หลังจากที่การประชุมเชิงปฏิบัติการเพื่อกำหนดเป้าหมายและทิศทางการดำเนินงานในการแปลงกรอบนโยบายและแผนการเปลี่ยนแปลงสภาพภูมิอากาศสู่การปฏิบัติในพื้นที่นำร่อง 17 จังหวัด 32 เทศบาล ภายใต้โครงการสนับสนุนการพัฒนาและดำเนินงานด้านนโยบายการเปลี่ยนแปลงสภาพภูมิอากาศของไทย ซึ่งจัดขึ้นเมื่อวันอังคาร ที่ 16 ธันวาคม 57 ณ โรงแรมชาเทรียม ริเวอร์ไซด์ กรุงเทพมหานคร ได้เสร็จสิ้นลงเรียบร้อยแล้วนั้น
ทางโครงการฯ ก็ได้ดำเนินการจัดการฝึกอบรมการบูรณาการแนวคิดด้านการเปลี่ยนแปลงสภาพภูมิอากาศในกระบวนการจัดทำแผนระดับจังหวัดและท้องถิ่น ในพื้นที่จังหวัดและเทศบาลนำร่องทั้ง 17 จังหวัด 32 เทศบาล โดยแบ่งการฝึกอบรมเป็น 4 กลุ่มตามเขตพื้นที่ภูมิภาค ซึ่งการอบรมจะมีทั้งสิ้น 5 รอบ และในครั้งนี้ซึ่งเป็นการอบรมในรอบที่ 1 ที่จัดขึ้นในระหว่าง เดือนมกราคม-กุมภาพันธ์ 2558 ได้เสร็จสิ้นลงแล้วทั้ง 4 กลุ่ม โดย กลุ่มที่ 1 จัดขึ้น ณ โรงแรมสวิสโฮเต็ล ปาร์ค นายเลิศ กรุงเทพฯ (28-30 ม.ค. 58) กลุ่มที่ 2 ที่โรงแรม สุโขทัย เทรเชอร์ รีสอร์ท แอนด์ สปา จ.สุโขทัย ( 4-6 ก.พ. 58) กลุ่มที่ 3 (18-20 ก.พ. 58) ณ โรงแรมพูลแมน ขอนแก่น ราชา ออร์คิด จ.ขอนแก่น และ กลุ่มที่ 4 ณ โรงแรมราชาคีรี รีสอร์ทแอนด์สปา อ.ขนอม จ.นครศรีธรรมราช (25-27 ก.พ. 58)

ในการฝึกอบรมครั้งนี้ ผู้เข้าร่วมได้รับความรู้ความเข้าใจในเรื่องการเปลี่ยนแปลงสภาพภูมิอากาศหรือ Climate change แผนแม่บทรองรับการเปลี่ยนแปลงสภาพภูมิอากาศของไทย การนำแนวทางการพัฒนาอย่างยั่งยืนเข้าไปปรับใช้กับแผนพัฒนาของจังหวัดและเทศบาล และผลกระทบของการเปลี่ยนแปลงสภาพภูมิอากาศในพื้นที่นำร่อง ผ่านกระบวนการเรียนรู้ในรูปแบบรรยายและกิจกรรมกลุ่ม ซึ่งได้รับความร่วมมือเป็นอย่างดียิ่งจากสำนักงานสิ่งแวดล้อมภาค ทั้ง 16 ภาค สำนักงานทรัพยากรธรรมชาติและสิ่งแวดล้อมทั้ง 17 จังหวัด ตลอดจน นายกเทศมนตรีและเจ้าหน้าที่จากเทศบาลนำร่องทั้ง 32 เทศบาล
และการดำเนินงานขั้นต่อไปนั้น พื้นที่นำร่องจะมีการจัดตั้งคณะทำงาน และหารือในพื้นที่ในการจัดลำดับความสำคัญประเด็นด้านการเปลี่ยนแปลงสภาพภูมิอากาศของแต่พื้นที่ ก่อนจะเริ่มการฝึกอบรมในครั้งต่อไป

