Today, December 9, 2025, Juba, Hon Majok Anhiem Dhal Lakes State Minister of Finance, Planning and Investment met Dr Bak Barnaba Chol, National Minister of Finance and planning.
Hon Majok, on behalf of H.E.Lt.Gen Rin Tueny, congratulated Dr. Bak for being reappointed as Minister of Finance and Planning by the President of Republic.
In a depth discussion, Hon Majok Anhiem outlined the strengths of Lakes State economy, Sourced on agriculture and local market, furthered presented the economic melting points which include delay of civil servant's salary, price fluctuations of food stuff, high inflation rate affecting the purchasing power, infrastructure gap among others.
These and many more affect the institutional performance and the overall government operations, Added Hon Majok.

Dr Barnaba Bak, in his response, reiterated the government efforts laid down to recover the economy, pledged his commitment to pay the salary of civil servants, and improved the institutional performance.

Minster Bak assured the government dedication to increase investment in different sectors.

Today, Tuesday, May 13, 2025, H.E. Lt. Gen. Rin Tueny Mabor, Governor of Lakes State accompanied by Hon Majok Anhiem Dhal, Lakes State Minister of Finance, Investment and Planning, attended the Juba Economic Forum at the Conference Hall of the Bank of South Sudan's Headquarters, Juba organised by Central Equatoria Business Union under the theme: "Promoting Commercial Agriculture as a Pathway to Economic Stability".

Governor Rin and the team are expected to discuss potential investment opportunities in Lakes State and South Sudan during his presentation on Friday, May 15, 2025, at 9:30 AM.

PRESS STATEMENT FROM THE OFFICE OF VICE PRESIDENT FOR ECONOMIC CLUSTERS,

Today 10, March,2025, Vice President H.E Dr. Benjamin Bol Mel PhD, convened an important meeting with key government officials, including minister of cabinet Affairs, minister of finance and planning , governor of the Central Bank , and the commissioner General of South Sudan Revenue Authority. The primary agenda was to address pressing concerns related to salary payments and the clearance of outstanding arrears.

Vice president and chairperson for economic clusters announced that, effective this march, salaries will be disbursed on the 24th of each month. This measure is aimed at establishing a reliable schedule for public sector remuneration thus alleviating financial uncertainty for government employees.

In a significant development, all participants reached a consensus on the urgent need to clear last year’s salary arrears.
H. E Dr. Benjamin Bol Mel expressed optimism regarding the outcomes of the meeting, noting that a united approach among financial institutions and government entities is essential for fostering economic growth and stability.

The vice president reiterated his dedication to working collaboratively with all stakeholders to implement effective solutions that will benefit the citizens of the nation.

Today, March 5th, 2025, Hon Majok Anhiem Dhal, Lakes State Minister of Finance, Planning and Investment, met with Hon. Dr Addis Ababa, 1st Depupty Governor of the Bank of South Sudan.
The meeting of the two leaders centred on the issue of salary delay (of January 2024) for civil servants and constitutional post holders as well as salary for the ministry of general education and instructions in Lakes State.

Hon Dr. Addis Ababa positively responded that the matter will soon be addressed.

On his part, Hon Majok Anhiem Dhal thanked the civil servants in Lakes state for their patient and kindly urged them to remain patient as he continues to do the follow-up with concern institutions.

Hon Majok Anhiem presents 2024-2025 budget notes to the Council of Ministers.

Today, 30th October 2024, Rumbek, Hon Majok Anhiem Dhal, Lakes State Minister of Finance, Planning and Investment presented the Budget notes for fiscal year budget of 2024-2025 in an extended Council of Ministers, chaired by H.E. Lt.Gen Rin Tueny Mabor, Governor of Lakes State.

The Budget note presented by the Hon Minister includes
A. Draft Resource envelope for fiscal year budget of 2024-2025 as 21,975,875, 964 SSP,
B. Conditional transfers salary for the line ministries ( health, education, and water) at 6,635,854,737 SSP.
C. Total revenue forecasted from 30th July 2024 to 30th July 2025 at 215,250,000 SSP.

In his remarks, Hon Dhal highlighted the budget allocation as hereunder;
> Salary for state civil servants, 18,562,066,059 SSP, calculated as 51% from the total budget.
> Operational cost for all government institutions, 1,882,086,739 SSP calculated as 16% of the total budget.
> Capital, 1,531,723,166 SSP, calculated as 33% of the budget.
> Grand.Total = 21,975,875, 964 SSP (100% )
Briefly, the budget will finance the civil servants' salaries, operational costs, security, and service delivery.
This year fiscal budget increased by 5% from the previous fiscal year budget of 2023-2024, said Hon Majok.

