*FACE 2 FACE CAMPAIGN TEAM CONSTRUCTS BRIDGE FOR THE PEOPLE OF ALPHA MORLAI COMMUNITY, CONSTITUENCY 119, WARD 417.*

The F2F Campaign Team has on Sunday, the 26 of April, 2020 constructed a bridge at the Alpha Morlai community in the Eastern part of the capital city to ease the movement of people and vehicles around the community.

For over a decade now, the people of constituency 119, Ward 417 have been suffering to get easy movement around the community and beyond, due to the absence of a constructed bridge.
According to the community people, many lives have been lost there including children trying to get over the bridge, especially during the rainy season, when the bridge will become a *"Dead Zone"* for crossing.

The bridge is connecting many streets and communities in the constituency, among them are; *Hook street, William St, Sankay St, Metzeger St, Lunar St, and the main Old Road and Black Hall road.*
School going children and students use this bridge to get to school, the community people use it to go to the market, mosque, church and to do other important movements.

The community people have over the years been calling on NGOs, politicians, etc to help them construct this bridge, but no positive response from any of them, even the current and past Members of Parliament and Councillors could not rescue them. They then decided to approach the former *NATIONAL GRAND COALITION (NGC)* aspirant for councilor in Ward 417, *Mr. Ibrahim Turay* to help them construct this bridge.

Mr. Ibrahim Turay confirmed that the people have been struggling access around the community for a very long time, and when they met him, he welcomed their ideas and promised to help them. He them decided to approach the *F2F Campaign Team* to help him undertake this project. According to him, after the Face 2 Face Campaign Team had done all their assessment, they promised to take up the project.

*Let’s Do Things Properly: Present The COVID-19 Regulations to Parliament*

*Hon* . *Kandeh* *Yumkella*

With all due respect to all of us in this noble House, who are all in this forum, a string of press releases from State House, various ministries, departments and the police do not constitute β€œregulations” for a State of Public Emergency (SoPE). In fact, it is becoming chaotic with a new release by some entity every other day. We need to protect the president, and also elevate our standard of governance by playing our legislative role properly. Please see below the regulations for COVID-19 for Kenya (where we spent a lot of money on a study tour for MPs). It has a proper title, code number and was duly gazetted. It serves as an omnibus bill to cover several measures.

During our last session on March 26, 2020, I moved a motion for the regulations of the SoPE to be presented to Parliament within two weeks. The motion was seconded by the Leader of Government Business and carried unanimously by the full house. This was the same way the SoPE itself was approved. The Deputy Minister of Justice assured us that they will have such regulations ready for our session on April 7th. Suddenly that session was cancelled indefinitely. A motion passed by parliament requiring documents to be presented to Parliament (or for a person to appear in front of Parliament) has β€œvires” meaning power or force of law. So I still maintain that the government should present the SoPE regulations to Parliament to avoid illegality of emergency actions and violations of rights. Presenting the regulations is a demand by Parliament based on a motion approved by the full house. It can only be set aside by another motion of Parliament. It is bad governance to arbitrarily disregard constitutional provisions and resort to governing by decree. I am sure that Mr. President does not want to govern by decrees through press releases. So we should support him by acting as responsible legislators.
