High-Level Forum on the adoption of Modernized HR Policies Opens in Juba
Juba | Tuesday, 10 March 2026

Hon. Amb. Ezekiel Lol Gatkuoth, Minister of Public Service and Human Resource Development, officially opened the High-Level Presentation and Adoption Forum of the Modernized Human Resource Policy Instruments.

In his remarks, the Minister emphasized that the credibility and performance of government depend on the professionalism, integrity, and capability of public servants responsible for delivering services to citizens.

The three-day forum brings together senior officials from key government institutions including the Civil Service Commission and several ministries to review and adopt modernized HR policy instruments that introduce a competency-based approach to workforce management.

These reforms aim to strengthen administrative systems and support the development of a professional and performance-driven public service in South Sudan.

The Ministry of Public Service & Human Resource Development, with support from the BIFEPS Project, successfully convened the Stakeholder Collaborative Review Workshop on the Draft Human Resource Policy Instruments for the Civil Service.

The workshop brought together senior representatives from key government institutions to conduct a technical review of the draft HR policy instruments, ensuring they are clear, coherent, and responsive to the operational realities of the civil service.

Hon. Philister Baya Lawiri, Undersecretary of Public Service & Human Resource Development, emphasized the Ministry’s firm commitment to operationalizing the reviewed and modernized Human Resource policy instruments. She noted that strengthening policy clarity and consistent application is essential to building a professional, accountable, and merit-based public service.

The collaborative process reinforced institutional ownership, transparency, and shared responsibility in advancing sustainable public service reforms.

Reform Champions Induction Training Underway

The Ministry of Public Service and Human Resource Development, through the Building Institutional Foundations for an Effective Public Service Project, is conducting a two-day induction training for 27 selected Reform Champions (RCs).

14–15 January 2026

The training is equipping participants with the knowledge, tools, and shared understanding required to effectively champion public service reforms and support institutional transformation.

Ministry of Public Service and Human Resource Development (MoPSHRD) held the Reform Champion Program Screening & Selection Orientation Workshop today as part of the Building Institutional Foundation for Effective Public Service (BIFEPS) Project.

The Reform Champions will play a vital role in improving public service performance. They shall selected for their integrity, competence, and leadership to help strengthen systems, modernize processes, and improve service delivery for citizens.

Today’s orientation ensured a shared understanding among Hon. Undersecretaries, GRM Committees, and the RC Screening & Selection Panel on the principles, criteria, and processes guiding the merit-based selection of Reform Champions across MDAs.

Stakeholder Consultative Workshop on Human Resource Policy Instruments

Dates: November 19–21, 2025

The Ministry of Public Service and Human Resource Development (MoPSHRD), with support from the (Building Institutional Foundations for an Effective Public Service) BIFEPS project, successfully convened a three-day stakeholder consultative workshop aimed at formulating key Human Resource Policy Instruments. The workshop brought together senior government officials including Director Generals, HR Directors, and representatives from the Cabinet Affairs, as well as development partners and other key stakeholders.

In her opening remarks, the Undersecretary of MoPSHRD Hon. Philister Baya Lawiri emphasized the significance of the workshop in driving the reform agenda, stating her strong commitment to lead the policy formulation process with professionalism, transparency, and active collaboration from all participating ministries.

Speaking on behalf of the Cabinet Affairs, Chief Administrator Hon. Valentino Dhol Malueth stressed the need for institutions to adhere strictly to policies and called for a decisive shift from traditional recruitment practices toward a more merit-based, policy-driven HR system that supports the building of an accountable and effective public service.

The workshop outcomes are expected to feed into the broader public service reform efforts under the BIFEPS project, specifically aligned with its components focused on strengthening HR management systems and institutional capacity building.
