Sierra Leone Ambassador Engages Turkish Migration Authorities, Visits Detention Centers in Istanbul

Istanbul, Türkiye, Tuesday, 17 February 2026 — Sierra Leone’s Ambassador to Türkiye, Her Excellency Francess Virginia Anderson, PhD, has conducted official visits to the Çatalca and Arnavutköy Detention Centers in Istanbul as part of her week-long working engagements, meeting senior officials of the Presidency of Migration Management (PMM) to address issues affecting Sierra Leonean nationals in detention.

During high-level discussions with migration officials, both sides agreed on measures to strengthen coordination between the Embassy and Turkish authorities. Mr. Burak Dağgez was formally designated as the primary Point of Contact for all matters relating to Emergency Travel Certificates (ETCs) and repatriation processes, a move expected to improve communication and operational efficiency. In addition, Mr. Dağgez committed to personally overseeing the medical and welfare needs of identified Sierra Leonean detainees to ensure timely humanitarian support.

Ambassador Anderson engaged directly with 76 Sierra Leonean nationals currently held at the centers. Turkish authorities clarified that none of the detainees face criminal charges, stating that their detention is solely due to visa overstays and administrative immigration violations.

Officials further explained that individuals who choose voluntary return will not be classified as deported and will face a maximum six-month entry ban. Authorities also dispelled misconceptions regarding the “12-month rule,” emphasizing that reaching the administrative detention limit does not grant legal residency. Individuals conditionally released must comply with strict reporting requirements or risk re-detention.

The visit was widely commended and resulted in strengthened cooperation on migration management, clearer procedures for voluntary return, and enhanced humanitarian coordination.

The engagement reaffirms Sierra Leone’s commitment to protecting the welfare and dignity of its citizens abroad while maintaining constructive collaboration with the Government of Türkiye on migration matters.

Strong Energy Pays Courtesy Call on Ambassador Anderson, Eyes Expanded Partnership with Sierra Leone

Istanbul, Türkiye, Friday 20 February 2026 –During the week-long working visit to Istanbul, the country’s commercial hub, Strong Energy Industry & Trade Ltd Company has paid a courtesy call on Sierra Leone’s Ambassador to Türkiye, Her Excellency Francess Virginia Anderson, expressing its desire to strengthen partnership with the Government of Sierra Leone.

Strong Energy, a leading Turkish lubricants company, is primarily engaged in the production, wholesale, import and export of mineral oils, automotive lubricants and related petroleum derivatives. The company manufactures a wide range of products including motor and gear oils, hydraulic and industrial oils, greases, antifreeze and coolant products, as well as base oils and other petroleum derivatives.

Speaking during the meeting, Export Sales Manager Mr. Amr Elhennawy disclosed that the company has been operating in Sierra Leone for the past six to seven years, recording an estimated trade volume of about US$600,000. He noted that Strong Energy exports to more than 50 countries worldwide, serving both domestic and international markets.

“We want to expand our business in Sierra Leone; that is why we are seeking this partnership with the Government,” Mr. Elhennawy stated, emphasizing the company’s commitment to deepening its footprint in the West African nation.

In her response, Ambassador Anderson thanked Mr. Elhennawy and commended the company’s interest in Sierra Leone. She reiterated that Sierra Leone is open and ready for business, encouraging the company to visit the country for high-level engagements with key stakeholders in the business and investment sectors.

The Ambassador highlighted the role of the National Investment Board (NIB) in promoting trade and investment, noting that the institution provides guidance and services to foreign investors.

“I am inviting you to Sierra Leone this year. I can assure you that your business is safe,” Ambassador Anderson concluded, reaffirming the Government’s commitment to creating an enabling environment for private sector growth and international partnerships.

Sierra Leone Ambassador to Türkiye Concludes Istanbul Tour, Secures Partnership Talks with İstanbul Nişantaşı Üniversitesi

Istanbul, Türkiye, Friday, 20 February 2026 - Sierra Leone’s Ambassador to Türkiye, Her Excellency Francess Virginia Anderson, PhD, has concluded a week-long working visit to Istanbul, culminating in high-level discussions with Istanbul Nişantaşı University aimed at establishing a potential academic partnership with the University of Sierra Leone.

During her engagement with the university’s leadership, Ambassador Anderson explored opportunities for collaboration in areas including faculty exchange, joint research, academic cooperation, and international student mobility programs.

Istanbul Nişantaşı University, a private foundation university established by the Nişantaşı Education Foundation, offers a broad range of academic programs across arts, sciences, engineering, health sciences, business, and communication. The institution provides both Turkish- and English-medium degrees, as well as postgraduate options, positioning itself as a globally oriented university focused on blending academic theory with practical skills suited to today’s competitive job market.

