Western Bahr El-Ghazal State Representative Briefs State Assembly on National Political and Security Situation

The Representative of Western Bahr El-Ghazal State to the National Council of States in Juba, Hon. Louis Vito Akuar, on Monday briefed the leadership of the Western Bahr El-Ghazal State Legislative Assembly on the prevailing political and security situation in South Sudan.
Speaking during a consultative meeting in Wau, this morning Hon. Vito urged the leadership of the state parliament to prioritize peacebuilding and security awareness campaigns, particularly at the grassroots level, ahead of the anticipated 2026 general elections. He emphasized that community engagement and civic education are essential to ensuring a peaceful and credible electoral process.
Hon. Vito noted the overall security situation in Wau remains calm and stable. However, he expressed concern over the challenges facing members of the State Legislative Assembly, including prolonged salary delays, lack of statutory entitlements, and the absence of a conducive working environment. Despite several formal requests submitted to the state government, these issues remain unresolved. He revealed
“In the event that the state government fails to address these concerns, honorable members should consider submitting a formal petition to the Council of States for intervention,” Hon. Vito advised.
Meanwhile, the Chairperson of the Information, Culture, and Sports Committee and official spokesperson of the Western Bahr El-Ghazal State Legislative Assembly, Hon. Joseph Maud, affirmed that the citizens of Western Bahr El-Ghazal are prepared for the 2026 general elections without any extension of the transitional period.
Maud appealed to the leadership of the National Council of States to urgently address the challenges confronting lawmakers in Wau and to help mobilize development partners to support the effective functioning of the State Legislative Assembly.

Legislative Assembly Passes Western Bahr El-Ghazal Customary Law for the first time in history

The State Legislative Assembly of Western Bahr El-Ghazal passed the Western Bahr El-Ghazal Customary Law Bill 2024 into law, marking a historic in formalizing traditional justice system.
The bill was passed after several sittings and amendments, with the final resolution made during the ordinary sitting No. 24/2025 on Monday.
The deputy Speaker of WBG, RT. Louis Pasquale Aleu chaired the sitting and highlighted the significance of the new law for the people of Western Bahr El-Ghazal State.
“This law is a very important document to the people of Western Bahr El-Ghazal because it introduces fines for various crimes and sets forth rights base on bills agreed upon by the community representative from the three counties; Wau, Raga and Jur-River”. He explains
Aleu emphasis that, the customary law would aid courts in addressing crimes such as murder, r**e, theft, adultery, and other offenses.
“Understanding this law would help reduce criminal activities, and we are going to distribute it to other states in order to address issues involving Wau citizens”. He noted
According to him, the Western Bahr El-Ghazal customary law will take effect once signed by Governor Emmanuel Primo soon.
This law replaces the previously used Wanalel law by the traditional courts and also it will help the modern court and other law enforcement agencies to ensure their alignment with the constitution while persevering the cultural heritage of the region.

The Speaker of the Transitional Legislative Assembly of Western Bahr El-Ghazal has established an AD-HOC Committee to address concerns regarding examination fees in the state.
According to Article 114(a) of the Conduct of Business Regulations 2022 and Article 68(1) of the WBGS Constitution 2011 (as amended), RT. Hon. Andal Wadatalla Nasir has appointed the following members to the committee:
1- Hon. Gabriel Gok Mawien - Chairperson.
2- Hon. Emmanuel Martin Hassan - Deputy Chairperson.
3- Hon. James Giir Wol - Member
4- Hon. Andal Mohammed - Member
5- Hon. Fordos Angelo - Member
The committee's mandate includes:
Verifying the actual examination fees for the 2024/2025 academic year as provided by the National Ministry of Education.
Visiting and monitoring schools to oversee the examination fee charges.
Filing and submitting a report to the Speaker’s office within seven market days.
