Japan Provides USD 14.77 Million for Peace and Humanitarian Support in South Sudan

The Government of Japan will provide USD 14.77 million in urgent humanitarian and development assistance to the people of South Sudan under its Supplementary Budget for Fiscal Years 2025–2026. This new cross-sectoral package will be implemented in partnership with international organizations.

Japan’s Official Development Assistance (ODA) is guided by the principle of “human security,” which emphasizes protecting the lives and livelihoods of individuals as the highest priority. South Sudan continues to face severe humanitarian challenges, including flooding, food insecurity, and the ongoing impact of prolonged conflict. In response, this assistance aims to stabilize the most vulnerable communities by delivering emergency food aid, improving health and sanitation services, expanding educational opportunities, and supporting other critical needs.

Moreover, Japan is committed to supporting the implementation of the peace agreement through close cooperation with key regional bodies such as the RJMEC (Reconstituted Joint Monitoring and Evaluation Commission), CTSAMVM (Ceasefire Transitional Security Arrangements Monitoring and Verification Mechanism), and IGAD (Intergovernmental Authority on Development).

The Government and people of Japan have stood firmly with South Sudan since before its independence. Japan remains a reliable partner across key sectors including food security, health, education, humanitarian assistance, peacebuilding, and governance, which are essential for South Sudan’s transition towards sustainable development.

We firmly believe that lasting peace and stability are indispensable for achieving sustainable economic growth and improving the lives of South Sudanese people. Japan will continue to stand with South Sudan in its pursuit of a peaceful, resilient, and prosperous future.

On 4 March, Chargé d’Affaires ad interim Mr. OYAMA Hiromoto welcomed Ms. Yayoi Segi‑Vltchek, UNESCO Country Representative for South Sudan, to the Embassy for a discussion on UNESCO’s work in education, culture, world heritage and community support, as well as future cooperation.
In South Sudan, where mobility constraints and limited internet access persist, radio remains a vital source of trusted information, contributing to peace, community dialogue, and preparations for the 2026 elections.
As Japan’s ODA policy places emphasis on human security especially in view of empowerment of individuals, Japan supports UNESCO’s efforts to improve access to information, including assistance for the reconstruction of state radio stations and community radio initiatives that help connect communities and provide reliable information.
We thank Ms. Segi‑Vltchek for her visit.

3月4日、小山臨時代理大使はユネスコ南スーダン事務所の瀬木弥生・ヴルチェク所長を当館にお迎えし、教育、文化、世界遺産、コミュニティ支援に関する取組や、今後の協力について意見交換しました。
南スーダンでは、移動の困難さやインターネット利用の制約から、ラジオが依然として重要な情報源であり、平和促進やコミュニティ間対話、また2026年選挙に向けた信頼できる情報提供に不可欠です。
日本は「人間の安全保障」を重視し、その中でも個人のエンパワメントとの観点から、南スーダン各地の国営放送(州ラジオ局)の再建支援やコミュニティラジオ局の設立など、ユネスコが取り組む“市民の情報アクセス向上”の活動を引き続き支援しています。こうした取組は、地域をつなぎ、市民が信頼できる情報にアクセスできる環境づくりに寄与するものです。瀬木所長、ご来館ありがとうございました。

【Joint Statement on Attack in Ruweng】
The Delegation of the European Union as well as the Embassies of Canada, France, Germany, Ireland, Japan, the Netherlands, Norway, Switzerland, the United Kingdom and the United States are appalled by the March 1 assault in Abiemnhom County in the Ruweng Administrative Area. This brutal attack resulted in at least 169 deaths, including children and other civilians.
Those responsible for these atrocities must be held to account. South Sudan’s leaders have to work together to end violence and re-establish peace across the country.

【Joint Statement on the Massacre in Pankor, Ayod County】

The Delegation of the European Union as well as the Embassies of Canada, France, Germany, Ireland, Japan, the Netherlands, Norway, the United Kingdom and the United States are appalled by credible reports of a deliberate massacre of civilians on 21 February in Pankor village, Ayod County, Jonglei State, reportedly perpetrated by forces linked to the South Sudan People’s Defence Forces (SSPDF).

We call for an immediate cessation of hostilities and a return to inclusive and meaningful dialogue between all parties to the ongoing conflict in South Sudan. This attack occurs amid a disturbing surge in violence across Jonglei State. Those responsible for such crimes, and for fuelling escalating violence, must be brought to justice, regardless of status or political connections.

【Statement on the Killings of Humanitarian Workers】

The Embassies of Canada, France, Germany, Japan, Kenya, the Netherlands, Norway, the United Kingdom, and of the United States of America, as well as the Delegation of the European Union, condemn in the strongest terms the recent killings of humanitarian workers in South Sudan.

On February 7, a staff member of a national implementer for UNICEF-supported projects was killed in Baliet County.

On the morning of February 16, a WFP private contractor working as a Drop Zone Coordinator was murdered in Ngueny, Nasir County, Upper Nile State.

On February 13, armed assailants murdered an IMA World Health nurse at his home in Wunbiem, Ayod County, Jonglei State.

