Since its inception, the Petroleum Unit was established as an autonomous entity with the overall mandate in conducting independent regulatory functions.
The Petroleum Regulatory Agency was formed by an act of Parliament in 2014, but prior to its existence, there was the Petroleum Unit that reported to the ministry of Trade and Industry, the ministry supervising the downstream Petroleum industry in Sierra Leone. The Petroleum Unit was created through the services of industry experts to effectively manage, Monitor, supervise and co-ordinate the oper
ations of the petroleum downstream sector. This arrangement is widely documented as one of the success stories of trade liberalization drivers within the Sierra Leone economy. In as much as there were successes under the Petroleum Unit, there were still bottle necks within the petroleum downstream industry, this led to the establishment of the Petroleum Regulatory Agency, which is a statuary body, empowered to carry out the following:
Issuance of license and regulate the importation, refining , storage, transportation and distribution of petroleum products in a bid to ensure their regular supply to users at reasonable standard prices, and the efficient administration and enforcement of the enactments relating to downstream petroleum activities.
