Chol urges taxpayers to comply as the digital tax stamp system is introduced

The Commissioner of the Domestic Tax Division in South Sudan Revenue Authority Chol Paul Kur, has called on taxpayers across the country to fulfill their tax obligations, emphasizing that timely compliance is essential to keeping the nation afloat.

Commissioner Chol appealed during a stakeholder meeting held at the Radisson Blu Hotel in Juba on Tuesday, to discuss the introduction and implementation of the digital Tax stamp (DTS) systems.
A new initiative aimed at strengthening revenue collection and enhancing transparency in tax administration.

Addressing participants, Chol urged taxpayers to comply with tax regulations promptly to avoid penalties.

“We leaders who are doing revenue mobilization always say, comply at the right time. Don’t wait to file your return or to pay your tax when it is delayed, so that you should not attract penalties because our system has penalties,” he said.
He stressed that paying taxes on time is not only a legal obligation but also a civic responsibility.

According to him, tax compliance plays a vital role in supporting government services and sustaining national development efforts.

The commissioner further described tax payment as a patriotic duty that should make every citizen proud.
“All of us, including me, are taxpayers. So, as a taxpayer, feel proud that you pay taxes to your government,” Chol said.
He drew a comparison to the United States, saying, "In America, they say, 'I'm proud because I'm a businessman, and I pay my taxes to the government.”

“This is the slogan of each American citizen, and this is what I need to impart to you also,” he explained.

Chol expressed hope that greater awareness and commitment among taxpayers would eliminate tax evasion and underreporting of tax liabilities.

“Be proud because you are contributing to national development. If we agree on that, there will be no question of tax evasion or under-regulation of tax liability,” he added.

The introduction of the Digital Tax Stamp system is a move aimed at strengthening domestic revenue mobilization, curbing illicit trade, enhancing product traceability, and ensuring compliance with national tax and quality standards.

This push for modernization and campaign for the tax payment comes as South Sudan grapples with a severe economic downturn, as the nation has been almost entirely dependent on oil, which accounted for over 90 percent of its revenue.

Now, with oil revenue facing a setback due to major disruptions from the war in neighboring Sudan, the government is intensifying its campaign to collect non–oil revenue, turning its focus to taxes on citizens and businesses to keep the country afloat.

The Office of the Deputy Commissioner-General is pleased to announce a significant milestone in regional trade cooperation. On Wednesday, the Government of South Sudan officially received 10 hectares of land from the Government of Kenya for the construction of a dedicated dry port in Naivasha.

This allocation, made during the second term of former Kenyan President H.E. Uhuru Kenyatta, was formally handed over at the Naivasha Inland Container Depot. The South Sudan Revenue Authority (SSRA) Commissioner General, William Anyuon Kuol, confirmed the receipt of the land, emphasizing its importance in easing congestion at the Port of Mombasa and safeguarding South Sudan’s trade lifeline.

The dry port, located within the Naivasha Special Economic Zone, will be developed into an inland container depot. Once operational, it will reduce congestion at Mombasa, cut delays and storage costs, enhance cargo tracking and customs compliance, and expedite the delivery of goods to South Sudan. This initiative will provide traders with predictability and consumers with more stable prices for imported goods.

Kenya Revenue Authority Commissioner General Humphrey Wattanga highlighted the strategic role of inland depots in moving cargo away from the coast and into the hinterland. He noted that the Naivasha facility will serve not only Kenya but also transit cargo destined for neighboring countries, including South Sudan.

Cargo throughput at the Port of Mombasa reached a record 45.45 million metric tonnes in 2025, underscoring the urgency of improving clearance systems. South Sudan ranks third among countries whose cargo passes through Mombasa, reflecting its heavy reliance on the corridor.

This development represents more than infrastructure—it is a testament to regional cooperation and shared solutions to common challenges. The Naivasha dry port will serve as a new gateway, transforming congestion into connection and delays into timely delivery.

The South Sudan Revenue Authority (SSRA) conducted an inspection of the ongoing construction of the Custom exit road leading to the Rock City parking yard in Nimule.

The visit was led by Col. Wani Joseph Loku, Deputy Commissioner for Compliance and Enforcement, and Z**i Maksudi, Deputy Commissioner for Trade Facilitation at the Customs Division. The inspection underscores SSRA’s commitment to ensuring that infrastructure projects are implemented effectively while addressing community concerns.

The project, implemented by Rhino Stars and Supply, was initially scheduled to begin in July 2025 but commenced in November due to funding challenges. According to site and material engineer Apollo Robert, delays in fund disbursement have affected payments to workers, procurement of materials, and community compensation.

Community concerns regarding the installation of a culvert were also discussed. While some residents fear flooding if the culvert is not installed, others—including Hai Kenissa Primary School—worry that its placement could redirect water toward the school. Apollo Robert clarified that the culvert will be positioned along the natural water flow to prevent disruption.

Col. Wani Loku emphasized the importance of dialogue with local residents to resolve misunderstandings and ensure smooth progress.

This inspection reflects SSRA’s dedication to advancing infrastructure development that supports trade facilitation, strengthens compliance, and minimizes community disruptions.
