Uhuru Initiative for Policy Education (UIPE) is a free market think tank based in Tanzania advocating Legal Structure and Security of Property Rights;
3.
Uhuru Initiative for Policy and Education (UIPE) advocates for a freer society through policy reforms and change of mindsets. Among our programs and projects includes:
- ECONOMIC FREEDOM OF TANZANIA CONFERENCE
Our organization holds this annual conference which analyzes as well as debates the cornerstones of economic freedom which are personal choice, voluntary exchange coordinated by markets, f
reedom to enter and compete in markets, and protection of persons and their property from aggression by others. Invitees include Members of Parliament, government ministers, prominent businessmen and media representatives.
- ECONOMIC FREEDOM OF TANZANIA REPORT
This annual report measures the degree to which the policies and institutions in Tanzania are supportive of economic freedom. The cornerstones of economic freedom are personal choice, voluntary exchange, freedom to enter markets and compete, and security of the person and privately owned property. Forty-two data points are used to construct a summary index and to measure the degree of economic freedom in five broad areas:
1. Size of Government: Expenditures, Taxes, and Enterprises;
2. Access to Sound Money;
4. Freedom to Trade Internationally;
5. Regulation of Credit, Labor, and Business.
- UHURU LEADERSHIP ACADEMY
UIPE takes the best and the brightest pro-liberty students, recent graduates and young professionals from across Africa and give them training, resources, a network, and other tools with which they can effectively organize and make an impact in their universities, cities and regions. Among other undertakings, they organize events, help start and grow student groups, and seek out other potential leaders for liberty with the resources we provide.
- UHURU LEADERSHIP FORUM
Our organization host this annual leadership forum to brings together amazing freedom champions from this network to exchange ideas and share strategies. This event will be followed by a gala dinner serves as a fitting grand finale to this conference, celebrating heroes of the freedom movement and the principles that friends of UIPE are advancing around East Africa.
- UHURU STUDENTS OUTREACH
UIPE seeks to increase the understanding of ideas and policies based on the inalienable human rights to life, liberty, and the pursuit of happiness. Our major outreach project to universities cover among other things seminars on; Economic Freedom or freedom to provide for oneself, Social Freedom or freedom to choose how to live one’s life and Intellectual or Academic Freedom.
- UHURU STUDENTS CONFERENCE
For two days starting next year, hundreds of students and student leaders from around East Africa will descend into Dar es Salaam, to discuss and debate all of the available avenues for bringing about a freer future in the first ever Uhuru Students Conference (USC). Is social change best created outside of the political realm altogether through entrepreneurial innovations like those which make up the sharing economy? These are the discussions that will shape the future, and we are the generation having them.
- IDEAS FOR A FREE SOCIETY CD'S
Because of the limited access there is to texts that explore and explain the principles and foundations of a free society in many countries around the world our organization duplicates a mini-library on CD in English created by Network for A Free Society. Although these are fairly old fashioned technology they are relatively cheap to send and make texts available in countries where Internet connection maybe too slow or expensive to be widely useful and available. Some are short books, some are parts of books or articles. Authors include Bastiat, Smith, Mill, Mises, Hayek, Friedman and many more.
- TRANSLATIONS & PUBLICATIONS
UIPE arranges scholarly translations and publication of important books and articles that make the principles of free markets, individual liberty, limited government and peace available to new readerships in Tanzania and across Swahili speaking communities all over Africa.

Our Founder & Executive Director met Madam Linda Whetstone during Atlas's Leadership for Liberty Training Programe in 2012 in New York. He was on the verge on initiating this organizationa they discussed about programs that UIPE will be running especially those which focused on university students outreach. She was impressed and offered a grant to publish liberty themed books and duplicate the Ideas for A Free Society CDs through her organization Network for A Free society. Since then Linda continued to support our organization through modest grants, personal mentorship and latest as a member of our Advisory Board. Today morning when we learned about her passing away we knew that we have lost one of the important pillars to the Free Market movement. You will forever be in our thoughts and hearts Madam Linda Whestone. Rest in eternal peace.

Day Three of the Africa Tax Dialogue: E-Commerce Taxation Workshop, UIPE presentation on Tanzania experience with a special focus on non-residents e-commerce suppliers.
In Tanzania VAT Act of 2014 requires suppliers of e-commerce services to register for VAT consistent with OECD's objectives of creating a fiscal for e-commerce to flourish and ensuring e-commerce does not undermine government ability to raise revenues.
However, there are concerns that local suppliers of same products are on disadvantage as their prices include VAT at a standard rate whilst foreign suppliers pricing excludes any VAT.
Other concerns are on the process side that is implementation whether foreign exchange controls can require banks to permit remittance unless evidence of VAT registration of the non-resident supplier. Another concern is whether obligation can be put on International Service Providers to monitor and block access pending evidence of VAT registration. Also how will one distinguish B2B transactions already captured via VAT on imported services regulations that should be outside the scope of the new rules. Last major concern is on the online consumer base in Tanzania which is very small partly due to low use of credit cards hence revenue potentials on the short term are not significant.
If decision is made to tax such foreign e-commerce transactions then then it will be important to ensure that focus is limited to main players i.e. Paypal, Amazon, Kindle, Alibaba etc. and sufficient thought is given to practical administrative aspects.