These heinous attacks on humanitarian workers are unacceptable, as are the high risks to which those seeking to help the South Sudanese people have long been exposed. The Embassies call on the transitional government to take immediate action to end the escalating conflict, prevent further targeting of humanitarian personnel, hold perpetrators accountable, and ensure the safety of those providing life-saving assistance to the South Sudanese people.

We renew our call for the transitional government to prioritize peace and take urgent steps to prevent further escalation of violence. We express our deepest condolences to the families and the colleagues of the victims.

On 18 February, Chargé d’Affaires ad interim Mr. OYAMA Hiromoto welcomed the newly appointed Governor of Western Equatoria State, H.E. Daniel Badagbu Rimbasa.

Governor Badagbu expressed his appreciation for Japan’s support and outlined his vision to promote peace, stability and development in Western Equatoria. While Mr. Oyama emphasized Japan’s commitment to supporting peace and stability in South Sudan, he noted his concern over the damages to humanitarian workers and facilities in South Sudan, and conveyed that it is essential to protect them in order to effectively deliver Japan’s support. Both sides agreed to continue exploring the possibility of potential cooperation aimed at achieving peace, stability and development in Western Equatoria.

2月18日、小山臨時代理大使は、西部エクアトリア州の新任ダニエル・バダグブ・リンバサ知事を迎え、意見交換を行いました。同知事は、日本の支援への謝意を述べるとともに、同州の平和・安定と発展を促進するための考えを説明しました。小山臨時代理大使からは、南スーダンの平和と安定に向けた日本の支援へのコミットメントを伝えつつ、当国での人道支援関係者や施設の被害への懸念を述べ、日本の支援を効果的に届けるためには、そうした関係者の安全の確保が欠かせないことを伝えました。双方は、同州の平和・安定と発展に向けた協力の可能性を引き続き模索していくことで一致しました。

On 29 Jan 2026, Ambassador ODAGIRI Toshio had the honor of welcoming His Majesty King Atoroba Peni Rikito Gbudue, Sovereign of the Azande Kingdom at his residence. Also in attendance were Hon. Pia Philip Michael, Undersecretary of the Ministry of Peacebuilding, Mr. Simon Mbirongua, and Mr. Abraham Mabior, Director of World Vision.
Both parties had a meaningful exchange of views on H.M. King Atroba’s vision regarding the potential of agriculture in promoting peace and development in Western Equatoria. The Ambassador Odagiri expressed his appreciation for the King’s efforts and both sides agreed to continue exploring potential cooperation aimed at achieving peace and development in Western Equatoria and its surrounding areas.

On January 28, 2026, Ambassador ODAGIRI Toshio received a courtesy visit from Ambassador Moussa Djama Ali, the IGAD Special Envoy to South Sudan at his residence.
They discussed the importance of continued regional and international engagement in supporting peace and stability in South Sudan. They also reaffirmed the urgent need for inclusive political dialogue among South Sudan’s political parties and key signatories to the R-ARCSS, as well as the need for an immediate cessation of hostilities, in order to address the current political challenges.

【Statement on Attack Against WFP Convoy】

The Embassies of Canada, France, Germany, Japan, the Netherlands, Norway, the United Kingdom, and of the United States of America, as well as the Delegation of the European Union, condemn the recent attacks on and looting of twelve World Food Programme boats in Upper Nile State. The convoy carried over 1,500 metric tons of food intended to feed 73,000 people in need.

We urge the transitional government to take prompt actions to recover the food as well as other resources stolen from implementers that were aboard the boats. Our countries’ taxpayers’ funding for humanitarian assistance in South Sudan should achieve the greatest possible life-saving impact.
Attacks on humanitarian and medical facilities are entirely unacceptable.

We call on South Sudan’s leaders, of all parties and at all levels, to create conditions that ensure the unhindered delivery of assistance to their people enduring famine, malnutrition, and conflict-driven displacement.

The Embassies of Canada, France, Germany, Japan, the Netherlands, Norway, Switzerland, the United Kingdom, and of the United States of America express grave concern about the recent violence in Jonglei and Eastern Equatoria, as well as other parts of the country. We call on all parties to agree to an immediate cessation of hostilities and to resolve issues through peaceful dialogue. We renew our call for all parties to guarantee safe and unhindered humanitarian access.

On January16, 2026, Ambassador ODAGIRI Toshio received Ambassador Maj Gen (Rtd) George Aggrey Owinow, the Interim Chairperson of the RJMEC, at his residence.
Both sides exchanged views on the challenges posed by the draft peace agreement amendments and the RJMEC's positions. They also shared understanding that the cessation of hostilities and immediate ceasefire are essential for holding elections, and that accelerating the unification of forces and establishing its command structures in accordance with the peace agreement are key to achieve sustainable peace.

2026年1月16日、小田切敏郎大使はオウィノウRJMEC(再活性化された合同監視評価委員会)暫定議長をお迎えしました。
両者は、和平合意改正案が有する課題とRJMECの方針について意見交換しました。また、両者は、敵対行為の停止と即時停戦が選挙実施に不可欠であり、和平合意に沿った統合軍の編成加速化と指揮構造の確立が持続的な和平達成の優先事項であることについて認識を共有しました。