Project ‘Support to the Development and Implementation of the Thai Climate Change Policy’, financed through the International Climate Initiative of the German Ministry for the Environment, Nature Protection, Building and Nuclear Safety, together with its Partner, the Office of Natural Resources and Environmental Policy and Planning (ONEP), cooperates with partners on the subnational level in Thailand, in order to integrate the provisions of the Thai National Climate Change Master Plan (CCMP) into provincial and municipal development planning.
17 provinces and 32 municipalities were selected as Partners based on criteria such as preparedness and motivation to participate, geo-physical characteristics, climate risks and potential impacts, development opportunities as well as economic development. The pilot provinces and municipalities represent a profile of the different geographical regions of Thailand. The project, together with ONEP, organized a kick-off event on the 16th of December 2014, at The Chatrium Hotel Riverside Bangkok with representatives from the national level, Regional and Provincial Environmental Offices, as well as from the selected municipalities. The project presented the CCMC and the project approach of a modular training programme that aims to assist provincial and local decision makers in realigning development planning processes.
The training course consists of a sequence of 5 learning modules of 3 days each, that build on each other. The modules are completed by 5 assisting sessions scheduled between each learning module. The project will thus support the partners over a period of 1.5 years. Each training module will be trained in 4 rounds in the Central, Northern, North Eastern, and Southern Region of Thailand in order to have smaller groups of 20-30 participants that support peer to peer learning. The assisting session is designed as on the job training within the partner administrations in order to ensure that the knowledge from each training module is transferred to the working team in the provinces and municipalities. At the end of the training course each area will be have integrated climate change risks and development opportunities into their respective development plans.
The first module of training was successfully organized in the 4 regions during January – February 2015. The participants were introduced to the scientific background of the climate change issue, the Thai Climate Change Master Plan, the concept of sustainable development and an initial introduction into integrated planning, the questions of how a vision and goals for sustainable development can be developed, what are the risks and impacts of climate change on the pilot areas, how can national and international support for climate change action support the development goals of the pilot areas. In a final training session, the participants were supported in the prioritization of climate change issues (importance and urgency) in the pilot areas.

WRI ร่วมมือกับ สผ. และ GIZ จัดฝึกอบรมเชิงปฏิบัติการ “Launch and training workshop on the GHG protocol mitigation goal standard and policy and action standard” เมื่อวันศุกร์ที่ 27 กุมภาพันธ์ 2558 โดยได้รับเกียรติจาก H.E. Mark Kent, British Ambassador to Thailand ให้เกียรติกล่าวต้อนรับ การฝึกอบรมครั้งนี้มีผู้สนใจจากผู้แทนประเทศในภูมิภาคเอเชียแปซิฟิกและเจ้าหน้าที่หน่วยงานต่างๆ ของไทย เข้าร่วมประมาณ 120 คน

The World Resources Institute (WRI), Thailand’s Office of Natural Resources and Environmental Policy and Planning (ONEP), German International Cooperation (GIZ) and the UK Foreign Commonwealth Office, organized a workshop on “Greenhouse gas accounting for policies, actions, and mitigation goals” on Friday, February 27th at Landmark hotel, Bangkok, Thailand.

The workshop is the Asia Regional launch of two Greenhouse Gas Protocol standards developed by WRI: 1) the Policy and Action Standard, an international standard for estimating the greenhouse gas effects of policies and actions, and 2) the Mitigation Goal Standard, an international standard for accounting for national and subnational GHG reduction goals. The two Greenhouse Gas Protocol Standards will serve as significant and internationally recognized instruments to help users to evaluate the greenhouse gas impacts of specific policies and actions, and account for national and subnational GHG reduction goals. Moreover, these standards are relevant to designing, assessing, and reporting on INDCs, NAMAs, and LEDS, which can also benefit our both domestic and international actions on addressing climate change. In the workshop, there had sharing experience and lessons learned from pilot testers in the region and also open discussion among the participant who came from 26 countries in Asia-Pacific region.

4,800 pages to show our and the climate system´s future: Seminar on the IPCC 5th Assessment Report 2014

4,800 pages, roughly a stack of paper half a meter high, is the result of the 5th IPCC Assessment Report 2014. Those of us who looked into the single reports of the three Working Groups – at least me – certainly lost interest in reading after only 30 pages. Clearly that is not astonishing considered the extent of the report.

