Serious issue

Members of Central Equatoria State Committee for the Resolution of Conflict in Terekeka, are calling on the ministry of animal resources to come up with policies that will govern cattle rearing in the country.
Secretary of information on the committee Clement Maring Samuel says cattle must be registered with the ministry to provide adequate services which will help protect the cattle from various diseases and reduce raiding.
He further called on cattle owners to add value and monetize the commodity for economic gain as opposed to just keeping it for prestige.
Meanwhile deputy chairperson for the committee bishop Paul Modi Farajalla, says there is need for the introduction of mobile schools to educate cattle owners.
He says this will in future expose them to other forms of income generating activities and effectively contribute to the development of the country.
Bishop Farajalla says youths in the cattle camps are potential leaders for South Sudan, hence the need to help address literacy among them.

The Transitional National Legislative assembly has summoned three government officials to answer questions about various infrastructure projects in Juba.

In a letter dated January, 8th, the TNLA asked Minister of Information, Michael MakueiLueth, Central Equatoria State Governor Emmanuel Adil Anthony and the Minister of Land, Housing and physical infrastructure Michael Changiek to appear before members of parliament next Thursday at 11 A.M.

Information Minister Makuei was summoned to answered questions regarding the disappearance of the South Sudan Broadcasting or SSBC antenna which was located in Hai Gonya area.

Makuei is also expected to give answers to the operation of telecom companies that are installing telephone antennas in residential areas without guidance from the communication authority.

Central Equatoria Governor Adil and Land, Housing and physical infrastructure minister Changiek were summoned to answer questions on development of private plots in residential areas for commercial purposes.

-State deputy chairperson must be a member of State Liberation Council.
COUNCIL.
- SPLM State Secretary is to be recommended by the State Chairperson to SPLM Secretary general for appointment.
-The State Liberation Council will be only 35 members as a Resolution of the State Chairpersons during their training induction.

State Organ/Assistant Secretries:

-SPLM (5) five State Assistants Secretaries in the State shall be recommended by the State Secretary to the St state Chairperson for appointment.
-The State Liberation Council shall be constituted to 35 members as to bring it to the required members as resolutions of state Chairpersons during the training but according to the SPLM constitution 2008 amended 2016 the State Liberation Council is originally 51 members.
-County Liberation Council to be reconstituted to only 21 members and 15 members in payam and 11 for boma levels.

County Level Structures:
- All County Commissioners are to be the SPLM County Chairperson if appointed person is SPLM member, but in case the Commissioner is not SPLM member then the SPLM County Chairperson will be different.
-The County Secretary will be recommended by State SPLM Secretary and appointed by the State Chairperson who shall lead to establishment of the County Liberation Council.

1- Condidate must be a long Committed member of the SPLM.
2- Having background of being a politically trained.
3- Minimum Qualifications of Diplma and above.
4- Capability of winning confidence through initiatives and hard work.
5- Organizational and managerial ability.
6- Mass mobilization skills and experiences.

UN have welcomed the decision made by President Kiir calling it "Brave Decision ".
UN is also calling on Dr. Riek Machar Teny to compromise like Kiir and urging him to accept President Salva Kiir proposed 10 States plus 3 Administrative areas namely

● Greater Pibor Administrative area
● Ruweng Administrative area
● Abyei Administrative area.

They said of Dr. Machar should Compromise and appreciate Kiir's decision and move on for the sake of peace.

According to reports Dr. Riek the IO leader is expected to be in Juba between today and tomorrow.

Today a delegation of SPLM youth league Former Jubek state led by Chairman participated in SPLM national Youth Conference organized by the SPLM youth league national office to Support recent decision taken by H. E the President of the republic Comrade Salva Kiir Mayardit to revert the country back to 10 states . In the conference, all the youth gathered welcome the decision of H. E the President and promised to rally behind the would be formed transitional government of national unity . Among the delegation who accompanied the chairman include secretary of political affairs and mobilization SPLM youth league Former Jubek state Comrade Eng Cosmas and Secretary of finance , SPLM youth league Former Jubek state Comrade Dr Emmanuel Terensio.
Among the agenda during deliberations, the youth discussed many strategies to encounter the possible political challenges in the coming transitional period and their readiness in peaceful political process .

The consultative meeting called by the government and other stakeholders this afternoon has resolved to have 32 states and Abyei Administrative.
The meeting included state governors, members of parliament, SPLM party youth, civils society, and religious leaders among others.
The consultations follow a request early this week, during the IGAD meeting in Addis Ababa, where the President asked for time off to come back to Juba and consult, after failing to reach an agreement with the main opposition SPLA IO on the issue. He is expected to report back to IGAD mediators tomorrow, 15th February.
