​COMMISSIONER HON. DAVID NAYEE LOMOR APPROVES MAJOR UPGRADE FOR RIWOTO PRIMARY SCHOOL AND NEW TEACHER TRAINING HUB
​KAPOETA NORTH | April 14, 2026 — The Press Unit of the Office of the Commissioner announced that Hon. David Nayee Lomor has officially approved the total renovation and expansion of Riwoto Primary School. This follows a productive meeting today with the development committee to finalize plans under the World Bank Education Project.
​In a major win for our community, the Commissioner revealed that Riwoto will not only be a primary school but will also serve as a Teacher Training Institute. This means our local teachers will finally have a modern place right here in Kapoeta North to upgrade their skills and learn the best ways to teach our children.
​What this means for our people:
​Better Schools: We are replacing old, broken buildings with modern classrooms and safe dormitories for students.
​Stronger Teachers: By training our own teachers locally, we ensure our children receive the highest quality education.
​Support for Families: This project focuses on our Pastoralist Community, making sure every child has a desk, a book, and a fair chance to succeed.
​Following the vision of H.E. Gen. Louis Lobong Lojore, Governor of Eastern Equatoria State, Hon. David Nayee Lomor is committed to making Riwoto a "Center of Excellence." We are not just building walls; we are building the future of our children and our county.

​KAPOETA NORTH — Commissioner Hon. David Nayee Lomor today distributed start-up kits to TVET catering graduates, primarily women, urging them to launch independent enterprises. He further announced that the next phase of equipment distribution will target graduates in tailoring, hairdressing, and electrical works.
​The Commissioner’s office extends sincere appreciation to the ADRA Kapoeta North Field Office for their vital partnership in skill-building. Hon. Nayee called upon ADRA to expand this initiative to empower more youth. By equipping these diverse technical sectors, the county continues to build a resilient foundation for local economic growth.

Commissioner of Kapoeta North county Hon. David Nayee Lomor Spearheads Modern Urban Planning Initiative in Nadomeit Boma; Urges Legal Land Allotment to Prevent Encroachment

​KAPOETA NORTH – In a strategic move to modernize local infrastructure and secure property rights for citizens, the Commissioner of Kapoeta North County, Hon. David Nayee Lomor, conducted a high-level community engagement yesterday with the residents of Nadomeit Boma, Najie Payam.
​The consultative meeting focused on the critical transition from informal settlements to a structured, cadastral survey system. Addressing a packed assembly, the Commissioner emphasized the administration’s commitment to equitable land distribution and the formalization of tenure.
​Upholding the Rule of Law in Land Administration
​Commissioner Lomor issued a stern warning against the "informal land market" and unauthorized demarcations. He urged the community to remain vigilant against individuals attempting to bypass state protocols.
​"Do not be misled by those seeking to acquire land through back-door channels or without valid Title Deeds," the Commissioner stated. "Security of tenure can only be guaranteed through the legal allotment process. Any transaction conducted outside the government’s land registry is void and leaves you vulnerable to future displacement."
​A Call for Strategic Investment
​The Commissioner highlighted that the upcoming land survey and demarcation exercise is a golden opportunity for local families to secure their future. He encouraged residents to formally apply for residential and commercial plots, emphasizing that these documents are not just papers, but assets for the next generation.
​"He urge every head of household to apply for plots for yourselves and your children. By securing a Leasehold Certificate or Land Allotment Letter today, you are guaranteeing a footprint in the organized development of Najie Payam," Lomor added.

Commissioner Lomor lauded the people of Nadomeit Boma for their unwavering "patriotism and alignment with the government's developmental roadmap." Today, he had the privilege of visiting Nakeke, Kapoeta South, alongside the Commissioner of Kapoeta South County and His Worship the Mayor of Kapoeta Municipality.Our joint mission followed the recent clashes in the area,with a clear focus on restoring harmony and addressing the concerns of both the local community and the miners.
During his address to the residents and stakeholders,he highlighted the following key pillars for a prosperous and peaceful mining environment:
1. A Spirit of Hospitality and Coexistence
he want to extend his deepest gratitude to the Karengak community for their remarkable hospitality.By welcoming people from all sections and tribes of South Sudan to prospect in their ancestral lands,you have proven yourselves to be true peace-lovers.he urged everyone to maintain this spirit of unity;our diversity should be our strength, not a source of conflict.
2. Safety and Environmental Responsibility
A major concern raised by locals involves the open pits and shafts left behind by miners.These unsecured excavations are a hazard to both human movement and livestock.The Directive:he have instructed all miners to practice "backfilling." Once a claim is exhausted, you must cover the holes to protect the community’s animals and ensure the land remains safe for all.
3. Rule of Law and Conflict Resolution
Cooperation between "town miners" and the local population is non-negotiable.
No Vigilantism:he explicitly stated that no individual is allowed to take the law into their own hands. Any disputes regarding mining claims or personal grievances must be channeled through the proper authorities on the ground.
Zero Tolerance for Violence: The rampant use or triggering of fi****ms at mining sites is strictly prohibited.Anyone found violating this will face the full force of the law.
4. Health, Hygiene, and Family Support

HON COMMISSIONER David Nayee Lomor had the pleasure of hosting a high-level delegation from KOICA (Republic of Korea) to discuss critical development interventions in Kapoeta North County.
​he highlighted the life-changing impact of the KOICA-funded project that has been instrumental in strengthening food security and providing our farmers with the tools to withstand climate shocks.
​However, our work is far from over. he took this opportunity to formally urge KOICA and our international partners to expand their support. While we are making strides in agriculture, our people still face dire needs
in:
1. ​Water Security: Permanent solar-powered water solutions to combat drought.
2. ​Healthcare: Improved maternal health services and medical supplies.
3. ​Education: Better infrastructure for our children and vocational skills for our youth.
​Kapoeta North is ready for growth. We call on the donor community to join us in moving from emergency relief to sustainable resilience.
