Yesterday marked the official close of the EAC Secretary General Convening 2026, held in Arusha over the first two days.
The convening culminated in the formal adoption and presentation of a joint communiqué, now duly submitted, containing key recommendations arising from the deliberations, to the incoming Secretary General of the East African Community.
The East Africa Law Society was officially represented at the handover ceremony by its CEO Mr. David Sigano and Program Manager Mr. Achilleus Rwelamira, marking its presence at this significant institutional transition. EALS in its capacity as Chair of the Regional Dialogue Committee (RDC), and host of the EAC Secretary General Convening 2026, this moment also provided a formal platform to transmit the joint communiqué on behalf of stakeholders following two days of engagement in Arusha.
We also witnessed the official handover to the new Secretary General, while honoring the outgoing Secretary General, Hon. Veronica Mueni Nduva, who was presented with a token of appreciation in recognition of her distinguished service including her leadership in reviving and hosting the Secretary General Forum after six years.
We look forward to engaging with the incoming leadership and building on the strong foundation already established, as we continue to advance regional integration and collaboration within the Community.

As deliberations in the room intensified, participants engaged in rigorous and thoughtful exchanges, carefully interrogating each provision of the draft recommendations to be submitted to the Secretary General of EAC.
The following critical questions are shaping the conversation:
* Should our recommendations highlight concernsor prioritize only what is actionable?
* Are delays in regional integration a matter of accountability, capacity, or shifting realities?
* Who should recommendations be directed to the Secretariat, the Council of Ministers, or Heads of States?
* How do we balance specificity with practicality in driving real impact?
* And beyond recommendations… what does meaningful partnership and shared responsibility truly look like?
From debating treaty obligations to rethinking implementation timelines, today’s deliberations go beyond words, they are about shaping a realistic and effective path forward for regional integration.

We kicked off Day 2 of the EAC Secretary Genera Convening 2026 is dedicated to the participants’ deliberations on the recommendations and observations arising from discussions that started yesterday.
These discussions are instrumental in shaping the collective citizen-centered outcomes and guiding the way forward for regional integration.
