Good Governance
 Health
 Security