The Rector (President) of the university, Professor Ayşegül Komsuoğlu Çıtıpıtıoğlu, noted that the institution currently enrolls approximately 40,000 students across all academic levels, including 10,335 international students, among them two students from Sierra Leone.

“As a university, we are open to partnerships involving faculty exchange, joint research, academic collaboration, and international mobility programs,” Prof. Komsuoğlu Çıtıpıtıoğlu said. “We look forward to collaborating with Sierra Leone for the betterment of a stronger and more dynamic educational system.”

Ambassador Anderson expressed appreciation for the warm hospitality extended to her delegation and reaffirmed the Government of Sierra Leone’s commitment to education as a flagship national development priority. She emphasized that strengthening higher education partnerships aligns with Sierra Leone’s broader agenda of expanding access, improving quality, and investing in human capital development.

Istanbul, Thursday 19 February 2026 –Sierra Leone’s Ambassador to Türkiye, Her Excellency Francess Virginia Anderson, PhD, has advanced her week-long working visit to Istanbul by securing strategic partnerships with leading textile manufacturers, including Tokman Fashion & Textile Garment Factory and Emon Men’s Clothing & Shirt Manufacturer & Store, in support of the upcoming Freetown Trade and Investment Tours.

The engagements, held in Istanbul — Türkiye’s commercial hub — form part of ongoing efforts to strengthen bilateral trade ties and attract investment into Sierra Leone’s growing garment and textile sector.

Both companies have consented to be a part of the historic visit of Turkish investors to Sierra Leone this year.

It could be recalled that on 30 May 2025, the Embassy of Sierra Leone in Türkiye successfully hosted its first Trade and Investment Seminar in Istanbul, which brought together government officials, private-sector leaders, investors, and business associations from both countries. Istanbul, Wednesday, 18 February 2026. Dr. Francess Virginia Anderson, PhD, Ambassador Extraordinary and Plenipotentiary of the Republic of Sierra Leone to Türkiye, together with staff members has led a week-long working visit to Istanbul, the country’s commercial hub, engaging high-level Turkish private-sector investors as part of an intensified economic diplomacy drive.

During a series of strategic meetings, Ambassador Anderson emphasized that modern diplomacy has evolved beyond traditional political engagement. She noted that ambassadors today also serve as economic envoys, tasked with translating diplomatic relations into tangible development outcomes. In this regard, she outlined her mission in Türkiye as promoting trade and investment opportunities in Sierra Leone, showcasing priority sectors aligned with national development goals, encouraging foreign direct investment (FDI), facilitating business-to-business (B2B) partnerships, and strengthening overall Sierra Leone–Türkiye economic cooperation. These efforts, she stressed, are aimed at shifting diplomatic engagement from aid dependency to mutually beneficial partnerships.

The engagements in Istanbul build on momentum generated within the second quarter last year. On 30 May 2025, the Embassy of Sierra Leone in Türkiye successfully hosted its first Trade and Investment Seminar in Istanbul, which brought together government officials, private-sector leaders, investors, and business associations from both countries. The seminar formed part of broader efforts to deepen bilateral trade relations and position Sierra Leone as an attractive destination for Turkish and international investors.

Following the week-long visit, the Embassy has identified key stakeholders within Türkiye’s business community to participate in a forthcoming Trade and Investment Mission to Sierra Leone, where they will engage relevant authorities and local business leaders to explore concrete investment opportunities.

Key sectors discussed with prospective investors during the Istanbul engagements included renewable energy (particularly solar power), infrastructure and construction, manufacturing and light industry, tourism and hospitality, fisheries and the blue economy, agriculture and agro-processing, and the education sector. These areas align closely with Sierra Leone’s national development priorities and its drive toward sustainable, private-sector-led growth.

Ambassador Anderson, PhD, described the visit as a significant step in consolidating Sierra Leone’s economic diplomacy agenda and strengthening long-term, results-oriented partnerships with Türkiye’s dynamic private sector.

Ankara, Türkiye — Tuesday, 9 December 2025: Sierra Leone’s Ambassador to Türkiye, Dr. Francess Virginia Anderson, has officially launched her new book, Framework for Economic Diplomacy and Bilateral, a timely and influential contribution to the rapidly evolving field of modern diplomacy. The book was first unveiled in Sierra Leone, symbolising the roots of its inspiration and the foundation of her professional journey.