After the lengthy deliberations, the Extended Council of ministers approved 21,975,875, 964 SSP draft resource envelope with education, health and clean drinking water as main priorities in the fiscal year budget of 2024-2025, awaiting to be table in the Transitional Legislative assembly of Lakes State for the first reading.

MINISTER DONGRIN ISSUES AN UPDATE ON ECONOMIC RECOVERY

The Minister of Finance and Planning, Hon. Dr. Marial Dongrin Ater held a press conference on Monday afternoon regarding the latest economic development in the country.

In his press statement, Minister Dongrin highlighted a number of points, which he said are designed to bolster the country’s economic performance.

Minister Dongrin said the measures are aimed at “improving tax revenue mobilization, enhancing crude oil and export, securing funding, digitalization of financial inclusion and fostering food security”.

The media statement comes few days after the country recorded significant recovery in the local currency against the dollar in the foreign exchange market.

Yesterday, August 20, 2024, Hon Majok Anhiem Dhal, Lakes State Minister of Finance, Investment and Planning, attended a special training on the importance of budget and budget preparation at Imperial Plaza in Juba, Republic of South Sudan.
The training is organised by transitional national legislative assembly's Committee on finance and economic planning under the theme, "Budget as a tool for strengthening government & accountability both at National and sub-national levels"
It was also attended by Hon: Dr Marial Dongrin Ater, National minister of Finance and planning, World Bank, African Development Bank, UNDP Experts and Bailey Consultants Group on Budgeting and Planning, and 13 ministers of finance for ten States and three administrative areas.
During the opening remarks, Hon Majok Anhiem, on behalf of his colleagues, states Ministers of Finance thanked the TNLA finance committee for organising such ever first training since the establishment of the government of South Sudan.
Hon Majok stressed on followings.
1. Fairly allocation of revenue collection among the 10 states and 3 administrative areas.
2. Timely transfer of civil servants salaries.
3. Well-time ex*****on of budget for this upcoming 2024-2025 fiscal year budget.
4. Implementation of developmental grants to counties as always indicated in the budget but not reaching the beneficiaries.
5. Bottom-Up approach for preparation of the budget.
6. Medical allowances for states members of parliament to be reflected in this 2024-2025 fiscal year budget.
The training runs from 20-22 August and will wrap up resolutions on Friday 23rd at the Transitional National Legislative Assembly building for public hearing.

Hon. Majok Anhiem Dhal, Minister of Finance, Planning and Investment of Lakes State, closed a three-Day training of tax officials and SRA organized by the UNDP
The training covered Public Financial Management, accountability, and resource mobilization strategy.
In his closing remarks, Hon: Majok Anhiem Dhal thanked the participants, facilitators, and UNDP for fruitful training and reiterated his commitment to support SRA to improve revenue collection in the state and urged revenue authority’s staff to respect the chain of communication.
On a similar note, he briefed the gathering about his recent trip to juba, where he participated in a workshop initiated by the South Sudan Revenue Authority in partnership with UNDP.
He called upon NRA staff in Lakes State to join hands with the state revenue authority and share monthly reports between respected offices for the betterment of mutual cooperation, and notably help state government in preparing annual fiscal budget as resolved in Juba worshop.

Hon Dhal finally conveyed a message of Hon. Dr. Marial Dongrin Ater, national Minister of Finance and Planning, on his tireless hard work to release civil servants' salaries or arrears to the states as soon as possible.

GOVERNMENT SIGNS A 46.2 MILLION USD AGRICULTURE PROJECT WITH AFDB

The Ministry of Finance and Planning and African Development Bank (AfDB) signed phase one Protocol Agreement on Climate Resilient Agri-Food System Transformation Program for South Sudan at a tune of 46.2 Million US dollars aimed at boosting Agriculture sector in the country.

The document was signed by the Minister of Finance and Planning, Hon. Marial Dongrin Ater, AfDB Country Manager Themba Bhebhe, Food and Agriculture Organization (FAO) Country Director Meshak Malo and Undersecretary for Cooperatives and Rural Development in the Ministry of Agriculture and Food Security, Hon. Mathew Gordon Udo represents both government and development partners, respectively.

The agriculture-based project came as a result of Feed-Africa initiative held in Dakar, Senegal in 2022 where South Sudan presented a compact of 4 specific crops priorities namely rice, sesame, sorghum and fisheries as an area for investment to boost food security in the country.

In his address to the Media after the signing ceremony, Minister Dongrin said agriculture is the main priority for South Sudan as directed by the president during the opening of Parliament and during his swearing in ceremony.

He assured his commitment to support the full implementation of the agriculture project signed between the government and the African Development Bank.
