HON. VIATO WANI SWAKA MEETS WITH LULUGGU VILLAGE COMMUNITY OF TOKIMAN WEST, RAJAF PAYAM – JUBA COUNTY

The Minister of Housing, Land and Public Utilities, Hon. Viato Wani Swaka, met with the Luluggu Village Community of Tokiman West, Rajaf Payam - Juba County, to discuss key issues and challenges affecting the community.
During the meeting, community members congratulated Hon. Viato Wani Swaka on his appointment by the leadership of Central Equatoria State and expressed their confidence in his leadership.
In his remarks, Hon. Viato assured the community of the ministry's commitment and support in addressing the challenges facing the area. He emphasized the importance of cooperation between the government and local communities in promoting development and improving service delivery.
The Minister also thanked the community for their warm reception, support, and congratulatory message, reaffirming his dedication to serving the interests of the people of Central Equatoria State.

MINISTER VIATO WANI SWAKA LAUNCHES OFFICIAL SOCIAL SURVEY OF PURDA RESIDENTIAL AREA, GUDELE

The Minister of Housing, Land and Public Utilities, Hon. Viato Wani Swaka, officially launched the Social Survey of Purda Residential Area in Gudele (Kugi), marking an important step toward improving planning and service delivery in the area.
Speaking during the launch, the Chairman of the Committee, Leone Lemi, stated that this is the first time since 2012 that a minister has taken such a serious initiative to conduct a social survey in the area. He emphasized that residents urgently need basic services such as roads, clean water, and improved security.
Executive Chief of Nyaying “A” Court, Chief Remijo Tongun Swaka, said the community had gathered to bless the land and affirmed that they have no conflict with anyone. He added that the community welcomes all the 64 tribes living in the area and stressed that everyone deserves a place to live peacefully as one united community.
In his remarks, Hon. Viato Wani Swaka said the people struggled for many years to achieve peace and stability, and that the government is committed to ensuring citizens benefit from development and public services.
“We fought for many years so that our people could live in peace. Today, I approve this initiative because the citizens of Purda have suffered for so long. As the Government of Central Equatoria State, we are here to serve our people,” he said.
The Minister further called upon residents to cooperate fully with the committee to ensure the smooth implementation of the social survey exercise.

MINISTER OF HOUSING, LAND AND PUBLIC UTILITIES, HON. VIATO WANI SWAKA, CONDUCTS BRIEF MEETING WITH ENGINEERS AT THE DIRECTORATE OF SURVEY
Monday, 25th May 2026 –
The Minister of Housing, Land and Public Utilities, , conducted a brief meeting with engineers and senior surveyors at the Directorate of Survey to discuss progress, challenges, and the way forward in strengthening the Master Plan and improving service delivery to the people.
During the meeting, the engineers highlighted a number of challenges facing the directorate, including inadequate office space to accommodate staff, lack of mobility for field work, shortage of high-resolution computers, absence of a GIS Laboratory for the Central Equatoria State Master Plan, lack of GPS equipment, and the urgent need for upgrading in some areas within Juba. They also raised concerns about limited cooperation between engineers at the county level and the three blocks of Juba City Council.
The Director of Survey, Eng. David Diko, added that issues of overlapping land demarcation and community surveying remain major challenges. He emphasized the need for a scanner to digitize and preserve soft copies of the Juba Master Plan, as well as addressing security concerns faced by surveyors while carrying out duties on the ground.
In his remarks, Hon. Viato Wani stressed the importance of cooperation and teamwork among the different directorates in overcoming the existing challenges. He assured the engineers and surveyors that the ministry would work closely with the state government and the Governor of Central Equatoria State, , to address issues related to computers, GPS equipment, the Master Plan, and overlapping responsibilities.

Hon. Viato Wani Swaka Minister of Housing, Land and Public Utilities attended a coordination meeting convened by the Minister of Culture, Youth and Sports Hon. Bush Buse together with the Mayor of Juba City Council and the Commissioner of Juba County to discuss the mapping of playgrounds and recreational spaces within Juba County and Juba City, in line with Council of Ministers Resolution No. 08/2026.
During the meeting, the committee resolved that each institution shall nominate two senior officials to form a joint technical team that will support and coordinate the implementation process.

