THE FORMATION OF MHADM
On 27th of June 2006, the First Vice President of the Republic of Sudan and President of the Government of Southern Sudan, vide His Presidential Decree Number 146/2006, transformed SRRA into Southern Sudan Relief and Rehabilitation Commission (SSRRC). Since then, the SSRRC has been engaged in coordination and facilitation of relief assistance, repatriation, rehabilitation, resettlement, reintegration and reconstruction activities, mainly for Internally Displaced persons (IDPs) and Refugees. The interim period stipulated in the CPA provided a midterm general elections for Sudan. As a result, the elected President of GoSS recognized the importance of looking beyond short term humanitarian assistance and shifting from relief to development. This required formulation of policies that regulate and streamline humanitarian work in Southern Sudan; and also to engage in a wider scope of disaster management, establishment of early warning system, hazards mitigation, preparedness and swift response to disasters. In order to address the root causes of vulnerability and to mitigate the future risk of disasters far and beyond the humanitarian support which have been handled by the SSRRC. His Excellency the President of the Government of Southern Sudan issued Decree No. 62/2010 and decree No. 73/2010 ordering the restructuring of the Government of Southern Sudan and subsequently establishment of the Ministry of Humanitarian Affairs and Disaster Management (MHADM) with a mandate to oversee all humanitarian work in Southern Sudan. While RRC remains an independent institution with all its mandate and functions, but operates in coordination with the Ministry, being the principle implementing body for humanitarian operations in Southern Sudan. The MHADM has corresponding institutional and constitutional linkages with other stakeholders and direct supervision and coordination with the RRC as its implementing institution for humanitarian operations in Southern Sudan.