Nevertheless, the findings are important since these results are the scientific basis for the UNFCCC climate negotiations and provide high-quality data on the state of play and the future outlook of our climate system.

Fortunately for the non-bookworms among us there are summary reports and events on which the main content of these 4.800 pages will be delivered more easily. Such an event with the topic “IPCC Fifth Assessment Synthesis Report and their implication on climate change policy of Thailand“ was hosted by ONEP on the 20th February 2015 in Bangkok. Mr. Tim Mahler, director of Connecting Climate Action Project presented – amongst other guest speakers – the results of Working Group 3.--

เพื่อกระชับความสัมพันธ์ระหว่างหน่วยงานด้านนโยบายด้านการเปลี่ยนแปลงสภาพภูมิอากาศและหน่วยงานนโยบายภาคพลังงานของไทย โครงการสนับสนุนและพัฒนาการดำเนินงานด้านการเปลี่ยนแปลงสภาพภูมิอากาศ ภายใต้การดำเนินงานขององค์กรความร่วมมือระหว่างประเทศของเยอรมัน (GIZ) ได้จัดให้มีการหารือเชิงนโยบายและศึกษาดูงานด้านการเปลี่ยนแปลงสภาพภูมิอากาศและการปรับกรอบนโยบายพลังงาน ณ สหพันธ์สาธารณรัฐเยอรมนี ระหว่างวันที่ 3-7 พฤศจิกายน ที่ผ่านมา โดยมีผู้แทนจาก กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม สำนักงานนโยบายและแผนทรัพยากรธรรมชาติและสิ่งแวดล้อม กรมควบคุมมลพิษ กระทรวงพลังงาน กรมพัฒนาพลังงานทดแทนและอนุรักษ์พลังงาน และการไฟฟ้าฝ่ายผลิตแห่งประเทศไทย เข้าเยี่ยมชมการทำงานและการบริหารจัดการ ตลอดจนเทคโนโลยีของประเทศเยอรมัน ในการจัดการของเสียและขยะ การสร้าง ออกแบบและการจัดการอาคารสีเขียว และพัฒนาเทคโนโลยีและการใช้พลังงานทดแทน... นอกจากนี้ยังได้มีการหารือแลกเปลี่ยนนโยบายด้านพลังงานระหว่างกระทรวงพลังงานของไทยกับกระทรวงเศรษฐกิจและพลังงานแห่งสหพันธ์สาธารณรัฐเยอรมนีอีกด้วย

German International Cooperation (GIZ) in collaboration with Office of Natural Resources and Environmental Policy and Planning (ONEP) has started to implement Support to the Development and Implementation of the Thai Climate Change Policy Project, financed by the German Ministry for Environment, Nature Conservation, Building and Nuclear Safety (BMUB). One of the project objectives is to find the synergy between climate change policy and energy policy to strengthen national climate change efforts. The Project has organized the study visit during 3-7 November 2014 with the objective of experience and knowledge sharing on green buildings, waste-to-energy, and renewable energy potentials in combination with Thai-German policy dialogues on climate change and energy transition.
There are representatives from Ministry of Natural Resources and Environment (MoNRE), Office of Natural Resources and Environmental Policy and Planning (ONEP), Pollution Control Department (PCD), Ministry of Energy (MoE), Department of Alternative Energy Development and Efficiency (DEDE), Electricity Generating Authority of Thailand (EGAT). The study visits and technical workshops provided the tour of sites and facilities on waste management, green building, and renewable energy community. Including the opportunity for all participants to discuss about lesson learnt from Germany and further applicable for Thailand development on related visited topics. As well as the knowledge gained on the status of community based renewable in Germany, energy scenarios for Germany case studies and introduction to RE scenarios of Thailand. Additionally, the meeting dialogued and exchanged on status quo of ‘Energy Transition Germany’, and status quo of RE&EE in Thailand has been sharing and fruitful discussion among Thai Ministry of Energy and German Federal Ministry for Economic Affairs and Energy (BMWi).
