Today, as we commemorate World Metrology Day, I am reminded that the science of measurement
‘metrology’ is the silent, essential foundation of all that we do at the National Communication Authority - NCA.

Whether we are managing the radio frequency spectrum to ensure seamless 4G connectivity, setting quality-of-service standards for our operators or protecting consumers in the growing digital financial market, accuracy is our mandate. Without precise measurement, the infrastructure required for South Sudan’s digital transformation would simply not function.

To all our technical teams who work behind the scenes to ensure our standards remain world-class: thank you for your commitment to excellence.

Today, we join the global community in celebrating World Metrology Day. A day that commemorates the signing of the Metre Convention in 1875 as a foundational milestone that established a global framework for scientific and industrial alignment.

While often unseen, the science of measurement is the invisible backbone of our digital world. From the precise frequency spectrums that power our 4G and broadband networks to the rigorous standards used to ensure the quality of digital services, accuracy is fundamental to everything we do.

At the NCA, we prioritize precision and international standards to ensure that South Sudan’s digital infrastructure is reliable, secure, and fair. By championing measurement excellence, we are building a foundation of trust for the nation's digital transformation.

The National Communication Authority - NCA was honored to participate in the Global Symposium for Regulators (GSR-26) held in Ankara, TĂźrkiye with a delegation headed by the Director of Spectrum Management, Eng. Dut Col Dut.

Convened under the theme, “Navigating the Digital Frontier”, this year’s symposium brought together global regulators, policymakers and digital stakeholders to shape regulatory pathways toward a more resilient, inclusive and future-ready digital ecosystem. A major milestone of the event was the development of the GSR-26 Best Practice Guidelines on “Regulatory Governance Essentials: The New Core Kit Regulators Need to Make Digital Markets Deliver.”

For the NCA, this high-level engagement provided an invaluable platform to exchange experiences, strengthen international partnerships and adopt global benchmarks. As we accelerate South Sudan’s digital transformation journey, aligning with these best practices reinforces our regulatory capability ensuring we build a secure, innovative and fully inclusive communications sector that empowers all citizens.

The Director General of the National Communication Authority Rizig Dominic Samuel today underscored the critical importance of advancing South Sudan’s Data Protection Bill 2025 during the ongoing validation workshop convened with Digital Rights Frontlines (DRF).

In his remarks, the DG emphasized that while the country has made significant progress with the recent cybersecurity legislation, data protection is the essential next step in safeguarding citizens in the digital age.

He highlighted that “if cybersecurity is about protecting systems, then data protection is about protecting people,” stressing the need to build trust in digital services, protect personal data, and support a secure and growing digital economy.

The DG further called on stakeholders to actively contribute to refining the Bill, noting that its strength will depend on collective input and shared commitment.

This workshop marks a key milestone in ensuring South Sudan establishes a robust, rights-based data protection framework aligned with national priorities and international best practices.

Building on recent cybersecurity legislation, this milestone initiative brings together government, private sector, civil society, and technical experts to refine a rights-based framework that safeguards personal data, strengthens trust, and supports a secure digital economy.

The two-day workshop focuses on reviewing key provisions, addressing implementation challenges, and ensuring alignment with regional and international best practices.