Drawing from lessons learned in Ghana, the publication presents a clear and structured model for understanding how diplomacy and economic policy can be effectively integrated. At a time of increasing global interdependence, Dr. Anderson moves the conversation beyond buzzwords, offering an analytical, practice-based guide for policymakers, diplomats, academics, and investors. Her work outlines the tools, strategies, and institutional mechanisms required for countries to strengthen their economic presence on the global stage.

Her Excellency Ambassador Francess Virginia Anderson, PhD, described the book as a deeply personal culmination of years of scholarship, diplomatic service, and commitment to Africa’s development agenda.

Speaking at the launch, she expressed “deep humility and heartfelt gratitude,” noting that the book reflects her extensive field experience, academic inquiry, and reflections on purposeful service to one’s country and continent. Sierra Leone’s First Lady Arrives Instabul For International Zero Waste Forum

Istanbul Artatük Airport, Friday 17 October, 2025 - Sierra Leone’s First Lady, Her Excellency Dr. Fatima Maada Bio, and delegation, has arrived in Istanbul to participate in the International Zero Waste Forum.

The International Zero Waste Forum will gather global leaders, experts and decision-makers to discuss the past, present and future of zero waste.

Dr. Fatima Maada Bio is an Eminent member of the United Nations Zero Waste Advisory Board on Climate Change and Zero Waste.

The Forum will host participants from 104 countries, including 118 international partner organizations, mayors, ambassadors and senior representatives from numerous international institutions such as the U.N., UN-Habitat, UNEP and U.N. Development Programme (UNDP).

Ambassador Francess Virginia Anderson Pays Courtesy Call On Chairman of the Turkish Parliamentary Commission For Equal Opportunities For Women and Men, Solicits Partnership For Country’s Parliamentary Female Caucus

Grand National Assembly, Ankara, Türkiye, Tuesday 14 October 2025 - Sierra Leone Ambassador to Türkiye, Her Excellency Francess Virginia Anderson, PhD, has paid a courtesy call on Honorable Çiğdem Erdoğan, Chairperson for the Parliamentary Commission For Equal Opportunities For Women and Men; and has solicited partnership for Sierra Leone’s Parliamentary Female Caucus.

Honorable Çiğdem Erdoğan is the member of parliament representing the Sakarya province in the Turkish National Grand Assemble.

The Turkish Parliamentary Commission For Equal Opportunities For Women and Men promotes equal opportunity for everyone, and reducing negative disparities, and strategic oversight of Government’s equality policy for women.

In a statement, Ambassador Francess Anderson, PhD, thanked Honorable Çiğdem Erdoğan for the warm reception accorded to her and her delegation, saying that her visit was a result of their last interaction at a dinner, where the Turkish member of Parliament expressed time for further discussion in areas of partnership in Sierra Leone.

“The role of your Commission aligns very well with Sierra Leone’s agenda for a 30% quota for women participation across all levels in governance.

“Currently, women lawmakers account for 30.4% of the elected seats in the Sierra Leone Parliament, compared to the 15.9% in the previous election, she explained”.
Ambassador Anderson solicited possible collaboration between the Turkish National Grand Assembly, and the Sierra Leone Parliament, particularly in knowledge exchange programs between the Parliamentary Commission For Equal Opportunities For Women and Men, and the Sierra Leone Parliamentary Female Caucus.

She further told the meeting that the Sierra Leone Parliamentary Female Caucus serves as a critical measure for enhancing women’s representation in all areas of governance, to create a non-partisan forum to identify, discuss, adopt and implement issues of common interest/concern and challenges to not only women parliamentarians, but also for women across governance.

Also, highlighting the pivotal role of the recently passed Gender Equality and Women’s Empowerment Bill. The Act, which was passed in December 2022, being a landmark legislation aimed at promoting gender equality and empowering women across various sectors, including politics, law, banking, and the private sector.

On her path, Honorable Çiğdem Erdoğan expressed gratitude to Ambassador Anderson, saying that Sierra Leone and Türkiye continue to enjoy strong diplomatic ties, ranging from medical, economic, and educational ties. She added that cooperation between the two parliaments is needed and one that is urgent.

“Sierra Leone has always supported us in the Zero Waste Initiative of the First Lady of Türkiye, Her Excellency Emine Erdoğan. The Zero Waste initiative is a pivotal international gathering dedicated to transforming our relationship with materials, consumption, and the environment. With this, I think our parliaments should have stronger ties.

“We will be happy to be a partner and example to our counterparts in Sierra Leone. We will realize this soon. Thank you very much madam Ambassador”, she concluded.

On the special occasion, the Embassy celebrated not just the birthday of Dr. Anderson, but also the incredible impact she had on the team.