MINISTER VIATO WANI CALLS CONSULTATIVE MEETING WITH JANDURO AND TOKIMAN LOKATA COMMUNITIES OVER BORDER DISPUTE IN KARILEK
Thursday, 07/05/2026 – Juba
Hon. Viato Wani Swaka convened a consultative meeting involving the two communities of Janduro and Tokiman Lokata of Tokiman Boma, Rajaf Payam, regarding the border dispute in Karilek.
Speaking during the meeting, the Director of Lands in the Ministry, Eng. Juma Nanthana, urged the two communities to resolve the matter in a peaceful and constructive manner that will promote long-term coexistence and unity among the people.
Eng. David Diko, Director of Survey, emphasized that while the Ministry serves as the governing institution, the communities themselves are the rightful custodians of the historical boundaries. He therefore called upon local leaders, chiefs, elders, and women representatives to actively engage in dialogue and work together toward a peaceful settlement.
In his concluding remarks, Hon. Viato Wani encouraged the two communities to prioritize the common good of Tokiman Boma and to revive the spirit of brotherhood and peaceful coexistence demonstrated by their forefathers, who lived together with mutual respect and honor for the land.

Governor Emmanuel Adil Anthony has renewed his call to reclaim public spaces and recreational centers that are currently occupied. He cited a recent Council of Ministers memo directing the State Minister of Culture, Youth and Sports, in coordination with the Juba County Commissioner and the Mayor of Juba City Council, to map and assess the status of all public spaces and recreational centers for appropriate action by the State Government. He made the remarks while officiating the opening of Juba Dream Park on Tuesday evening.
Governor Adil commended former Governor Clement Wani Konga for envisioning the refurbishment of the park. He noted that the project has now been completed in line with Vision 2040, which identifies human development and livable cities as a major pillar.
While thanking the Bahgat Group, an Egyptian company, for implementing the project, Governor Adil stated that the park will strengthen family bonds, improve mental wellbeing, create job opportunities, and provide a safe environment for children to play and for leisure. He reaffirmed the State Government’s commitment under his leadership to invest in recreation, sports, and culture. He also called on development partners and the business community to invest in the construction of more parks and recreational centers.
The Egyptian Ambassador to South Sudan, H.E. Amb. Hazem Mamdouh Fawzy, described the project as an example of the strong bilateral relationship between Egypt and South Sudan. He pledged Egypt’s support for additional projects that promote development and progress in South Sudan.

The Central Equatoria State Council of Ministers, in its ordinary sitting chaired by Governor Emmanuel Adil Anthony, approved a memorandum presented by Hon. Bush Buse, Minister of Culture, Youth, and Sports, on a mapping exercise to review the status of playgrounds and recreational centers/spaces within Juba County and Juba City Council.
The Council directed the Minister to implement the exercise in collaboration with the State Ministry of Housing, Land and Public Utilities, the Juba County Commissioner, and the Mayor of Juba City Council. The findings are to be submitted within three weeks.
The meeting also reviewed the general security situation across the State, which was reported to be calm. The State Government is advancing peace initiatives to ensure communities remain engaged for peaceful coexistence following two days Rokon Peace Consensus.

The Central Equatoria State Council of Ministers in it's ordinary sitting has reaffirmed its commitment to strengthening the Open-Door Policy to encourage potential investors to explore opportunities in the State. The move aims to promote economic growth and unlock new avenues for development.
The resolution was made during the Council’s ordinary meeting chaired by Governor Emmanuel Adil Anthony. In his capacity as the Chair of the Council, Governor Adil emphasized the importance of unity, strong leadership cooperation, and called on the Ministers to exhibit effective and impactful governance in terms of services and performances at their various ministries.
On the other hand, the Cabinet under the leadership of the Governor also expressed gratitude to President Salva Kiir Mayardit, for approving the establishment of Yei University in a bit to widen access to higher education across the State.
The Cabinet members also deliberated on a range of challenges affecting service delivery and government operations with focus on improving efficiency within State institutions to better serve the public.
The meeting concluded with the Council underscoring that a welcoming investment climate, combined with stronger institutions, is key to driving Central Equatoria’s economic recovery and long-term growth.
