New York, 18 July 2023 - Timor-Leste is deeply honored and proud to present its second Voluntary National Review Report: People Centred Sustainable Development, during the 2023 High Level Political Forum.

The VNR was presented by H.E. Mr. Karlito Nunes, Permanent Representative of Timor-Leste to the UN, together with civil society representatives for youth, LGBTIQ, and persons with disabilities.
Timor-Leste’s priority to achieve sustainable development is to invest in its people ensuring that ‘no one is left behind’. The 2nd VNR attempts to assess if the government is on track to deliver on what the youth envisioned back in 2002 when the country restored independence - for Timor-Leste to be a democratic nation with better living conditions for all and opportunities for young people. It also highlights the successes, challenges and ways forward.

Through this process, Timor-Leste reaffirms its commitment to peace, inclusion, and state-building as the foundations for achieving the SDGs through a people-centered approach, which promotes the well-being and potential for all citizens. This commitment to democracy and social cohesion underpins the country’s resilience in the face of multiple shocks, making it champion in its achievement of SDG 16.

A job well done for the entire 🇹🇱 delegation, the VNR team, and everyone involved in the process from start to finish, for their hard work and dedication in ensuring the successful conclusion of Timor-Leste’s VNR.

2023 HLPF side event “SDG16+ as an enabler for the 2030 Agenda”

Timor-Leste remains a champion of SDG16, committed to peace, inclusion, and state-building as the foundation for achieving the SDGs and will continue working to meet the hopes and aspirations for the country that young people expressed 21 years ago as we restored our independence, with SDG16 as one of its main pillars: building and strengthening a democratic nation with better living conditions for all and opportunities for young people.

In 2019, Timor-Leste presented its first VNR. With SDG16 at its center, it reflected on the history of our young country and our transition from long periods of independence struggle and civil unrest to becoming ‘a democratic nation focused on state-building and accelerating progress on sustainable development.’

Now, 21 years since the restoration of independence, Timor-Leste is presenting its second VNR, with a priority to achieve sustainable development through an investment in our people, and in ensuring that we live in peace, our peace, and that ‘no one is left behind’. The Experience of Timor-Leste

The Delegation of Timor-Leste 🇹🇱 continues its active engagement in the 2023 High-level Political Forum, participating in the:
Panel on “Small Island Developing States: From Recovery to Resilience in The Face of Multiple Shocks”: Timor-Leste highlighted the severe impacts of multiple crises including the Covid-19 pandemic, natural disasters, and climate change, bringing attention to the unique vulnerabilities faced by SIDS. To support SIDS in its recovery, the urgent support of the international community is needed to address these challenges and help transform crises into opportunities for a more inclusive, resilient, and sustainable recovery while accelerating the SDGs implementation. In the opening session of the HLPF 2023 under the auspices of the ECOSOC, with the theme “Accelerating the recovery from the coronavirus disease (COVID-19) and the full implementation of the 2030 Agenda for Sustainable Development at all levels”.

VNR Lab “Alternative Ways Of Report Writing - The Experience of Timor-Leste”: Recognizing the importance of reporting and assessing progress towards achieving the SDGs as well as the unique circumstances of each country, Timor-Leste shared its experiences in developing and implementing an innovative and more creative format for its 2nd Voluntary National Review, exploring new approaches to not only enhance the quality and relevance of reports but also foster greater inclusivity, participation, and ownership at all levels of society. This year, 39 countries including Timor-Leste 🇹🇱 will present their Voluntary National Reviews (VNRs) to facilitate sharing experiences, including successes, challenges, and lessons learned, to accelerate the implementation of the 2030 Agenda.

On 9 June 2023, Timor-Leste's 🇹🇱 VNR 2.0 was officially submitted to UNDESA which will be presented to the UN at the High-Level Political Forum (HPLF) in July this year together with 40 other countries on the progress of Sustainable Development Goals (SDGs).
