Resilience Collective Thailand

From 8–10 December, Resilience Collective (RC), together with Community Organization Development Institute (CODI), visited parts of Hat Yai to survey the flood impacts in urban and rural areas, speak with residents, document early recovery challenges and test platforms for Post-Disaster Assesment (PDA).

Across the South, provinces like Pattani, Yala, Narathiwat, Phatthalung, Trang, and Nakhon Si Thammarat faced similar flooding, while parts of Ayutthaya, Chachoengsao, and Nakhon Pathom in Central Thailand were also affected — showing the scale of overlapping impacts.

Hat Yai, an economic hub in the Southern province of Songkhla, Thailand faced its worst flood in 300 years after extreme rainfall began on 19–20 November 2025. Water levels surged rapidly on 21 November, and the city entered its most critical stage on 24–25 November, when evacuations were ordered and widespread urban damage unfolded. Record-breaking rainfall — over 630 mm in just three days — overwhelmed drainage systems and sent runoff from surrounding basins straight into the city. By 28 November, water finally began to recede, revealing the full scale of impact.

Communities faced rising water, power disruptions, damaged homes, mobility challenges, and losses to daily livelihoods.

Even after the floodwaters drained, the streets were left covered in mud, debris, and damaged goods, slowing recovery for families and small businesses.

Happinning.city was created to help urban dwellers and visitors easily explore events around them through a simple, engaging interface, while also promoting urban open data and strengthening the feedback loop between cities, people, and event hosts. The platform reflects our commitment to exploring how technology can support urban regeneration, community connection, and more livable cities.

จากรายงาน Natural Hazard Mitigation Saves Report (2019) โดย National Institute of Building Sciences (NIBS) พบว่าในทุกๆ 1 ดอลลาร์ที่ลงทุนในการเตรียมความพร้อม สามารถช่วยลดความเสียหายได้ถึง 6 ดอลลาร์ในอนาคต การลงทุนในมาตรการลดความเสี่ยงและเสริมสร้างความยืดหยุ่นไม่ใช่แค่การตัดสินใจที่ชาญฉลาด แต่เป็นสิ่งจำเป็น
เหตุการณ์แผ่นดินไหวในประเทศพม่า ซึ่งส่งแรงสะเทือนอย่างสูงมาถึงไทย เป็นสัญญาณเตือนครั้งสำคัญ ว่าภัยพิบัติสามารถเกิดขึ้นได้เสมอ ไม่ใช่คำถามว่า “จะเกิดขึ้นหรือไม่” แต่เป็นคำถามว่า “เมื่อไหร่” แล้วเราพร้อมแค่ไหน?

5 มิติเพื่อลดความสูญเสียในอนาคต มาตรการสำคัญที่สามารถช่วยป้องกันความเสียหายและส่งเสริมการเตรียมความพร้อมได้เรื่มต้นมีดังนี้

✅ โครงสร้างพื้นฐานที่แข็งแรงขึ้น (Infrastructure & Structural Mitigation) – ตึกบ้านเรือนที่รองรับแรงสั่นสะเทือน สะพานที่มั่นคง และการออกแบบเมืองให้ปลอดภัยช่วยลดความเสียหายและรักษาชีวิตได้

⏳ ระบบเตือนภัยที่เร็วขึ้น (Emergency Warning System & Monitoring) – การแจ้งเตือนแผ่นดินไหวและน้ำท่วมแบบเรียลไทม์สามารถช่วยให้ประชาชนมีเวลาปลอดภัยมากขึ้น ทุกวินาทีมีค่า

🏙️ นโยบายและการวางผังเมืองที่ชาญฉลาด (Policy & Urban Planning) – บังคับใช้กฎหมายอาคารให้ทนต่อแผ่นดินไหว และจำกัดการก่อสร้างในพื้นที่เสี่ยงสูงเพื่อป้องกันภัยพิบัติไม่ให้กลายเป็นโศกนาฏกรรม

🚨 การเตรียมความพร้อมและการตอบสนองฉุกเฉิน (Emergency Preparedness & Response Planning) – การฝึกอบรมทีมกู้ภัย แผนอพยพที่ชัดเจน และอุปกรณ์ช่วยเหลือที่พร้อมใช้งาน คือกุญแจสำคัญในการลดความสูญเสีย

🤝 ความเข้มแข็งของชุมชน (Community Engagement & Capacity Building) – หากทุกคนรู้วิธีป้องกันภัยและช่วยเหลือกันได้ การฟื้นตัวจากภัยพิบัติจะเร็วขึ้น และช่วยลดความเสียหาย

แผ่นดินไหวที่เพิ่งเกิดขึ้น เตือนเราให้เห็นถึงความเปราะบางของประเทศ แต่ในขณะเดียวกันก็แสดงให้เห็นว่า เราสามารถเตรียมตัวให้พร้อมกว่านี้ได้ เวลาที่ต้องลงมือทำคือตอนนี้

Based on the Natural Hazard Mitigation Saves report (2019) by the National Institute of Building Sciences (NIBS), every dollar invested in disaster preparedness can save up to $6 in future losses. Investing in risk reduction and resilience is not just smart—it’s essential.
Some of the main preparedness strategies include:

✅ Infrastructure & Structural Mitigation – Strengthening buildings, roads, and utilities to withstand natural disasters, reducing damage and ensuring faster recovery.

⏳ Early Warning Systems & Monitoring – Implementing real-time detection systems for earthquakes, floods, and storms to provide timely alerts and minimize risks.

🏙️ Policy & Urban Planning – Enforcing building codes, zoning laws, and land-use regulations to reduce exposure to high-risk areas and create safer communities.

🚨 Emergency Preparedness & Response Planning – Developing evacuation plans, stockpiling emergency supplies, and training first responders to enhance disaster response.

🤝 Community Engagement & Capacity Building – Educating and empowering local communities to take proactive measures, ensuring preparedness at the grassroots level.
