On this International Women’s Day, I am reminded that equality is not just a goal, but a prerequisite for national development. For South Sudan to thrive in the modern era, our digital landscape must be inclusive.

This commitment is at the heart of our flagship program Banat Initiative for Leadership & Digital Development. BiLDD is specifically designed to empower underprivileged young women by providing them with digital literacy skills and access to technology thus equipping them with the essential tools needed to participate and compete in the global digital economy.

By narrowing this divide, we are ensuring that the future of South Sudan is inclusive and driven by the leadership of all its citizens. When we invest in the digital empowerment of women, we are investing in the stability and prosperity of our entire nation.

I had the privilege of joining the Hon. Minister of ICT & Postal Services, Ateny Wek Ateny, in a high-level consultative meeting with the CEOs of MTN South Sudan, Zain and Digitel. This meeting served as a critical step in aligning government policy with private sector operations to ensure a resilient and modern digital landscape.

Discussions focused on addressing the immediate operational challenges facing our Mobile Network Operators (MNOs). Key issues included taxation frameworks, foreign exchange constraints and streamlining shipment and SIM card clearance processes. By identifying these bottlenecks, the NCA and the Ministry are working to create a more conducive environment that encourages investment and ensures the stability of our national communication networks.

A significant portion of our dialogue was dedicated to accelerating digital and electronic payments. As the regulator, the NCA is committed to prioritizing digital transactions and aligning tariffs to ensure affordability for our citizens.

By strengthening collaboration between the government and service providers, we are not only overcoming current sector challenges but actively propelling South Sudan forward digitally to meet the needs of all underserved and under-connected communities.

The signing of the Cyber Crime and Computer Misuse Act 2026 by H.E. President Salva Kiir Mayardit today is a historic milestone for our nation’s digital sovereignty.

Since I assumed leadership of the NCA, finalizing this legislation has been a primary objective to ensure that our rapid technological progress is matched by legal accountability and protection for our people.

Building upon the technical groundwork laid by my predecessors since 2024, this law empowers the Authority and our partners to effectively combat online misinformation, disinformation and cyber-enabled crimes.

As we move forward, the National Communication Authority - NCA is fully committed to the rigorous implementation of this Act, ensuring that South Sudan’s digital space remains a safe, reliable and prosperous engine for national growth.

As we celebrate the joy and hope of Christmas, I extend my warmest wishes to the people of South Sudan , our colleagues, partners, and the wider ICT community. This season reminds us of the values that bind us together: peace, compassion, service, and unity.

Today, I had the pleasure of receiving a coalition of civil society organisations working on digital rights and technology-related issues. They paid a courtesy visit and shared an update on Draft 1 of the Data Protection Bill, which is being refined following valuable comments and recommendations from stakeholder consultations on Draft 0.

I appreciated the constructive engagement and the commitment demonstrated toward developing a strong, rights-based data protection framework for South Sudan. Following the passage of the Cybercrimes and Computer Misuse Bill, advancing data protection legislation is both timely and essential for building trust in our digital ecosystem.

I welcome continued collaboration between National Communication Authority - NCA , civil society and all stakeholders as we work together to shape laws that protect citizens, support innovation, and strengthen digital governance in our country.
